JEAN TILLEY OF 12 COLUMBIA FOR HER OUTSTANDING SERVICE AND 13 GOOD WILL TO THE HOSPICE INDUSTRY IN THE 14 PALMETTO STATE. 15 16 Whereas, we are delighted to learn that Jean Tilley, a former 17 employee of the House Ways and Means Committee and the Joint 18 Appropriations Review Committee, has devoted the last seven 19 years of her life as an ambassador for hospice care; and 20 21 Whereas, Jean Tilley is currently the Director of Business 22 Development for Lutheran Homes of South Carolina, a 23 non-for-profit health care organization; and 24 25 Whereas, she has been instrumental in starting three hospice 26 programs in the State, and her most recent hospice program started 27 out as an outreach of the Lutheran Homes of South Carolina’s 28 retirement community, which is called the Lowman Home, located 29 in White Rock, South Carolina; and 30 31 Whereas, the Lutheran Homes, Inc., quickly recognized that those 32 living with a terminal illness must be supported by caring and 33 knowledgeable individuals who could ease pain and suffering, and 34 instructed the program to expand. This past year the Lutheran 35 Homes Board again mandated another expansion. The move to 36 comfort rather than cure was difficult at times, but her 37 perseverance resulted in a true continuum of care program for 38 Lutheran Homes of South Carolina; and 39 40 Whereas, through Jean Tilley’s outstanding guidance and 41 “ministry centered” philosophy, the Lutheran hospice program she 42 started currently serves over thirty counties. 1 [4050] 1 1 Bernardin Hospice House is the first Medicare certified 2 inpatient/respite facility in South Carolina. This program is her 3 vision and the facility serves as a model to other healthcare 4 providers who consider expanding their care and service. This 5 hospice house meets the demands for individuals who are not able 6 to be cared for at home and do not have caregivers. Without 7 regard to payment, sources, or reimbursement rates each patient is 8 assured that their needs will be met, the best care will be provided, 9 and all staff will go well beyond minimal standards; and 10 11 Whereas, within the past year, Ms. Tilley was selected to 12 participate in a National Feasibility Study which focused on setting 13 standards for hospice care. She was nominated and awarded a 14 Certificate of Appreciation for the Palmetto Award through the 15 Carolina Center for Hospice and End of Life Care; and 16 17 Whereas, we owe a great debt of gratitude to Jean Tilley for her 18 significant contributions to hospice care. She continues to inspire 19 others to reach for the highest of standards and to accept no less 20 than the very best for those the hospice serves. Now, therefore, 21 22 Be it resolved by the House of Representatives, the Senate 23 concurring: 24 25 That the members of the General Assembly of the State of South 26 Carolina, by this resolution, recognize and thank Ms. Jean Tilley 27 of Columbia for her outstanding service and good will to the 28 hospice industry in the Palmetto State. 29 30 Be it further resolved that a copy of this resolution be forwarded to 31 Ms. Jean Tilley. 32 ----XX----
