DEVELOPMENT ENGINEERING PRE-APPLICATION COMMENTS:
The project is located on the northwest corner of E Burnside Street and NE 162nd Avenue, in the Station Center (SC) Land Use District. The applicant proposes to continue the existing drug treatment program. The following comments are from Development Engineering.
A5.000: GENERAL
This pre-application memo is used to acquaint the applicant with ordinances and standards relating to public facilities. Information provided is preliminary and general in nature, and is intended to assist the applicant in identifying pertinent public facilities issues. It should not be considered final, and may contain unintentional errors or omissions. Any changes to the proposal after this date may void any statements made. Design and construction of all public facility improvements shall be in conformance with applicable sections of Gresham Community Development Code (GCDC), Gresham Public Works Standards (PWS), Water Quality Manual (WQM) and Gresham Revised Code (GRC).
A5.100: SANITARY SEWER FACILITIES
This parcel is provided wastewater service from City of Portland. No wastewater facilities are proposed at this time.
A5.200: SURFACE WATER MANAGEMENT SYSTEMS
The site lies within the designated sump area of the Columbia Slough Drainage Basin. No changes have been proposed to the site. Should any pavement or other impervious surfaces be constructed that total more than 1000 sf, detention and water quality treatment will be required.
Because this site was developed many years ago and is located in the designated sump area, it is possible that there are existing drywells. The developer will be required to contact Oregon Department of Environmental Quality (DEQ) prior to release of building permits/occupancy. DEQ will determine if the particular facilities require registration under the Underground Injection Control (UIC) program. DEQ may require water quality treatment that is in excess of that required by the City. Information can be obtained by calling DEQ at 503-229-5945, or visiting their website at http://www.deq.state.or.us/wq/uic/uic.htm. Please note that DEQ regulations apply for existing drywells, independent of impacts from development activities. A5.300: WATER FACILITIES
The site lies in the Rockwood Water People's Utility District. No water facilities are proposed at this time.
CHARGES AND FEES:
A check of engineering records shows no liens or assessments against the property. System Development Charges (SDCs) and connection fees for parks, transportation, storm drainage, and sanitary service are payable to the City of Gresham prior to building permit issuance. Please check with the Permit Center for updated fees as the project progresses, as rates are subject to change and are those in effect at time of building permit application. Contact Rockwood Water for water-related SDCs and fees.
Parks and Transportation SDCs may apply to this development. All prior uses of the site will need to be determined to assess credits due. There are no City records indicating prior uses; the applicant will need to provide this information in order to be credited for the impacts of prior uses.
A person challenging the calculation of a system development charge or a facilities charge must appeal within 10 calendar days of the date the building permit relating to the charge is issued. The appellant shall file with the City Manager a written notice of appeal pursuant to GRC 1.05.025.
