Georgia’s October 2013 Presidential Election: Outcome and Implications Jim Nichol Specialist in Russian and Eurasian Affairs November 4, 2013 Congressional Research Service 7-5700 www.crs.gov R43299 Georgia’s October 2013 Presidential Election: Outcome and Implications Summary This report discusses Georgia’s October 27, 2013, presidential election and its implications for U.S. interests. The election took place one year after a legislative election that witnessed the mostly peaceful shift of legislative and ministerial power from the ruling party, the United National Movement (UNM), to the Georgia Dream (GD) coalition bloc. The newly elected president, Giorgi Margvelashvili of the GD, will have fewer powers under recently approved constitutional changes. Most observers have viewed the 2013 presidential election as marking Georgia’s further progress in democratization, including a peaceful shift of presidential power from UNM head Mikheil Saakashvili to GD official Margvelashvili. Some analysts, however, have raised concerns over ongoing tensions between the UNM and GD, as well as Prime Minister and GD head Bidzini Ivanishvili’s announcement on November 2, 2013, that he will step down as the premier. In his victory speech on October 28, Margvelashvili reaffirmed Georgia’s Euro-Atlantic foreign policy orientation, including the pursuit of Georgia’s future membership in NATO and the EU. At the same time, he reiterated that GD would continue to pursue the normalization of ties with Russia. On October 28, 2013, the U.S. State Department praised the Georgian presidential election as generally democratic and expressing the will of the people, and as demonstrating Georgia’s continuing commitment to Euro-Atlantic integration. -

GEORGIA 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The constitution provides for an executive branch that reports to the prime minister, a unicameral parliament, and a separate judiciary. The government is accountable to parliament. The president is the head of state and commander in chief. In September, a controversial constitutional amendments package that abolished direct election of the president and delayed a move to a fully proportional parliamentary election system until 2024 became law. Organization for Security and Cooperation in Europe (OSCE) observers termed the October local elections as generally respecting fundamental freedoms and reported candidates were able to campaign freely, while highlighting flaws in the election grievance process between the first and second rounds that undermined the right to effective remedy. They noted, too, that the entire context of the elections was shaped by the dominance of the ruling party and that there were cases of pressure on voters and candidates as well as a few violent incidents. OSCE observers termed the October 2016 parliamentary elections competitive and administered in a manner that respected the rights of candidates and voters but stated that the campaign atmosphere was affected by allegations of unlawful campaigning and incidents of violence. According to the observers, election commissions and courts often did not respect the principle of transparency and the right to effective redress between the first and second rounds, which weakened confidence in the election administration. In the 2013 presidential election, OSCE observers concluded the vote “was efficiently administered, transparent and took place in an amicable and constructive environment” but noted several problems, including allegations of political pressure at the local level, inconsistent application of the election code, and limited oversight of alleged campaign finance violations. -

He can speak to many different topics including foreign affairs, military, internal politics for Georgia. He tends to be very detail oriented in his talks, so I recommend coming prepared. He is very loyal to Saakashvili and the ruling party in the country. He is incredibly personable and will want to be a little familiar with you in talking, not so formal. He also has a playboy teenage son ;) . Eka Tkeshelashvili – National Security Chief • serving since Dec 2008 • served as Foreign Minister both during the Russia-Georgia War and also in May to Nov 2009 • served as min of Justice and Prosecutor General (all short terms) • leading the process of the Georgian military review LG’s TAKE: Ms. Tkeshelashvili is an incredibly intense woman (I would be too if I were FM during the war). She is vehemently anti-Russian (even more so than most Georgians). She describes Russian military presence in Abkhazia and South Ossetia as “occupation”. She will give it to you straight, but speaks mainly on broad terms. She does not “appreciate” Stratfor’s view that Georgia does not have many options since the War. She thinks we write too pro- Russian. Bacho Akhalaia – Minister of Defense • named DM in Aug 2009 • was appointed dep DM following August war in Dec 08 • close ally of Saakashvili and Interior Minister Vano Merabishvili (2nd most powerful man in Georgia behind Saakashvili) • Only 30 yrs old • In 2005, Akhalaia was moved to the post of Head of Penitentiary Department of Ministry of Justice of Georgia. -

A Brief History of Kabarda [from the Seventh Century AD] Amjad Jaimoukha T he Russians have been writing Kabardian (and Circassian) history according to their colonial prescriptions for more than a century, ever since they occupied Circassia in the middle years of the 19th century. Simplistic and oftentimes ridiculous accounts of this history were produced in the course of this time. Until this day, these historiographies, with added clauses to reduce the level of inanity and circumvent the rampant contradictions, constitute the official historical narrative in the Kabardino-Balkarian Republic (and with slight variations in the other ‘Circassian’ republics, namely the Karachai-Cherkess Republic and the Republic of Adigea). For one, the Kabardians were deemed to have opted to join Russia in the 16th century (much more on this ‘Union’ in the course of this article). In 1957, big celebrations were held in Kabarda commemorating the 400th anniversary of the ‘joyful’ event that saved the Kabardians from perdition. A statue was erected as a symbol of the fictitious union of Kabarda with Russia in downtown Nalchik. The Circassian maiden with an uplifted scroll is exquisite Gwascheney (or Gwaschene; Гуащэней, е Гуащэнэ), daughter of Temryuk Idar (Teimriqwe Yidar; Идар и къуэ Темрыкъуэ), who was betrothed to Ivan IV (1530-1584) on 21 August 1561 AD, to cement the treaty between Temryuk, Prince of Princes of Kabarda, and Ivan the Terrible, ‘Tsar of All Russia’.1 Tsarina Maria Temryukovna (Мария Темрюковна; 1544-1569), as was Gwascheney 1 The corresponding monument amongst the Western Circassians (Adigeans) was built in 1957 in Friendship Square in Maikop, the republican capital, “in honour of the 400th anniversary of the ‘Military and Political Union’ between the Russian State and Circassia”. -

Title: Russia marches South: army reform and battlefield performance in Russia’s Southern campaigns, 1695-1739 Issue Date: 2017-04-26 CHAPTER 4 THE PERSIAN CAMPAIGN (1722-1724) Peter’s campaign in Persia is probably the least studied element of the tsar’s military endeavors. The following subchapter would try to present a concise description of Russia’s Caucasian adventure as well as a detailed evaluation of the factors, which influenced the performance of the Petrine army. Regarding the dissertation itself, the description of Peter’s march south would serve as the primary contribution of the research. The march to present-day Azerbaijan and Iran was the final stage of Peter’s military activities and was the first one carried out after the military reforms of the tsar had been fully completed. The campaign along the shores of the Caspian Sea was the first European expedition to this region since the time of Alexander the Great. Before describing in details the Russian preparations and activities, some notes are necessary, regarding the decline of the Persian political and military power, which enabled not only Russia but also the Ottoman Empire and the Afghans to try to carve out substantial chunks of the ailing Safavid state. The political situation in the Caucasus is a direct consequence of the developments that took place in the Safavid state, which were discussed in a previous chapter. 4.1. Georgia [Republic]: Recent Developments and U.S. Interests Jim Nichol Specialist in Russian and Eurasian Affairs May 18, 2011 Congressional Research Service 7-5700 www.crs.gov 97-727 CRS Report for Congress Prepared for Members and Committees of Congress Georgia [Republic]: Recent Developments and U.S. Interests Summary The small Black Sea-bordering country of Georgia gained its independence at the end of 1991 with the dissolution of the former Soviet Union. The United States had an early interest in its fate, since the well-known former Soviet foreign minister, Eduard Shevardnadze, soon became its leader. Democratic and economic reforms faltered during his rule, however. New prospects for the country emerged after Shevardnadze was ousted in 2003 and the U.S.-educated Mikheil Saakashvili was elected president. Then-U.S. President George W. Bush visited Georgia in 2005, and praised the democratic and economic aims of the Saakashvili government while calling on it to deepen reforms. The August 2008 Russia-Georgia conflict caused much damage to Georgia’s economy and military, as well as contributing to hundreds of casualties and tens of thousands of displaced persons in Georgia. The United States quickly pledged $1 billion in humanitarian and recovery assistance for Georgia. In early 2009, the United States and Georgia signed a Strategic Partnership Charter, which pledged U.S. support for democratization, economic development, and security reforms in Georgia. The Obama Administration has pledged continued U.S. support to uphold Georgia’s sovereignty and territorial integrity. The United States has been Georgia’s largest bilateral aid donor, budgeting cumulative aid of $2.7 billion in FY1992-FY2008 (all agencies and programs). -

Note Situation of Human Rights in Georgia October 2006 Since the coming into power of Mr. Mikhaïl Saakaschvili at the favor of the so-called “roses’ revolution”, local and international organisations observe regular deterioration of fundamental freedoms. The violations of rights and freedoms are encouraged by a very personalised and authoritarian sense of power from the President. The first consequences of it are the exessive use of violence et and the impunity by law-enforcement bodies, repression and harassment against journalists, human right defenders, etc... This also contributed to conflictual situations at both internal (minorities and separatist regions of Abkhazia and South Ossetia) and external (recent break of diplomatic relations with Russia) levels. This new escalation of internal and external tension can provoke a serious deterioration of the situation of civilian population of Georgia and lies within the on-going agravation of a general human rights situation. A. Torture, ill treatments and excessive use of force Use of torture and ill treatments by law enforcement officials FIDH and Human Rights Information and Documentation Center (HRIDC), member of FIDH, strongly condemn the increase of torture, inhuman and humiliating treatments especially by law enforcement bodies. Despite the fact that, NGOs and UN human rights mechanisms reported numerous cases of torture committed by police officers, the impunity of their perpetrators is still a reality. In his annual report to the 62nd Commission on human rights (march 2006) and following a mission to Georgia, the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, declared that “torture and ill-treatment by law enforcement officials still exist in Georgia” and that “ the methods of torture included beatings with fists, butts of guns and truncheons and the use of electric shocks, and cigarette burns; injuries sustained by the victims included, among other things, broken bones, cigarette burns, scars, as well as neuropsychological changes”. -

Pourtant, dès le début de l’année 1989, avant-même la chute du mur de Berlin, la région fut le siège de plusieurs signes avant-coureurs : le retrait de l’Armée Rouge en Afghanistan ; l’arrêt des essais nucléaires soviétiques au Kazakhstan ; l’apparition des premières tensions interethniques dans la vallée du Ferghana ; l’adoption par chaque république d’une loi sur la langue. Autant de moments qui montrent combien l’année 1989 a marqué l’histoire récente de l’Asie centrale. Ce nouveau numéro des Cahiers d’Asie centrale est donc consacré à l’étude des transformations sociales et politiques survenues au cours de l’année 1989 afin de comprendre à quel point cette année constitue un moment fondateur des mobilisations politiques en Asie centrale.
