Minutes of an Ordinary Meeting of Penllyn Community Council held at Llansannor Community Hall, City at 7.00 p.m. on Monday. 1st October 2012 Present - Councillors E.G. Petty, A Thomas, D M Pugh, A Hill, D Fardo, E.P Jarvis. In attendance - County Councillor A. Parker & G.A. Cox. C. Farrant (Clerk). 1) To receive apologies for absence. Councillor M.R. Lewis County Councillors T. H. Jarvie CPO H. O’Callaghan

2) Declarations of Interest. None

3) To confirm the minutes of 2nd July 2012 The minutes were accepted subject to minor amendments made at the meeting. Councillor Pugh proposed that the minutes be accepted and this was seconded by Cllr Hill and unanimously agreed by all present.

4) Community Police Matters. No Police representative was present but CPO O’Callaghan had informed the Clerk prior to the meeting that there had been one crime recorded within the area in the last month. This was a public order offence – an assault at a house party. No matters were raised by Members.

5) Vale of Glamorgan Council Liaison. It was agreed that Members’ Code of Conduct and Ethical Issues training organised by the Vale Council will be attended by the Chairman, Councillor Thomas and the Clerk. Attendance dates to be confirmed with the Clerk after the meeting.

OTHER MATTERS The Clerk confirmed that he had contacted Mr Andrew Loosemore regarding the following highway matters:

 The wall of the new dwelling close to the Barley Mow Public House at Graig Penllyn;  The tree at Greenacres, Llansannor; and  Drainage problems near Chatswood at Llansannor.

1 He informed the meeting that he had not contacted the Vale Council regarding Ffald Lane as the work had been started immediately after the last Community Council meeting and was now substantially completed. With regard to the issue of Himalayan Balsam at Penllyn the Clerk confirmed that he had found from the Environment Agency and provided some advice to the Chairman he also confirmed that he had enquired what the Vale Council’s policy is in respect of its removal from highway land.

The Clerk informed the meeting that he had received a copy of the Agenda for the Vale Council Meeting held on 26th September 2012. No matters were considered that directly relate to the Penllyn Area.

Members raised the following matters for discussion with Vale Members at the meeting:

Cllr Fardo referred to recurring potholes near the entrance to Penllyn Court and Cllr Thomas made reference to continuing problems of lack of repairs to the road surface at “the Grippy” and the general quality of some areas of repair throughout the area. Cllr Cox noted the issues and stated he would take the matters up with the Highways Section.

Cllr Jarvis raised two matters of concern regarding the poor drainage of road surfaces. The first being located at the bottom of Uplands Hill close to the junction near Church Farm, Llansannor and the second near the entrance to Argoed Isha Quarry also at Llansannor. It was agreed the Clerk would report the matters to the Vale Council via the Contact Centre and enquiry about the Vale Council’s programme of drain cleaning. . 6. Matters relating to the duties of the Official Custodians of the Charity for Allotments for the Labouring Poor. Following discussion it was agreed that the Clerk would investigate the procedures for cashing the war stock so that the Custodians could consider other investment options.

9. Land Holdings/Parks a) Winch Field, Craig Penllyn. Playing Field Maintenance. See Agenda Item 5. Play equipment. No Issues. b) Well Field, Trerhyngyll. No Issues.

10. Ward Member Elections/Vacancies Councillor Pugh informed the meeting that he had met with Mr Andrew Loyns a resident of Ystradowen regarding the proposed LDP allocations in the village. During

2 the discussion Councillor Pugh had suggested that community members opposed to the developments should consider co-option onto the Community Council so that their views could be heard. After discussion it was agreed that the Clerk would prepare another article seeking local co-option onto the Community Council for display on the Notice Boards, at the Community Hall Notice Board and to be sent to Mr Loyns.

11. Grant Funding Opportunities The Chairman reported that a Rural Communities Grant for heating of Penllyn Hall has been approved.

12. Planning Matters

i) PLANNING COMMENTS SUBMITTED SINCE THE LAST MEETING. PA: 2012/00582/FUL. Penllyn Farm Estate Additional information for 4 Twin Bed Bunkhouse to provide low cost hostel accommodation. No Objection. II) RECENT COUNCIL PLANNING DECISIONS PA: 2012/00676/FUL. Mr B Mead. Dormer Bungalow Refused.

13. Correspondence Received. In addition to the above matters we have dealt with the following correspondence has been received:  Email from Fox informing of Christmas Menu is available. Noted.  Email remittance notice of August Precept - £3,000. Recorded in Section 14.  Vale Council Agenda for 26th Sept. Considered in Section 5 above.  Safer Vale Open Day Poster for event at Barry Fire Station, Port Road – 7th October. Noted. 14. Finance. a) Receipts August Precept £3,000.00 b) Accounts for Payment i) Clerk’s salary & expenses £318.00 ii) Payment for Printer & Cartridges £152.48 c) Internet Transfer of monies £500.00 d) The Clerk reported that the Annual Accounts had been returned from the External Auditor. The accounts were considered accurate but some minor administrative comments were made. The final signing of the accounts were made by the Chairman and Responsible Officer (Clerk) so they could be returned to the Auditor for signing off.

15. Any Other Business. None.
