(A Foreign Element within the Nation. Swedish Refugee Policy and the Jewish Refugees 1938–1944). Acta Universitatis Upsaliensis. Studia Historica Upsaliensia 233. The Uppsala Programme for Holocaust and Genocide Studies. UUHGS Publications 2. 342 pp. Uppsala. ISBN 978-91-554-7250-4. ISBN 978-91-977434-1-9. The aim is to increase our understanding of the mechanisms of social categorization and discrimination, as well as the connection between them. This has been accomplished by examining Swedish refugee policy towards Jewish refugees during the Second World War and the Holocaust, as conducted by The Foreigner’s Bureau of the National Board of Health and the Ministry of Foreign Affairs during 1938–1944. The study also compares the Swedish refugee policy with that of Denmark, Switzerland, Great Britain and the United States. The investigation is guided by such concepts as social categorization, discrimination, antisemitism, organizational culture and established practice. The primary sources are documents, minutes and personal dossiers; Svensk författningssamling (legislation) and articles in Sociala Meddelanden (the National Board’s official journal). The main conclusions are that Sweden was not perceived as a country of immigration, based partly of the widespread fear that too many Jewish refugees would create a “Jewish Question”. Swedish authorities discriminated against Jewish refugees on grounds of “race” through a process of categorization. This process began already in the 1920’s, and gradually transformed the definition of “Jew” from a religious to a “racial” definition, based on the Nuremberg Laws. The differentiation of Jewish refugees in official statistics ceased in September 1943, yet it continued secretly until February 1944, encompassing the Norwegian and Danish Jews as well. One important result shows that the shift in policy – from discrimination to large scale reception – was a slow process where this differentiating practice and antisemitic perceptions remained operative. What is defined as an antisemitic background bustle is used to explain how moderate antisemitic expressions were perceived as “unbiased” and “normal” within the Swedish society. Though Sweden’s refugee policy seems similar to that of other countries surveyed, the shift in policy stands out as unique in comparison. Western Europe GREAT BRITAIN q PERIOD from July 1, 1954, through June 30, 1955, was an eventful one JL in Great Britain. It saw the dissolution of Parliament, accompanied by the retirement of Sir Winston Churchill and his replacement as prime min- ister by Sir Anthony Eden. Matters of special concern to British Jews were, internationally, Great Britain's relations with the Arab states, the trials of Rumanian Zionists, and the rearmament of Germany. On the domestic front, British Jewry combatted a parliamentary campaign against Shechita, the Jewish method of slaughter. In the general election of May 1955 the Conservative party increased its majority from seventeen to sixty. It polled 906,000 votes more than Labor, obtaining successes even in Lancashire where foreign competition in the textile industry was causing considerable anxiety. Of the seventeen Com- munist candidates, none were elected; fifteen lost their deposits by not se- curing one-eighth of the total votes cast in the constituencies in which they ran. Of the fifty-six Jewish candidates, thirty-nine were Labor, ten Conserva- tive, five Liberal, and two Communist. All the sixteen Jewish members in the last House of Commons were re-elected. There were now seventeen Jewish Labor members and one Conservative. The government had two Jewish members, both in the House of Lords—the Marquess of Reading, Minister of State for Foreign Affairs, and Lord Mancroft, Undersecretary at the Home Office. The only anti-Jewish incident during the election was the painting of some slogans on walls in the Aston Division of Birmingham where there was a Jewish candidate, Julius Silverman.

Tell Ye Your Children… Your Ye Tell Tell Ye Your Children… STÉPHANE BRUCHFELD AND PAUL A. LEVINE A book about the Holocaust in Europe 1933-1945 – with new material about Sweden and the Holocaust THE LIVING HISTORY FORUM In 1997, the former Swedish Prime Minister Göran Persson initiated a comprehensive information campaign about the Holocaust entitled “Living History”. The aim was to provide facts and information and to encourage a discussion about compassion, democracy and the equal worth of all people. The book “Tell Ye Your Children…” came about as a part of this project. The book was initially intended primarily for an adult audience. In 1999, the Swedish Government appointed a committee to investigate the possibilities of turning “Living History” into a perma- nent project. In 2001, the parliament decided to set up a new natio- nal authority, the Living History Forum, which was formally establis- hed in 2003. The Living History Forum is commissioned to work with issues related to tolerance, democracy and human rights, using the Holocaust and other crimes against humanity as its starting point. This major challenge is our specific mission. The past and the pre- sent are continuously present in everything we do. Through our continuous contacts with teachers and other experts within education, we develop methods and tools for reaching our key target group: young people.

Camarda ii Abstract After new U.S. immigration laws in 1917, 1921, and 1924 established a regime of unprecedented restriction, some advocates and migrants argued that greater administrative flexibility was needed to provide relief in hardship cases. While both liberalizers and restrictionists generally accepted the broad framework of national origins quotas, they fiercely debated what additional exceptions or amnesties should be provided, if any. These debates were often framed as competing narratives about the character of the migrants themselves.
