Strategic purpose statement This qualification is designed to provide the beauty sector with skin care and makeup technicians who have the foundation skills and knowledge to provide a range of makeup and skin care services. This qualification is intended for learners who will benefit by having a qualification which provides makeup and skin care competencies, skills and knowledge. The beauty sector will benefit by having people with the skills and knowledge to competently undertake a range of makeup and skin care services within a variety of workplaces. Education pathway This qualification may lead to the:  New Zealand Certificate in Beauty Therapy (Level 4) [Ref: 3444]  New Zealand Certificate in Makeup Artistry (Level 4), with an optional strand in face casting [Ref: 3456]  New Zealand Certificate in Nail Technology (Level 4) [Ref: 3443].

Qualification award This qualification can be awarded by any education organisation which has an approved programme of study or programme of industry training leading to the qualification.

Industry standards are defined as the practices and procedures that meet the requirements of relevant legislation, guides and codes of practice, ethical codes of conduct, and industry manuals where relevant, which collectively provide a quality assurance standard that applies to this qualification.

Transition information

Replacement information This qualification replaced the National Certificate in Beauty Services (Cosmetology) (Level 3) [Ref: 0631]

The last date for entry into programmes leading to the replaced qualification is 31 December 2018 when the replaced qualification will be designated expiring. The last date to meet the requirements of the replaced qualification is 31 December 2020 when the qualification will be discontinued. From that date no results can be reported against the replaced qualification. People currently working towards the replaced qualification must complete its requirements by 31 December 2020 or transfer their results to the replacement qualification. It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to the New Zealand Hair and Beauty Industry Training Organisation Incorporated at the address below. Appeals will be considered on a case by case basis.
