Speaker:

Rosemary introduced the speaker Dr Roy Purssell, an emergency physician at VGH. His accomplishments in community service, particularly on drunk driving, are significant and well recognized. Dr Purssell illustrated the difficulty in changing the legal system at the Federal and Provincial Government levels regarding drunk drivers responsible for serious injury to the public. The police because of cost constraints and rules on Doctor/Patient confidentiality are major reasons why offenders are not being charged. He illustrated that the Canadian prosecution of drunk drivers is 11%, the lowest, compared to Europe and the US. Recent changes in the BC Motor Vehicle Act have been positive. The talk was very stimulating and informative. Joan Hebb thanked the speaker.

The meeting was adjourned at 11.35AM
