DATA MANAGEMENT & ARCHIVES ADMINISTRATION MANAGER

Data Management & Archives Department

1. Job Title: Data Management & Archives Admin Manager

2. Accountability:

The post holder will be accountable to Mr. Bai Lamin Dondeh, the Head of the Data Management & Archives Departments.

3. Purpose of the Job:

The post-holder will provide administrative, project and financial management support to the Data Management & Archives Departments to ensure efficient running of the platform and the provision of timely and seamless support to research projects and operations. The post-holder will act as a central focus for all communications with the head of data management, heads of departments, and external partners.

4. Introduction:

Established in 1947, the Medical Research Council Unit The Gambia has an international reputation for ground-breaking research into some of the leading causes of morbidity and mortality in the tropics. Achievements include a large trial showing the efficacy of Haemophilus influenzae type B vaccine in The Gambia and the subsequent near elimination of the disease, pioneering studies of the impact of insecticide treated bed nets as a preventive measure against malaria leading up to their worldwide use, studies demonstrating the impact of conjugate pneumococcal vaccines on pneumonia and child mortality and the demonstration of a dramatic reduction in the carriage of Hepatitis B in The Gambia due to the effects of vaccination.

To reflect changes in national and global health priorities and new international funding opportunities a new research portfolio has been organized under three themes: Disease Control & Elimination; Nutrition, and Vaccines & Immunity. These themes have been selected to target national health needs, to reinforce sub-regional and international links and to address some of the major current priorities in the Millennium Global Health Goals.

Data Management & Archives is a vital component of the scientific discovery process, and the unit views data management & archives accordingly. With the advancement of technology, data management & archives has become the epicentre for successful organisations due to the critical role it plays in business intelligence, informing of policies, data sharing, and much more.

The Unit runs a data management & archives platform equipped with the required database and application systems to support research activities across the three themes. The platform provides services ranging from data entry and verification to complex data management and database/application development. All activities are conducted under Good Clinical Laboratory Practice (GCLP) principles where required.

6. Key Responsibilities:

The post-holder will perform the following:

6.1. General:

 Establish and maintain the Data Management & Archives database comprising staff management information and project details and a schedule for Project Master File (PMF) reviews, monthly project reporting including compliance to departmental procedures.

 Provide secretarial and administrative support to the Head of Data Management in managing interaction with projects supported by the platform and oversee the scheduling and documentation of staff leave, annual appraisals, etc.

 Act as a liaison between Data Management & Archives and other departments such as HR, Finance and Research Support Office and referring any matters arising to the attention of respective Managers to ensure the smooth and efficient operation of the platform.

 Coordinate Data Management & Archives meetings and maintain minutes of such meetings. In addition, assist the Head of Data Management in setting up start-up meetings and follow up communications with projects to ensure adequate resourcing of the platform to support research projects.

6.2. Financial Management:

 Ensure that the Offices are adequately stocked with supplies, required equipment and accessories at all times and provide an appropriate system for monitoring the usage and function efficiently.

 Be responsible for establishing, in consultation with the Finance Department, and managing the ‘Data Management as a Service’ (DMaaS) concept with relevant feedback to the Head of the Department.

 Liaise with Finance for scheduled production of financial summary reports of expenditure and income highlighting queries for the Head of Data Management & Archives.

6.3. Communications:

 Act as a central focus for all communications with the head of data management and external partners.

 Manage the Data Management & Archives site on SharePoint ensuring that SOPs, controlled documents and relevant news and information are regularly updated.

 Coordinate the collection, verification and reporting of monthly key performance indicators.

 Work closely with the Human Resources Department to ensure that up-to-date records of staff information are maintained regarding training, contract status, continuous appraisals and other staff management information.

 Contribute to the development of administrative and managerial policies that would facilitate the smooth operation of the data management & archives services.

 Undertake all work strictly following the safety guidelines as laid down in the MRCG’s Safety Manual.

7. Relationships:

i) The post holder is a full-time member of staff at the MRC. ii) The post-holder will report to the Head of Data Management, Mr Bai Lamin Dondeh. iii) The Director of Operations is Mr Joan Vives Tomas. iv) The Unit Director is Professor Umberto Dalessandro.

8. Appraisals:

Appraisals are held at least annually. The Line Manager is the Head of Data Management.

9. Length of appointment:

The appointment will be for 3 years, subject to a probationary period of 6 months.

Essential:

 A degree in administration, economics, management, or other related fields with experience working in an administrative position.  Experience in budgeting, forecasting and financial reporting.  Knowledge of data management & archiving processes.  Knowledge of finance and procurement processes.  Ability to manage multiple projects simultaneously and to deliver assignments on time.  A high degree of accuracy when working with figures.  Experience in arranging and taking minutes at internal and external meetings.  Strong analytical skills.  Initiative.  Goal oriented.  Ability to motivate staff.  Ability to produce high quality word-processed and spreadsheet documents.  Ability to communicate effectively in English (excellent spoken and written skills are required) to colleagues and others at all levels, including effectively representing the MRCG’s position to external organisations.

Desirable

 Experience in a similar post at a scientific/research institution.  Experience managing complex projects in an organisation with at least 50 staff.
