Yes, Taoiseach Irish politicsfrom behind closed doors FRANK DUNLOP We wish to appeal against this flawed and unjustifiable decision by Offaly County Council on the basis that An Bord Pleanda has already rehsed planning permission previously and that Offaly Council has failed to take in to account the reasons and conditions issued by An Bord Pleanala under the previous refbsal 19.201394. We believe that the council has made a political decision (not a planning decision) based on the existing jobs and improperly planned mishmash of buildings rather than the adverse impact on a national monument and protected structure in a rural area of high amenity. We urge An Bord Pleankla to again refbse permission in this matter. We enclose the original receipt document fiom Offaly County Council and the appeal fee amount of €200.00. We would request an ORAL HEARING and enclose a fee of €90.00. APPENDIX NO 01. An Oral Hearing is important in this case because it is the only time that residents can question the planning authority that continually hide and refbse to talk constructively to the residents. We would again urge An Bord Pleanala to rehse permission on the basis that the grant of any planning permission even in a limited form will result in the consolidation and intensification of unauthorized development and set an unhealthy precedent for other unauthorized development. We would request that An Bord Pleanhla rehse permission under section 35 of the Planning & Development Act 2000 - rehsal of planning peniission for past failures to comply. If An Bord Pleanala are to consider granting any limited permission on this occasion for lesser ~ amounts of buildings i.e. smaller scale, we must insist on the absolute minimum of buildings be ' granted permission for. Again in relation to time limits for operation they should be those regularized such as 0800 to 1800 hours to preserve the rural and residential amenity. Section 162 states that an injunction shall be neither stayed nor withdrawn by virtue of the fact that an application for retention has been made. APPENDIX NO 4 A similar statement was made in the High Court earlier in July 2002, prior to thew first retention application being lodged. Another case for contempt of this High Court arrangement, is due to be held in early 2005, as it is alleged that the applicants have failed to adhere to this arrangement. The development, by reason of its proximi9 to Leap Castle, and particularly to the proximity of the Pencil Stake Building and the open storage area to the north-eastern area of the site (incorrectly shown as car parking in the site layout plan), seriously detracts from the setting of a protected structure unci? as such, seriously injures the amenities of the area and is contrary to P.P. &S. D. The board has noted that the storage area was to be carparking, but we must note that there is nothing to stop these applicants abusing or using any part of their land holding to store timber regardless of.its impact on the Castle or on the local environment. This was exhibited in March 2003 when treated timber was stored of the sawmills site in an unauthorized quarry, in an area within the aquifer protections zone.

    ELEVEN FOLLIES IN COUNTY OFFALY CONDITION SURVEY & MEASURED DRAWINGS October 2013 2 This report was commissioned by Offaly County Council with financial assistance from the Heritage Council to consider the history, significance, condition and conservation of a disparate group of follies and garden building located in County Offaly. The structures range in scale from a pair of small circular stepped plinths, situated in a pond and measuring less than two meters in height, to an impressive eye-catcher rising to over fourteen meters. Most of the structures date from the eighteenth or early nineteenth centuries, and some were designed to provide impressive prospects of the surrounding countryside. Surprisingly, for a county that is generally thought to be flat and boggy, Offaly contains a significant number of hills, on which many of these structures are found. With the exception of one earthwork structure, now heavily overgrown and lacking definition, most of the structures survive in a reasonable state of preservation, albeit often in a poor state of repair. While the primary purpose of this report is to illustrate and describe the significance of these structures, and equally important purpose is to recommend practical ways in which there long term future can be preserved, wither by active conservation or by slowing the current rate of decline.     In Way of Explanation I began the revision of my John Nelson Darby biography back in 2003 and part of the first chapter was posted on www.mybrethren.org in 2005 as well as my work in progress “Research Papers”. That site has been offline now since November 2017. To continue to make the material accessible to persons still interested Michael Schneider was so kind to post both my Research Papers and the revised first chap- ter on his website at www.bruederbewegung.de. He brought both items to- gether into one file and into the much more appealing format typical for his site. At the same he checked the validity of the hyperlinks to websites I had referred to in the texts and exchanged them where necessary. For this and other correc- tions I am very grateful to him. The present paper is a revision of the revised first chapter which was posted on the www.bruederbewegung.de site. I have added more material as well as illus- trations to it and Michael and I both thought it would be better to separate it from the Research Papers (they remain available as an extra file) as a standalone file. In doing so I have used a different format from that initially used by Michael, but thank him once again for his proofreading of the text. The present work is not one for commercial or profit purposes, but rather to make material available to other researchers.     THE BIRDS OF IRELAND. Order PASSERES. Family TURDIDAE Subfamily TURDINNAE THE MISTLE-THRUSH. Turdus viscivorus, Linnæus. Though now resident, common, and widely distributed, this bird was apparently unknown in Ireland before the nineteenth century. A Mistle-Thrush, shot early in 1808 in the Co. Antrim was the first Irish example that Thompson had heard of during the first half of the century the spread and increase of this species was noticed throughout Ireland, the Western coast being apparently the last reached. Thus Mr. W. Sinclair remembers it in Tyrone in1820, but it arrived in Western Donegal ten years later. Up to 1860 it was unknown in Achill, but now breeds there. In Western Connaught it is scarce, but is believed still to be on the increase throughout Ireland in general. Flocks occur from June to the end of autumn, and may be seen in the same locality for days together. These perform local migrations, but disperse before winter. In November there is an immigration from Great Britain, though on a much smaller scale than that of the Song-Thrush or Blackbird. Some Mistle-Thrushes visit Rathlin Island in frosts, and Valentia is another winter resort. The Mistle-Thrush is a welcome addition to the song-birds of Ireland, from October onwards it may be heard in our mild climate; at first rarely, but more frequently and fully as each winter month passes, until the full song is delivered in February and March; while even frost and snow will not always silence it. I have heard one uttering its notes in short snatches between each triple stroke of its wings while it flew.
