He is a seasoned security policy expert from Ottawa/Canada, with a lot of experience in European countries and in NATO Partnership for Peace. In addition, we are happy to welcome Ofelya Sargsyan, too, who after her second M.A. degree at Flensburg University/Germany entered LIBERTAS - European Institute GmbH as Political Analyst and Junior Editor for EUFAJ where she will contribute significantly to this journal. This underlines also that we are aware that and how the South Caucasus region - where she comes from Yerevan/Armenia - will be in the focus of EU foreign policy in the next years. Both new colleagues are portrayed shortly on www.eufaj.eu. The topical events around the Eastern Partnership and Ukraine in particular justify that we dedicate one of our accents of this issue to the Russian government and the Eurasian Union, and another one to development policy. While the latter should not be lost "in routine", the Eurasian Union would be, in general, a legitimate objective as a regional integration. However, successful integrations have always been launched on a voluntary basis. And for conflict management and development policy it should be mentioned, that we in this number publish a new approach for conflict management (or conflict prevention) by the Swiss author Alec Schaerer, a road map for introducing a Green Economy - at the example of Trinidad and Tobago - and a contribution on the rights-based approach in development. Hence, the Single Market (SM) is a continuing procedure rather than a static phenomenon. While the evaluation of its past performance and achievements can be helpful, the extent it will go further and have the capacity to resolve the on-going economic demands and difficulties is the challenge. As a matter of fact, it has been largely affected by the globalization and enlargement. As such, while the 2004 enlargement made the EU more heterogeneous, it has also brought certain impediments for the adequate and identical fulfilment of the Single market. Hence, the Single Market is to improve and foster economic changes, be easily applied, managed and updated, should enable diversity within the EU and be enriched with efficient social policies4. Certainly, it is easy to see that it’s not lenient judges who cause law breaking. Murder, for example, has been illegal since the beginning of our civilization 12,000 years ago, yet they are even more common today than they were in the past.

    Silvio Gesell THE NATURAL ECONOMIC ORDER INTRODUCTION If employers of labor were offered money-capital at half the present rate of interest, the yield of every other class of capital would also soon fall to half. If, for example, interest on the money borrowed to build a house were less than the rent for an equivalent existing house, or if it were more profitable to bring a piece of wasteland into cultivation than to rent equivalent farmland, competition would inevitably reduce house and farm rents to the level of the reduced interest on money. For the surest method of depreciating capital assets (a house, a field) is obviously to create and operate additional capital assets alongside it. It is a law of economics that increased production increases the mass of available money-capital, which tends to raise wages and finally to reduce interest to zero.”1 The abolition of unearned income, of so-called surplus value also termed interest and rent, is the immediate economic aim of every socialistic movement. The method generally proposed for attaining this aim is communism, in the shape of nationalization or socialization of production. I know of only one socialist, - Pierre Joseph Proudhon2 - whose investigations into the nature of capital point to another solution of the problem. The demand for nationalizing production is advocated on the plea that the nature of the means of production needs it. It is usually asserted off-hand, as a truism, that ownership of the means of production must necessarily in all circumstances give the capitalist the upper hand when bargaining with the workers about wages.

At the same time, I wish to thank the Volkswirte Alumni-Club for inviting me to give this year’s lecture. Even at the Bundesbank, it is not every day that so many economists are gathered together, and the Bundesbank employs a large number of economists. I would therefore like to take this as an opportunity to talk about economists and their role in the crisis. Before that, however, I would like to offer my sincere congratulations to this evening’s prize winners on receiving their awards. 2. Have economists failed? On 6 April 2009, a severe earthquake occurred in the central Italian town of L’Aquila with the tragic loss of more than 300 lives. Only six days earlier, there had been a meeting of a national commission for the forecast and prevention of major risks. Afterwards, the experts made a public declaration that, despite a few tremors over the past few days, there was currently no heightened risk of an earthquake in the region. Ladies and gentlemen I am telling you about this incident because it is possible to draw instructive parallels with the role played by economists in the crisis.

The advertence to this peculiar physical property of the money metals, which have traditionally been employed as the chief means of payment before being transmuted into the virtual form of contemporary bank money, has seldom been made in the vast literature dealing with the subject. It stands as one of the great merits of the German anarchist current of thought of the early twentieth century (Silvio Gesell and Rudolf Steiner in particular) to have acknowledged the extraordinarily unfair advantage wielded by ‘money’ vis-à-vis the rest of the economy, and sought thereby to remedy this distortion via the introduction of a time-sensitive money certificate. This article explores the institutional and theoret- ical issues that have led to this innovation, and concludes with a brief survey of the record achieved thus far by the late attempts of introducing in several parts of the world regional currencies in substitution of proprietary bank money – i.e., money as we know it. In addition, his concepts of anarchy have been well accepted. These concepts were, in particular, money-capital theory and individual anarchist socialism, or ‘market-centred socialism’. They involved criticism of Marxist capital theory. This paper reconsiders the capital theory debate between Gesell and Marx. To this end, it reviews Gesell’s understanding about Marx’s theory of capital in his most controversial works, namely Natural Economic Order (1920, 4th ed.) and Die Ausbeutung, ihre Ursachen und ihre Bekämpfung [Exploitation, its Causes and its Struggle] (1922). Gesell summarised three misconceptions of Marx’s theory. First, whereas Marx defined the concept of capital as ‘real capital’ (the means of production), Gesell was of the view that ‘real capital’ was not capital but money-capital or interest-bearing capital. Second, while Marx assumed equitable exchange between money and commodities, Gesell believed this exchange to be unequal. Third, Marx viewed labour power as a commodity but Gesell defined it as a labour product. It seems clear that Gesell’s critique of Marx has been overlooked amid confusion about the debate.

Elliott (1931-2001) Department of Economics, University of Southern California, Los Angeles, USA Keywords Money, Interest, Economics, Philosophy, Social economics Abstract During the first decades of the 20th century, German Reformer Silvio Gesell (1862-1930) championed with a certain success the reforming wave of the epoch by complementing ingenious solutions to some of the most important economic issues of his time with theoretical insights that were as radical as they were penetrating. The purpose of this paper is to offer an introduction to such intuitions, whose validity had been recognized even by a few distinguished academics of the 1930s, but which, owing to the extreme complications that eventually mired German intellectual production in its quasi-entirety before WWII, failed to preserve the deserved consideration, however slight, they had earned when first formulated. A reappraisal of Gesell’s contributions, considering the importance of his main themes, may be worthwhile, all the more so as these deal with questions unsolved to this day. Introduction Academic figures such as those of Irving Fisher in the United States and John Maynard Keynes in the United Kingdom were conquered by the fiery e´lan of Silvio Gesell’s (1862-1930) writings. In a healthy, that is, natural economic system, neither a planned economy nor interest exist, both of which lead to constrain freedom. With communism, people are enslaved through the forced labour inherent in a planned economy; in an interest- based economy, people are enslaved through the burden of interest, which multiplies exponentially and eventually makes it impossible for an economy to supply households sufficiently, since the exponentially multiplying interest must be earned and paid for. By placing Social Credit in the context of interwar social movements for monetary reform, the events in Alberta from 1932 to 1938 are examined from the historical geographic iteration of what I call the Keynesian frontier of monetary macro-economic thought. This thesis shifts attention on this episode of Canadian history towards the lens of monetary neutrality. I argue that the Keynesian frontier was the intellectual environment for a worldwide English- speaking progressive underground which sought to find in macro-economic theory a vision of utopian society where money had no effect on material choices and interpersonal relations. During the 1930s, movements such as Social Credit transformed this underground into a collective effort to integrate the institutional channels of circulation with the mechanics of the modern monetary and fiscal state. ii Acknowledgements This project has been made possible because of the support of a number of individuals and institutions.
