Without underestimating the significance of security and conflict within the structure of the Israeli state, in this thesis the Arab–Jewish relationship is viewed as just one important cleavage within the Israeli state. Instead of focusing on this single cleavage, this thesis explores the complex structure of cleavages at the heart of the Israeli political system. It introduces the concept of a ‘cleavage pyramid’, whereby divisions are of different saliency to different groups. At the top of the pyramid is division between Arabs and Jews, but one rung down from this are the intra-Jewish divisions, be they religious, ethnic or political in nature. In the case of Shas, the religious and ethnic elements are the most salient. The secular–religious divide is a key fault line in Israel and one in which ultra-orthodox parties like Shas are at the forefront. They and their politically secular counterparts form a key division in Israel, and an exploration of Shas is an insightful means of exploring this division further, its history and causes, and how these groups interact politically. -

The Religious Meaning of Israel Rosh Hashanah 5775 Day 1, September 25, 2014 R. Steven A. Lewis As many of you know, I went to Israel this summer for a very brief visit. At the core of it, I wanted to be there in solidarity with friends and the whole country during a difficult period. I found the article I sent out to the membership written by my friend Bonna Haberman very compelling. In this article she encouraged people who cared about Israel to express their concerns in person. She wrote that she understood it was inconvenient, but she hadn't planned to spend the summer in a bomb shelter worrying about her three sons in active duty in the army. I am so grateful that I was able to go. Another reason for the trip was to visit a friend who is battling a very serious illness. So I was also fulfilling the mitzvah of Bikor Holim, "visiting the sick." In discussing this mitzvah, the Talmud says One who visits the sick must not sit upon the bed, or on a stool or a chair, but must be respectfully dressed and sit upon the ground, because the Divine Presence rests above an invalid's bed. (Bavli Nedarim 40a) מפני שהשכינה שרויה למעלה ממטתו של חולה So those images raise the interesting question of God's location. The liturgy is inconsistent on this point, most specifically it identifies God as Shochain Yerushalyim "The One who dwells in Jerusalem," but also, in the very same passage as "the One whose presence fills all of creation." I'd like to talk about Israel today. -

THE CASE OF SHIA-ISLAMISM IN IRAQ Abstract How are we to interpret the role of Shia-Islam in recent political developments in Iraq? What was the relationship between the Shia-Islamist parties and Shia-Islamic institutions in these develop- ments, and what is their relationship to-day? Was it about installing a new Shia-Islamic theocracy, or was Shia-Islam, its ritual practices, ideology and institutions rather the fulcrum which allowed the historically marginalised Shiite population to assert itself politically within the Iraqi polity? These are some of the questions which are posed in this article in order to provide a better under- standing of the relationship between Shia-Islam and Shia-Islamist politics and, from a wider per- spective, between religion and politics. In answering these questions, the article applies the socio- political conflict explanatory model, which draws attention to the historical contingency of the interplay between socio-cultural, political, and religious factors. Keywords: Shia-Islamism, Shia-Islam, Iraq, politics, religion Introduction In the 1960s, Nuri al-Maliki was a young student in the town of Abu Gharaq in central Iraq, where the population predominantly belongs to the Shiite branch of Islam. His- torically, the Shiites in Iraq, who constituted roughly 60% of the population, tended to live in areas with access to few resources and on the poorest land. The Government was in the hands of the Ba’th party and a narrow political elite. -

BICOM Briefing The Bennett-Lapid ‘Change Government’ June 2021 The Bennett-Lapid ‘Change Government’ On Wednesday evening, 2 June, Yesh Atid leader Yair Lapid informed President Rivlin that he had succeeded in forming a coalition government, adding that it would “work for all the citizens of Israel, those that voted for it and those that didn’t. It will do everything to unite Israeli society”. Swearing the new government into office, which only requires only a relative majority, will take place within the next 11 days. Yamina’s Naftali Bennett will serve as Prime Minister for the first two years, followed by Lapid. Maariv 1 June, Bennett and Lapid stare lovingly at eachother as the sun – with the face of Netan- yahu sets The Change Government How did we get here? The elections for the 24th Knesset which took place on 23 March 2021 gave neither the pro-Netanyahu bloc nor the anti-Netanyahu bloc a clear majority of 61 seats. Following the results, two parties who defined themselves as unaligned were considered to be key to both sides - Naftali Bennett of Yamina (7 seats) and Mansour Abbas of Raam (4 seats). Bennett emphasised his preference for a right-wing and ultra- Orthodox coalition. When Likud sources sent out feelers to Raam to support the government from outside 2 the coalition, that move was opposed by Bezalel Smotrich and his Religious Zionist party. With Saar unwilling to sit with Netanyahu, and Smotrich unwilling to countenance outside support from Raam, the pro-Netanyahu right-wing/ultra-Orthodox coalition could only muster 59 seats. -

THE INTERACTION BETWEEN RELIGION AND POLITICS IN THE CONTEMPORARY WORLD Wednesday 16 March 2011 The River Room, House of Lords At a seminar chaired by the Lord Speaker, Baroness Hayman, in the House of Lords, Members of the House and senior journalists discussed the impact of religion on contemporary global and domestic politics, the interaction of faith with political structures and institutions, and the place of religion in public life. Short introductory speeches were delivered by three Members before the debate was opened up to the floor. In the first of the opening speeches, Lord Sacks, the Chief Rabbi, reflected on the separation between state and religion. It was initially believed that the growing secularism created by the enlightenment marked an end of the influence of religion. In fact, in the United States, which was identified by contemporary observers as a society where the state was non- religious, more people attended places of worship on a weekly basis than in countries which were theocracies such as Iran. Lord Sacks argued that religion still has a role and influence in society. Robert Putnam argued in ‘American Grace: How Religion Divides and Unites us’ that religion was a source for social capital. Whilst Niall Ferguson argued in ‘Civilization: The West and the Rest’ that religion had a key role in making Western civilization successful. Whoever does not understand religion will not understand the 21st century. In the modern world, most functions which were previously carried out by religion now have an alternative provider and advances in science and technology appear to have made religion redundant. -

THE RESURGENCE OF SECULARISM: HOSTILITY TOWARDS RELIGION IN THE UNITED STATES AND FRANCE SARAH NIRENBERG ABSTRACT Secularism is a complex principle that in its most simple formulation calls for the separation of religion and government. In this Note, I examine the classical liberal approach to resolving the tension between religion and the state. I argue that the United States was founded, and the First Amendment of the Constitution was drafted, with John Locke’s proposal for toleration in mind. I then argue that the Supreme Court’s insertion of the concept of “separation of Church and State” into the Constitution in Everson v. Board of Education took Thomas Jefferson’s metaphor out of context, and in doing so betrayed America’s founding principles. Yet, the Court’s attempt to push for a more secular state ultimately failed because the American people have remained religious. -

Walker Arizona State University The article outlines a framework for the analysis of religion and foreign policy. Despite the increased attention to religion in international rela- tions, questions remain. Particularly controversial, yet relatively unex- plored, is the role of religion in the foreign policies of states. We extrapolate from theories in the fields of international relations and comparative politics to explore religion’s potential avenues of influence on foreign policy. There are potential tools of analysis in these fields, which can be fruitfully extended and applied to understand the role of religion in foreign policy. We propose a framework within which various causal pathways and mechanisms can be situated. We also show how contributions from the field of religion and politics might be used to frame theories and specify further hypotheses about religion and for- eign policy. After identifying the main threads of these lines of research, we discuss how to apply them to the question of the role of religion in foreign policy and set out a new research agenda. We con- clude that the potential of these theoretical approaches to the analysis of religion has not yet been exploited. Religion’s influence in the interactions of states is one of the great and least understood security challenges of the twenty-first century. Religion’s role in inter- national politics also presents an intellectual challenge to scholars of interna- tional relations and religion and politics.
