8:30 – 10:00 AM Roundtable Panel 1: Roadless Rule and Impact on Alaskan Hydropower Development Moderator: Richard Agnew, Van Ness Feldman The 2001 Forest Service roadless rule prohibits road construction activities on 58.5 million acres in the National Forest System (NFS) with the intent to provide lasting protection for inventoried roadless areas. However, the rule also impacts development of renewable energy projects, such as new hydropower facilities, sought by local Alaskan communities and villages.

This roundtable brings together diverse interests to identify issues and discuss proposed solutions that support both forest conservation goals and the greater deployment of clean, reliable, and affordable hydropower projects.

10:30 AM – 12:00 PM Roundtable Panel 2: Transmission Issues Moderator: David Burlingame, Dryden & LaRue Transmission infrastructure is a key component of a new energy project in any region of the country. However, due to Alaska’s size, climate and topography, transmission siting and construction poses particular challenges -- increased costs, longer construction timelines, and others.

This roundtable will examine these and other state-specific issues. Panelists will share innovative solutions that are helping hydropower project proponents go from the conceptual to reality on-the-ground.

1:00 – 1:30 Alaska MHK Update Presenter: Tim Oakes, Kleinschmidt and NHA Ocean Tidal New Technologies Council Chair

1:30 – 3:00 PM Roundtable Panel 3: Insuring Hydropower as a Competitive State Energy Option Moderator: Clay Koplin, Cordova Electric / Robert Venables, Southeast Conference Many aspects of hydropower development and operation are unique to the Last Frontier. This panel will consider how federal and state jurisdiction and policy influence them and will examine the unique opportunities and challenges of developing and operating hydropower resources in Alaska, such as:  the interplay between federal and state regulatory jurisdiction and need for timely local decision-making authority;

 hydro as a preferred alternative resource and the impact of federal treatment of hydropower on local projects; and

 federal financing programs and options and how such policies can assist developers and how program decisions impact hydropower’s competitiveness.
