Leicestershire Sustainable Community Strategy
LEICESTERSHIRE SUSTAINABLE COMMUNITY STRATEGY FINAL DRAFT MARCH 2008 1 Introduction I am pleased to present our Sustainable Community Strategy to you on behalf of Leicestershire Together, the Local Strategic Partnership for Leicestershire. Leicestershire Together includes all of the organisations and partnerships that deliver public services in Leicestershire, and we seek to improve the quality of life and of public services in the County. This draft Sustainable Community Strategy proposes priorities for improvement in Leicestershire over the next 5 years. These are largely based upon two draft evidence base reports ‘This is Leicestershire’ and ‘Places in Leicestershire’. The structure of the new Sustainable Community Strategy is quite different to that of the previous Community Strategy in that it focuses on what we are going to do rather than how we are going to do it. Our second Local Area Agreement (LAA2) is the key delivery framework for the strategy (the ‘how’ bit) – and more details on the LAA can be found later in this document. The challenge that faces us now is to deliver the ambitions outlined in this Strategy, making a real and measurable difference to the lives of Leicestershire people. In addition, apologies for late arrival were received from County/District Cllr Mr S Galton. 20/51 CO-OPTION TO THE PARISH COUNCIL It was proposed by Mrs E Derrick and seconded by Mr R Lamming that Mrs V Poole be co-opted onto the Parish Council. This was RESOLVED. Mrs Poole completed the following: Declaration of Acceptance of Office; Register of Member’s Interests; Dispensation Request: and, Electronic Service of Summons forms and joined the meeting. It was reported that Mrs S Johnstone has tendered her resignation from the Parish Council. On behalf of the Parish Council, Mr H Gopsill expressed thanks for Mrs Johnstone’s valuable contributions. 20/52 REQUESTS FOR DISPENSATION FROM MEMBERS ON MATTERS IN WHICH THEY HAVE A DISCLOSABLE PECUNIARY INTEREST No requests had been received. 20/53 MINUTES OF THE MEETING HELD ON MONDAY 10 FEBRUARY 2020 The minutes of the above meeting were approved and signed as a true record, subject to the following corrections: “… the addition to minute 20/15 …” (minute 20/29, line 2 refers) and “cases” (minute 20/39, refers). -

Appendix A – SEA of the Revocation of the East Midlands Regional Strategy Appendix A Policies in the East Midlands Regional Strategy This Appendix sets out the text of the policies that make up the Regional Strategy for the East Midlands. It comprises policies contained in The East Midlands Regional Plan published in March 2009. The East Midlands Regional Plan POLICY 1: Regional Core Objectives To secure the delivery of sustainable development within the East Midlands, all strategies, plans and programmes having a spatial impact should meet the following core objectives: a) To ensure that the existing housing stock and new affordable and market housing address need and extend choice in all communities in the region. b) To reduce social exclusion through: • the regeneration of disadvantaged areas, • the reduction of inequalities in the location and distribution of employment, housing, health and other community facilities and services, and by; • responding positively to the diverse needs of different communities. c) To protect and enhance the environmental quality of urban and rural settlements to make them safe, attractive, clean and crime free places to live, work and invest in, through promoting: • ‘green infrastructure’; • enhancement of the ‘urban fringe’; • involvement of Crime and Disorder Reduction Partnerships; and • high quality design which reflects local distinctiveness. d) To improve the health and mental, physical and spiritual well being of the Region's residents through improvements in: • air quality; • ‘affordable warmth’; -

In addition it should also examine the future retail need and capacity within the Borough by assessing the potential of town centres to accommodate any identified need. The aim is to assume a reasonable distribution of retail development through allocation and policies and to provide a basis against which planning applications can be assessed. -

Harborough District Council Settlement Profile: Thurnby and Bushby May 2015 General Introduction This settlement profile has been prepared as part of the evidence base for the preparation of the new Local Plan. The new Local Plan, which will cover the period 2011 – 2031, will review and replace existing Core Strategy policies. New evidence in the Strategic Housing Market Assessment (2014) shows that the number of new homes needed annually across the District to 2031 is substantially higher than the figure set out in the Core Strategy. The new Local Plan will set out a strategy to meet these higher housing numbers, whilst ensuring that sustainable economic development is supported, infrastructure is delivered, local communities are protected, environmental capacity is respected, the quality of the built environment and heritage assets are protected and the level of development is not disproportionate to the size of the settlement and the level of services. This profile seeks to summarise currently available evidence in relation to the settlement which, along with other evidence, will be used in determining the appropriate amount of development to be directed to the settlement to 2031. The profile does not seek to set out future policy as this will be done through the new Local Plan and any reference to Core Strategy policies is to provide context only. Section D of the profile sets out the findings of the Strategic Housing Land Availability Assessment (SHLAA) for the settlement. It should be noted that the sites shown are not allocations and their inclusion in no way implies that planning permission for housing will be granted. -

HARBOROUGH DISTRICT COUNCIL OPEN SPACE/SPORT AND RECREATIONAL FACILITIES AND ASSESSMENT OF LOCAL NEEDS FINAL REPORT BY PMP in association with Donaldsons JUNE 2004 EXECUTIVE SUMMARY EXECUTIVE SUMMARY Executive Summary What is the aim of this open space, sport and recreation study? The study aims to provide a clear picture of existing and future needs for open space, sport and recreation in Harborough and the current ability to meet those needs in terms of quality, quantity and accessibility. The study sets local standards based on assessments of local needs, demographics and audits of existing open spaces. It is the basis for addressing quantitative and qualitative deficiencies through the planning process and should form the basis of the development of an open space strategy for Harborough DC. Scope of the open space and sport and recreation study The study includes all open space and recreation types identified within the latest Planning Policy Guidance Note 17 (Planning for Open Space Sport and Recreation, July 2002) and its Companion Guide (September 2002). These include parks and gardens, natural and semi-natural areas, green corridors, amenity greenspace, provision for children and young people, outdoor sports facilities, allotments, cemeteries and churchyards and civic spaces. The study also considers the provision of sport and indoor recreation facilities. What is the need for the study of open space, sport and recreation? A local assessment of open space and open space needs will enable the Council to: • plan positively, creatively and effectively in identifying priority areas for improvement and to target appropriate types of open space required • ensure an adequate provision of high quality, accessible open space to meet the needs of community • ensure any accessible funding is invested in the right places where there is the most need • conduct S106 negations with developers from a position of knowledge with evidence to support. -

2015 Leicestershire County Council Consultation Statement Consultation Statement 1.0 Consultation Statement 1.1 As the first stage in the production of the Minerals and Waste Local Plan, the County Council published the following documents in November 2013: Leicestershire Minerals and Waste Local Plan: Issues Document; Leicestershire Minerals and Waste Local Plan Review - Sustainability Appraisal incorporating Strategic Environmental Assessment: Scoping Report. 1.2. The bodies with contact details listed in Appendix 1 were consulted by email or letter with a request for any comments to be provided by 24th January 2014. The documents, together with a summary leaflet and a response form, were made available on the County’s website (www.leics.gov.uk). The consultation exercise was also publicised by means of an advertisement placed in local newspapers. 1.3. A total of 70 groups and individuals responded to the Minerals and Waste Issues Consultation document. 28 of the responses were from councils (3 from District Councils; 12 from Parish Councils; 6 from adjoining Councils; and 7 from other councils), 12 from industry (7 from mineral companies and 5 from waste companies), 9 from statutory consultees, 2 from County Council Departments, 14 from other organisations, 2 from landowners and 3 from private individuals.
