MINUTES OF THE MUNICIPALITY OF GLENELLA-LANSDOWNE REGULAR MEETING OF COUNCIL FRIDAY, MAY 11, 2016

Present: Reeve Richard Funk, Councillors Greg McConnell, Don Boxall, Arnie Suski, John Pottinger and CAO Wendy Wutzke. Regrets: Dave Baskerville

Call to order Reeve Funk called the meeting to order at 9:10 a.m.

Adoption of the Agenda Boxall - Marohn 2016/70 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the agenda with additions. Carried.

Confirmation of Minutes Marohn - Boxall 2016/71 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the minutes of April 8th, 2016 as read and circulated. Carried

Financial Statement Pottinger - Boxall 2016/72 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the monthly financial statement for the month ended April 30th, 2016, as read and circulated.

Delegations

Murray Smith, Tom Yandeau, Jason Schmidt and Howard Besser attended to discuss concerns with drainage in their area.

By-laws Bylaw 1/2016 – tabled until after public hearing at 11:00 am

Correspondence

AMM sent their news bulletin dated April 6, 2016 and April 26, 2016, along with invitation to the Midwestern District meeting which will be held Friday, June 10, 2016 in Inglis.

Marohn - Pottinger 2016/73 Be it resolved that all Council and CAO are hereby authorized to attend the Midwestern District meeting which will be held in Inglis, June 10, 2016 and further be it resolved all expenses incurred be paid in accordance with Bylaw 3/2015. Carried May 11th, 2016 minutes Page 1 Marohn - Suski 2016/74 Be it resolved that all Council and CAO are hereby authorized to attend the FCM Annual Conference in Winnipeg, June 2-5, 2016 and further be it resolved all expenses incurred be paid in accordance with Bylaw 3/2015. Sgt Morehouse sent a copy of the Mayors Report for April 2016. – filed

Manitoba Beekeepers Association sent a letter requesting the municipality modify their practice of spraying for broadleaf weeds. – filed

Manitoba Good Roads Association sent information regarding the 2016 Annual Competition - filed

Glenella School sent a request for a grant towards a graduating student.

Pottinger - McConnell 2016/75 Be it resolved that Council of the Municipality of Glenella – Lansdowne approve a grant in the amount of $200 to a 2016 Glenella School graduating student. Carried

Yellowhead Centre sent a request for assistance with their capital improvement project. - filed

Prairie Mountain Health sent notice of their community stakeholder meeting in Neepawa on May 16, 2016 at 11am and asked for questions in advance of the meeting in order to prepare properly – Reeve Funk will attend, request update on hospital as well as if dialysis treatments could be offered in Neepawa

Council stayed the Regular meeting of Council at 11:00 am to hold a Public Hearing to present its financial plan for the fiscal year 2016.

The Regular Meeting of Council resumed after the Public Hearing.

By-laws

McConnell - Boxall 2016/76 Whereas subsection 162(1) of the Municipal Act requires council to adopt a Financial Plan for each year consisting of an operating budget, a capital budget, an estimate of operating revenue and expenditures for the following fiscal year, and a five year capital expenditure program; and whereas the Municipality of Glenella – Lansdowne has prepared such a plan and subjected it to a public hearing as per sections 162(2) and 420 of the Municipal Act of which the Council of the Municipality of Glenella – Lansdowne received no objections to the plan; now therefore be it resolved that the Council of the Municipality of Glenella – Lansdowne hereby adopt the said Financial Plan for 2016 and incorporate the same into the 2016 tax levy bylaw 1/2016. Carried May 11th, 2016 minutes Page 2 McConnell - Boxall 2016/77 Be it resolved that Bylaw 2/2016, being a bylaw of the Municipality of Glenella- Lansdowne authorizing the levying of taxes for the year 2016 be hereby given second reading. Carried

Boxall - McConnell 2016/78 Be it resolved that Bylaw 1/2016, being a bylaw of the Municipality of Glenella- Lansdowne authorizing the levying of taxes for the year 2016 be hereby given third reading and be finally done and passed. In accordance with 137 MA requiring that a recorded vote be taken on the third reading of a bylaw: For the motion – Funk, McConnell, Marohn, Boxall, Suski, Pottinger Against – none Abstained - none Carried

Accounts

Boxall - Pottinger 2016/79 Be it resolved that accounts numbered #1306 to #1391 amounting to $201,431.27, and CAFT direct deposit amounting to $26,703.56 hereby approved for payment. Carried.

Suski - Marohn 2016/80 Be it resolved that Gravel cheques numbered #1392 amounting to $14,167.87 and Council Indemnity accounts amounting to $8,092.87 be hereby approved for direct deposit. Carried. New Business

Pottinger - McConnell 2016/81 Be it resolved that Council of the Municipality of Glenella-Lansdowne approve the hiring of Corben Heudebourck, Hallie Miller and Katelyn Morton as the 2016 Green Team. Carried.

Boxall - Pottinger 2016/82 Be it resolved that Council of the Municipality of Glenella-Lansdowne approve the purchase of a Kuhn GMD 240 3 PTH disc mower from TIC at the quoted price of $14,500 plus taxes. Carried. Pottinger - Boxall 2016/83 Be it resolved that Council of the Municipality of Glenella-Lansdowne approve the purchase of a new Series 3 XH1500 mower 15 ft. from TIC at the quoted price of $25,210 plus taxes. Marohn - Pottinger 2016/85 Be it resolved that Council of the Municipality of Glenella-Lansdowne approve the purchase of a 1998 GMC 1500 Z71 Ext Cab Truck at the quoted price of $4,725.00 Carried

Unfinished Business

Marohn - Pottinger 2016/86 Be it resolved that Council of the Municipality of Glenella-Lansdowne approve signing the Boundary Road Maintenance Agreement between the Municipality of Glenella – Lansdowne and the Municipality of Westlake – Gladstone. Carried

Boxall - Marohn 2016/87 Be it resolved that Council of the Municipality of Glenella-Lansdowne do now sit as a “Committee of the Personnel Committee in Camera’ and that all matters discussed shall be kept confidential. Carried.

Suski - Marohn 2016/88 Be it resolved that Council of the Municipality of Glenella-Lansdowne do now adjourn the “Committee of the Personnel Committee in Camera’ and resume the Regular Meeting of Council. Carried Pottinger - Marohn 2016/89 Be it resolved that Council of the Municipality of Glenella-Lansdowne approve the signing of a five year gravel agreement between the municipality and Raymond Gork. Carried

Pottinger - Boxall 2016/90 Be it resolved that Council of the Municipality of Glenella-Lansdowne approve the request from Westlake Employment for a grant in the amount of $1,558 to offset their 2016-2017 shortfall of $20,501 Defeated Suski - Marohn 2016/91 Whereas Council of the Municipality of Glenella – Lansdowne approve the installation of Community Welcome signs as NE16-19-13w, NW19-18-14w, SE1-19-12w, and SW3- 18-12w; therefore be it resolved the CAO is hereby authorized to apply to Department of Infrastructure and Transportation for approval for the sign installations. Carried.

Yellowhead Board sent notice of their annual meeting to be held June 1, 2016 at 10:00 - filed

Neepawa Veterinary Services Board sent a copy of the minutes from their board meeting Held May 2, 2016 – filed

Whitemud Watershed sent a copy of the minutes from their board meeting held April 28, 2016, along with subdistrict meetings for #39, #42 and #43 as well as a request for a review of the draft Whitemud River Integrated Watershed Management Plan- filed

NADCO sent a copy of the minutes from their meeting held April 21, 2016 - filed

Neepawa & Area Planning district sent a copy of the minutes from their board meeting held April 20th, 2016, along with a proposal from WSP Group for the complete review of our zoning bylaws, and revision to the development plan.

Pottinger - Marohn 2016/92 Whereas the Neepawa & Area Planning District has hired the WSP Group to do a complete revision of its development plan and whereas they are requesting authorization from the municipalities and the town to access the parcel data mapping, therefore be it resolved Council of the Municipality of Glenella – Lansdowne agree to provide our consultant WSP Group, with the assessment parcel polygon data for the Municipality of Glenella-Lansdowne. Carried

Suski - Marohn 2016/93 Whereas the Neepawa & Area Planning District has hired the WSP Group to do a complete revision of our zoning Bylaw, therefore be it resolved that Council of the Municipality of Glenella-Lansdowne now peruse the review and amendment for the Zoning Bylaw and application for the Community Planning Assistants Grant Program for same. Carried

Lansdowne Recreation Commission sent a copy of their minutes from meetings held April 24, 2016 and April 20, 2016 - filed

Manitoba Municipal Government Assessment Services sent notice the board of revision will be held September 14, 2016 at 10 am - filed

Council reviewed the expenses related to the renovations to the Arden Municipal Office for the Arden Post Office.

May 11th, 2016 minutes Page 5 Council reviewed quotes from McMunn & Yates, Coop and HK Lumber for the Glenella Pole shed – get a quote on labour for next regular meeting.

Council discussed dust control – advertise for prepayment as per Fort Distributors quote

Council discussed boundary road maintenance with the RM of Alonsa. They have indicated they would like us to maintain the boundary road and bill them for 50% of the work. – draft an agreement and forward to them for approval

Council discussed the return date of Lorence Steeg to be June 1, 2016 at which time he could be utilized working with the small hoe.

Council discussed plans to combine recycling programs between the Arden and Glenella Waste Disposal Grounds.

Council discussed the burning ban implemented by Fire Chief Brad Meyers.

Council discussed the LHRTC request for any historical items from the Arden RM office and Arden Post Office.

Council discussed plans to develop an RV site in Glenella at the Glenella Arena.

Council discussed concerns with a ratepayer developing a manure pile on municipal road allowance at Road 89 – send a letter asking for it to be removed

Council discussed concerns with PR260 – invite a representative from Dept. Highways to the next Council meeting

Council discussed the Accessibility for Manitobans Act and the impact it will have on our municipality.

Council reviewed quotes to replace the lights at the Glenella Hall – get quotes on replacing the lights in the Glenella municipal office at the same time
