The study is based upon two significance arguments: first, the opposition Pakatan Rakyat political parties (PAS, PKR, and DAP) for the first time collectively work as a single political force in the Twelfth Parliament; and second, the patterns of behaviour would likely trigger some responses and constraints from the ruling Barisan Nasional (BN) government and at the same time would consolidate the oppositional coalition politically. The 2008 Malaysia‟s general election was held under very pressurized circumstances. Unfortunately, the election result indicated that the ruling BN was no longer politically durable and thus provided a new political vacuum for the opposition PR to emerge as part of national political alternatives. This is a qualitative study and therefore it will adopt the approach of “content analysis”Malaya as a research technique. The data were collected from primary sourcesof such as parliamentary debates (Hansards), government official documents, party‟s publications, interviews, and newspapers. As the secondary sources, books and articles were used. By using Shane Martin‟s Framework of Parliamentary and Legislative Behaviour, the study reveals that there are several PR patterns of behaviour evident in the 12th Parliament. These main and sub-patterns were manifested in the form of parliamentary struggle and were perceived as a counter-measure to the policies of the ruling BN government. Besides that, the study found that the parliamentaryUniversity constraints encountered by PR have led towards the consolidation of patterns of behaviour in the Twelfth Parliament. Finally, this study concluded that the parliamentary behaviour of Pakatan Rakyat has strengthened, empowered and consolidated the practice of oppositional parliamentary democracy and the emergence of the newly coined-term known as the “New Parliamentary Behaviour (NPB)”. iii ABSTRAK Tesis ini merupakan satu kajian sistematik berkenaan dengan tingkah-laku dan gelagat berparlimen dengan merujuk kepada gabungan parti-parti politik pembangkang yang dikenali sebagai Pakatan Rakyat (PR) di dalam Parlimen ke-12 di Malaysia. First of all, I would like to express my undivided profound gratitude to my Creator, Lord of the Universe. Motion to censure third racist teacher rejected Malaysiakini.com November 30, 2010 An emergency motion filed by opposition parliamentarian Er Teck Hwa to admonish an invigilator who allegedly uttered racial slurs was rejected in chambers today. parliament pandikar amin anwar ibrahim lim kit siang dap pkr pc 121108 02Dewan Rakyat Speaker Pandikar Amin Mulia (left) denied the motion as there was no urgency in the matter as the government has taken steps to reprimand the teacher. “I understand that the Education Ministry has formed a special committee to decide on the appropriate action against the teacher,” said Pandikar. Er (DAP-Bakri) filed the urgent motion under Standing Order 18(1) yesterday claiming that a secondary school teacher from Port Dickson made racist remarks when invigilating the Sijil Pelajaran Malaysia (SPM) examination at a school in Lukut, Negeri Sembilan. The MP stated that teacher angered a group of students who walked into the exam hall late on Nov 24 told them to “return to China” to the Chinese and told the Indians to “go back to India” if they did not understand the instructions. He urged Parliament to impose stringent measures against such acts as it disrupted racial harmony. In a press conference at the Parliament lobby, Er said setting up a special committee is “pointless” as it does not have the power to move on such issues. “On Sept 23, the Education Minister (Muhyiddin Yassin) said that (school) principals are under Grade 52 and he (Muhyiddin) cannot take any actions against civil servants who are in grade 48 and above,” argued Er.

  • Govt's Alleged Overspend Draws Flak from Pakatan Reps Malaysiakini.Com April 05, 2012 by Leven Woon
Govt's alleged overspend draws flak from Pakatan reps MalaysiaKini.com April 05, 2012 By Leven Woon The Pakatan Rakyat MPs today launched an onslaught on the government’s expenditure of double the allowable contingency funds when the Dewan Rakyat debated the 2011 Supplementary Supply Bill tabled by Deputy Finance Minister Donald Lim. Lim appeared in the House today to seek approval for the government’s extra expenditure of RM10.29 billion on administration and RM1.99 billion on development last year. NONEZooming into the contingency funds under the bill, Azan Ismail (PKR-Indera Mahkota) (right) said the Budget 2011 only allocated RM1.5 billion on the area, but the government and its agencies have used a total of RM3.138 billion. “I would like to know why there is a shortfall of RM1.755 billion? Where did they get the money?” he said. “How could the government spend something which is not approved by the House?” he asked. Lim responded that he will look into the matter, but the Pakatan lawmakers continued to demand a debate on the issue. This was followed by N Gobalakrisnan’s (Ind-Padang Serai) constant interruptions during Opposition Leader Anwar Ibrahim’s (PKR-Permatang Pauh) speech on the matter, prompting deputy speaker Wan Junaidi Tuanku Jaafar to suspend him from the House until the end of the day. Dzulkefly Ahmad (PAS-Kuala Selangor), at a press conference later, said that the opposition had estimated the RM3.138 billion total based on the ministries’ records in the bill. He said Pakatan will look into pursuing legal action on this if there are strong grounds.
