Discussion/interpretation:
Effective January 4, 2016 the Employment Related Day Care (ERDC) program will activate the ERDC reservation list.
This is due to our continued efforts to maintain the ERDC budget. The program is managed with a caseload cap that is determined by the Legislature. The reservation list is being activated to achieve the required caseload average by attrition.
No one currently receiving ERDC will lose eligibility for the program.
There are exemptions to the reservation list. DHS will continue to accept and process ERDC applications while the reservation list is in place.

Implementation/transition instructions:
Effective 01/04/16 the reservation list will be activated.
The ERDC program is not closed. The reservation list is designed to restrict the number of new families entering the program. It is important to allow all families seeking child care assistance to apply for benefits.
Training/communication plan:
Review with SSP staff including front line, eligibility workers and case managers.
Local/branch action required:
ERDC applications with a DOR of 01/04/16 or later must be reviewed to see if the family meets one of the following exemptions:
At least one member of the filing group has received TANF benefits in Oregon in the current or last three months including REF, SFPSS and TA-DVS;
The caretaker is reapplying for ERDC benefits after a break of less than two calendar months;
A child in the filing group is eligible for a current opening in a Head Start or Oregon Program of Quality (OPQ) contracted child care slot. This is determined by working with the SDA’s Head Start/OPQ point and central office; or
The caretaker of the child is referred by Child Welfare with an ERDC Reservation List Exemption form (DHS 861).
Families who do not meet one of the above criteria will: need to receive a denial notice AND be placed on the ERDC reservation list
Coding:
ETL – This case descriptor must be added to newly eligible ERDC families who meet the TANF transition exemption above due to receiving TANF, REF or SFPSS. TA-DVS does not require ETL coding.

Central office action required:
Child care partners will be notified.
Central office may randomly select families on the reservation list to apply for ERDC as caseload attrition allows. When selections occur, letters are mailed to selected families informing them of the application process. Staff will be notified by transmittal if an ERDC reservation list selection will be made.
