Chair Estelle Loewenstein called meeting to order and roll was called by Barbra Aleman at 12:05pm.

A motion was made by Bonnie Barnett, seconded by Deborah Kerr to approve the minutes of September 2nd, 2010 Broward Cultural Council meeting. The motion was unanimously approved.

Items A, C2 and C3 were pulled for discussion.

A motion was made by Vice-Mayor Sue Gunzburger, seconded by Bonnie Barnett to approve Items B, C1 and C4 as follows:

Approval of a Resolution for the Certificate of Recognition Program with the amended Awards section.

Approval of Lorraine Tappen to be added to the Pool of Artist Selection Panelists.

Approval of artist selection panel for the Aviation Rental Car Center Shuttle Fleet Artwrap Project.

PAGE 1 The motion was unanimously approved.

Discussion followed on item A. Director Mary Becht advised the Council that the Intergovernmental Affairs Department condensed the original three (3) page, State Legislative Proposal regarding lost Florida Sales Tax Revenue from out of state dot.com companies into a one paragraph document (Attachment 1) . A motion was made by Deborah Kerr, seconded by Arthur Crispino to approve the State Legislative Proposal to recapture lost Florida Sales Tax Revenue from out of state dot.com companies. The motion was unanimously approved.

Discussion followed on Item C2, Director Mary Becht explained that the Ann Storck Center was disqualified after County Attorney noted that they did not meet the definition as an individual artist. The motion would have to be amended to note eight, (instead of nine) artists and to delete the Ann Storck Center from the roster. Anthony Abbate noted that the Ann Storck artwork was superior work and should still be displayed at maybe another location at the Airport. A motion was made by Vice Mayor Sue Gunzburger, seconded by Robbie Kurland to approve a roster of eight artists for the Lee Wagener Gallery located in Terminal 2, Fort Lauderdale- Hollywood International Airport: John Bowen, Candy Childrey, Peter Nolan, Janet Onofrey, Rosanna Saccoccio, Isabel Perez Salazar, Isaac Allen Sandy and Irwin Weintraub. The motion was unanimously approved.

The Council was shown a powerpoint presentation of Lee Wagener Gallery Artwork by the artists. Director Mary Becht stated that for the next two years, each artist would be able to display their artwork for 3 months in the gallery.

Discussion followed on Item C3. Robbie Kurland asked if artist Carl Cheng was owed any money by the County. Leslie Fordham, Public Art Administrator, stated that there was a $4,000 outstanding balance and the Project Manager was reviewing to validate all of the expenses. Bonnie Barnett questioned whether something else could be done with the artist. Director Mary Becht stated that the City of Pembroke Pines would like to implement the design in the future when the economy improves and added that Broward County does own the design. A motion was made by Vice Mayor Sue Gunzburger, seconded by Bonnie Barnett, to approve the termination of the Agreement with artist Carl Cheng for the Pembroke Pines ArtsPark Project. The motion was unanimously approved.

A handout was distributed to the Council on Grant Policy Issues and Deborah Kerr gave a brief discussion on grants. Chair Estelle Loewenstein asked Council members to review the Grant Policy Issues to determine what direction the grants will be going. Director Mary Becht announced that the Grants Policy Issue will be discussed again at the next meeting.

Chair Loewenstein introduced the four 2010 South Florida Cultural Consortium Winners: Francie Bishop Good, Nolan Haan, Jonathan Rockford and Tonietta Walters. Each artist explained the inspiration for their artwork and showed a powerpoint presentation of their work. Director Mary Becht announced that all of the artwork will be displayed at the Frost Museum at Florida International University in December 2010/January 2011. An award was presented to each artist by Vice Mayor Gunzburger and Council Chair Estelle Loewenstein.

Doug McCraw, Founder of Fat Village in Fort Lauderdale, gave a presentation on how an Arts District in Fort Lauderdale would serve as an economic generator. Mr. McCraw announced several upcoming events at Fat Village. Discussion followed. PAGE 2 Arthur Crispino, Chair of the Nominating Committee, announced the following recommended Slate of Officers for the 2011 Broward Cultural Council: Estelle Loewenstein, Chair, Arthur Crispino, 1st Chair, Deborah Kerr, 2nd Chair, Bill Stanton and Amy Ostrau, Members-At-Large, and Linda Houston Jones as the alternate Member-at-Large. Council will vote at the next meeting.

Chair Loewenstein and Vice Mayor Sue Gunzburger awarded Anthony Abbate with a plaque for his service on the Broward Cultural Council. Vice Mayor Gunzburger stated that Tony has made a big difference on how Broward County will look in the 21st century and thanked him for his dedication and commitment to Broward County.

Chair Loewenstein asked Council to review the Proposed 2011 BCC/BCC Executive Committee Meeting Dates and to advise Rowena Nocom by October 22, 2010 if dates fall on a religious holiday. The Annual Planning Forum and Town Hall Meeting for the 2020 Plan will be held at the Hollywood Art and Culture Center on October 11, 2010 at 5:30 pm. This is a mandatory meeting.

Chair Loewenstein stated that the Special Purpose Fund Sunset Ordinance was approved by the Broward County Board of County Commissioners. Chair Loewenstein announced that Broward County has received 14 Proclamations from various Broward County cities for National Arts and Humanities Month and many Council members have accepted, on behalf of the Council.

Chair Loewenstein announced that Bill Stanton at LXR Luxury Resorts & Hotels (Hyatt Pier 66 & Bahia Mar) will sponsor the ATOY reception on October 20, 2010. Chair Loewenstein also thanked Arthur Crispino for hosting Tony Abbate’s Farewell Reception.

Chair Loewenstein advised the Council that Georgia Robinson has resigned from the Council.

Chair Estelle Loewenstein stated that she has requested the 2020 Plan Workshop with County Commissioners on October 12th, 2010 be postponed for 30 days so that all 9 commissioners could participate. A letter to Mayor Keechl, requesting the postponement, was circulated. Ms. Becht asked council members to review the Public Art & Design Ordinance history prior to the rescheduled workshop.

Director Mary Becht announced that the County did not approve the Budget at the last budget hearing and a third hearing was added on October 5th, 2010 at 5:01pm. Ms. Becht stated that the formerly known (“f/k/a”) South Florida Choral Arts, Inc. is now named the South Florida Performing Arts, Inc.

Director Mary Becht stated that a letter was sent to the Florida Grand Opera (FGO) as a follow- up to the last meeting. FGO has hired a new Broward manager, Monica Force.

Director Mary Becht announced that Bill Stanton will be awarded the South Florida Business Journal’s “Broward’s Ultimate CEO Award” on October 28, 2010, at the Hyatt Pier 66 at 7 pm.
