HISTORICAL MATERIALS IN THE DWIGHT D. EISENHOWER LIBRARY OF INTEREST TO THE NAZI WAR CRIMES AND JAPANESE IMPERIAL GOVERNMENT RECORDS INTERAGENCY WORKING GROUP The Dwight D. Eisenhower Library holds a large quantity of documentation relating to World War II and to the Cold War era. Information relating to war crimes committed by Nazi Germany and by the Japanese Government during World War II can be found widely scattered within the Library’s holdings. The Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group is mandated to identify, locate and, as necessary, declassify records pertaining to war crimes committed by Nazi Germany and Japan. In order to assist the Interagency Working Group in carrying out this mission, the Library staff endeavored to identify historical documentation within its holdings relating to this topic. The staff conducted its search as broadly and as thoroughly as staff time, resources, and intellectual control allowed and prepared this guide to assist interested members of the public in conducting research on documents relating generally to Nazi and Japanese war crimes. The search covered post- war references to such crimes, the use of individuals who may have been involved in such crimes for intelligence or other purposes, and the handling of captured enemy assets. Therefore, while much of the documentation described herein was originated during the years when the United States was involved in World War II (1939 to 1945) one marginal document originated prior to this period can be found and numerous post-war items are also covered, especially materials concerning United States handling of captured German and Japanese assets and correspondence relating to clemency for Japanese soldiers convicted and imprisoned for war crimes. -

Before the Court is a motion brought by Cerce Capital, LLC (Cerce) requesting that Jeffrey Massotti (Massotti) and Peter Cipolla (Cipolla) be held in contempt of the orders which appointed Allan Shine as the Temporary Receiver of Speidel, LLC (Speidel) on June 26, 2009 and Permanent Receiver on July 16, 2009. The Movant, Cerce, alleges that Massotti and Cipolla solicited Speidel customers, interfered with ongoing contracts, and took critical data and information; actions which Cerce argues are prohibited by the orders in the instant matter. Massotti and Cipolla object to Cerce’s Motion to Adjudge in Contempt, arguing that there is no evidence that they took any property of Speidel after receiving notice of the receivership. 1 I Facts and Travel Speidel, founded in 1904, was originally operated as a jewelry chain manufacturer in Providence, Rhode Island. Speidel became a watch band distributor and was owned by Frederick N. Levinger. Speidel also owned Providence Watch Hospital, LLC (PWH), a watch repair and sales business with retail shops in Providence, Cranston and Wakefield. Allan M. Shine (the Receiver) was appointed by this Court as Temporary Receiver of Speidel and PWH on June 26, 2009 and Permanent Receiver on July 16, 2009 (collectively, the Orders). 1 On August 14, 2009, the Court approved an offer by Cerce to purchase all tangible and intangible personal property of Speidel. -

1 Willi Bleicher 1938- 1945 Von Ulm aus wurden Sie dann nach Buchenwald gebracht. Auf welche Weise und über welche Stationen kamen Sie dorthin? Ja, das war ein Sammeltransport. Der ging über Bruchsal nach Frankfurt. Das ging so vor sich. Das war ein Wagen, der nach dem Gefangenen-Fahrplan fuhr. Und dann wurden wir erst nach Bruchsal gebracht, da wurden die Strafgefangenen ausgeladen und die weiter zu Transportierenden blieben dann im Polizeigefängnis in Bruchsal. In Bruchsal blieben wir drei Tage, bis der letzte Anschlusszug fuhr, der fuhr bis Frankfurt. In Frankfurt waren wir dann in der Hammelgasse drin. Das war eine ulkige Geschichte. Da waren alles so Drahtgitter. Da könnte man miteinander sprechen, wie man wollte. In Frankfurt erlebte ich auch die humanste Geschichte. Da bekamen wir eine beachtliche Verpflegung, auch auf dem Transport gab es eine Verpflegung. Und ich war recht abgemagert. In Ulm gab es überhaupt nichts zu fressen. Und als wir dann auf den Transport gingen von Frankfurt, dann blieben wir also wieder drei Tage in Frankfurt und von Frankfurt ging es dann nach Erfurt über den Harz. In Erfurt blieben wir dann eine Nacht und am anderen Morgen ging es dann nach Buchenwald weiter. (Es war am 15. Oktober 1938). Sind Ihnen auf dem Wege irgendwelche Mithäftlinge begegnet, die Sie aus vorhergehenden Zeiten kannten? Nein, wir sind keinen begegnet. Wem wir begegnet sind von Frankfurt nach Buchenwald, das sind jüdische Häftlinge gewesen, die von Innsbruck kamen, die ich in der Hammelgasse traf und die schon einige Wochen unterwegs waren, und die dann nach Buchenwald eingeliefert wurden. -

The Federal Republic of Germany and International Security1 Two years ago, when I first proposed this topic, I had some trepidation about its relevance to current NATO policy. Forty-eight months of work on the topic and the rush of events especially in Central and East Europe since that time have convinced me both of its timeliness and of its relevance. Germany's role in SFOR in Bosnia since 1996, the very positive deployment of the German Army (Bundeswehr) in flood-relief work along the Oder River on the German- Polish border in the summer of 1997, and even the most recent revelations of neo-Nazi activity within the ranks of the Bundeswehr, have served only to whet my appetite for the project. For, I remain convinced that the German armed forces, more than any other, can be understood only in terms of Germany's recent past and the special military culture out of which the Bundeswehr was forged. Introduction The original proposal began with a scenario that had taken place in Paris in 1994. On that 14 July, the day that France annually sets aside as a national holiday to mark its 1789 Revolution, 189 German soldiers of the 294th Tank-Grenadier Battalion along with their twenty- four iron-crossed armoured personnel carriers for the first time since 1940 had marched down the Champs-Elysées in Paris.
