Greene Board of Selectmen Regular Meeting ~ March 10, 2014

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting March 24, 2014.

Selectmen present: Don Bedford, Tony Reny – Acting Chairman, Charles Noonan – Town Manager, Kevin Mower, Glenn Chateauvert and Sally Ann Hebert – Recording Secretary.

Selectmen absent: Ron Grant – Vacation.

Staff present: None.

This meeting was televised on WGLT TV7 Greene, Maine

I. Call to Order

Tony Reny, Acting Chairman, called the meeting to order at 7PM.

II. Public discussion

Tony Reny thanked voters for reelecting him to the Board.

Glenn Chateauvert thanked the voters for electing him to the Board.

III. Acceptance of Minutes

There are no minutes in the packet to accept.

IV. Treasurers Report

Charlie Noonan, Town Manager/Treasurer reported a balance on hand after today’s warrants of $ 677,326.07.

V. Roads

Charlie Noonan reminded residents to drive slowly as there are numerous frost heaves and pot holes on the roads. The plows will skimming over the top of the frost heaves during snow storms. The Town Roads were posted today to not allow heavy trucks on the roads when the temperature is over 32 degrees.

There were 67 votes cast on Friday. There were 48 in attendance at Town Meeting on Saturday.

b. Annual Town Meeting

There was discussion on the number of street lights in town and if they could be moved to other locations.

The voters voted down the article on using straight salt on the roads.

The voters voted for the purchase/lease of a new highway department truck.

c. Stanley Hearing March 25, 2014 2:00PM

Charlie Noonan reported the hearing is scheduled separately on March 25th at 2PM.

a. Town of Belgrade Visit

The Town of Belgrade will visit the Town Office on March 31st at 5:15PM.

Kevin Mower motioned to appoint Charles A Noonan as Town Manager, Town Clerk, treasurer, Tax Collector, Road Commissioner, General Assistance Administrator and Emergency Management Director for one year expiring March 15, 2015. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Sally Ann Hebert as Registrar of Voters for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Carol E Buzzell as Inland Fisheries & Wildlife Agent and Motor Vehicle Agent for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Kenneth Pratt as 911 Addressing Cordinator Officer for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Gayle Farris as Health Officer for one year expiring March 15, 2017. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Thomas Crosby, Rachel Goulet, Steve Goulet, David Lepage, Maurice Levasseur, Judy Marden, Anthony Reny, Mitchell Ross, and Steve Royer as Comprehensive Plan Committee Members for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Diane Belanger, Carol Buzzell, Christos Gianopoulos, Annette Roy, Cheryl Ward and James Weston as Greene Community Scholarship Committee Members for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Barbara Bubier, Phil Lavoie and Bruce Sanford as Greene Fire Department Benevolent Fund Committee Members for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Joanne Boyington, Bryon Boyington, Carol Buzzell, Glenn Chateauvert, Mike Flagg, and Jodie Hallowell as Greene Village Celebration Committee Members for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Charles Noonan and Phil Lavoie as Lisbon Regional Communications Center Board of Directors for one year expiring March 15, 2015. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.

Kevin Mower motioned to appoint Robert Hodgkins (two year expire 2016) George Schott (three year term expire 2017) and John Bennett (one year 1st Associate expire 2015) as Greene Planning Board Members. Don Bedford 2ns the motion. Vote was unanimous. Motion passed.
