The Environmental Assessment was published on September 4, 2012 for a 30-day public comment period, to which no comments were received. Upon consideration of the applicant’s proposal, federal and state environmental regulatory and natural resource agencies, and public input the agency has determined that the proposal will not have a signiicant effect on the human environment and for which an Environment Impact Statement will not be prepared. The basis of this deter- mination is that this determination was arrived through correspondence with federal, state, and local agencies, and the general public in accordance with NEPA procedures.
