Due to the recent increase in gasoline cost, a significant number of travelers are shifting from highway modes to public transit, which also induces higher transit energy consumption expenses. This study presents an approach to optimize train motion regimes for various track alignments, which minimizes total energy consumption subject to allowable travel time, maximum operating speed, and maximum acceleration/deceleration rates. The research problem is structured into four cases which consist of the combinations of track alignments (e.g., single vertical alignment and mixed vertical alignment) and the variation of maximum operating speeds (e.g., constant and variable). The Simulated Annealing (SA) approach is employed to search for the optimal train control, called "golden run". To accurately estimate energy consumption and travel time, a Train Performance Simulation (TPS) is developed, which replicates train movements determined by a set of dynamic variables (e,g., duration of acceleration and cruising, coasting position, braking position, etc.) as well as operational constraints (e.g., track alignment, speed limit, minimum travel time, etc.) The applicability of the developed methodology is demonstrated with geographic data of two real world rail line segments of The New Haven Line of the Metro North Railroad: Harrison to Rye Stations and East Norwalk to Westport Stations. The results of optimal solutions and sensitivity analyses are presented. The sensitivity analyses enable a transit operator to quantify the impact of the coasting position, travel time constraint, vertical dip of the track alignment, maximum operating speed, and the load and weight of the train to energy consumption. The developed models can assist future rail system with Automatic Train Control (ATC), Automatic Train Operation (ATO) and Positive Train Control (PTC), or conventional railroad systems to improve the planning and operation of signal systems. The optimal train speed profile derived in this study can be considered by the existing signal system for determining train operating speeds over a route. Furthermore, the feeling was that CDOT would be exempt from local zoning and would therefore be in a position to deck parking lots without local permission. Westport feels that they do a good job with the two town stations, and that they have an excellent relationship with Carl Rosa regarding maintenance and operations and with Harry Harris regarding policy. They feel strongly that if other towns ran their stations and parking like they do CDOT would have far fewer issues to contend with. Westport understands the desire for uniformity among the stations and supports that policy, albeit with concern regarding home rule issues. Westport, ultimately, is satisfied with the status quo, and feels the working relationship is excellent, the division of responsibilities clear, and their ability to have input into the ADA design process excellent.

Storrs, Connecticut for submission to The Connecticut Department of Transportation Authors: Bruce Clouette Stacey Vairo October 2016 ABSTRACT AND MANAGEMENT SUMMARY The State of Connecticut, through the Connecticut Department of Transportation (CTDOT), is constructing a new universal interlocking along the Metro-North New Haven Railroad Line (NHL) east of the East Norwalk Station in Norwalk and Westport, Connecticut. The proposed project, known as the CP-243 Interlocking Project, will improve operations along the NHL, including the ability of the Metro-North system to accommodate Express-Local train overtakes and limited headways between trains. The CP-243 project will help facilitate the construction of rail infrastructure projects on the NHL, particularly related to track outages, while maintaining rail service through the area. In addition to the interlocking, the project includes signaling system upgrades from the South Norwalk Station to a point just east of the Saugatuck River in Westport. The project will receive state funding, requiring it to comply with the Connecticut Environmental Policy Act (CEPA), which mandates consideration of possible impacts to significant historic and archaeological resources. Additionally, the project will receive funding from the Federal Transit Administration (FTA), requiring consultation with the State Historic Preservation Office (CTSHPO) regarding possible impacts to significant historic and archaeological resources under Section 106 of the National Historic Preservation Act and Section 4(f) of the Department of Transportation Act. This report presents the results of research, field inspection, and analysis for the historic resources that may be affected by the project.

This plan goes beyond federal mandates and demonstrates a strong commitment to achieving a State of Good Repair for our transportation system. Connecticut’s transportation system is multimodal and supports the economy by enabling the efficient movement of people, goods, and services. Connecticut is a vital transportation link between northern New England and New York, New Jersey and the Mid- Atlantic states. The transportation system also links our communities; helping connect neighborhoods, towns, and cities. In order for Connecticut’s economy to function properly and grow, the transportation system must be maintained and updated. This document presents a plan developed in partnership with CTDOT Public Transportations’ statewide service providers, to achieve a systematic and comprehensive asset management system for the State’s public transportation assets to provide safe and reliable service for the citizens of Connecticut. Sportman, Ph.D. June 2016 i ABSTRACT AND MANAGEMENT SUMMARY The State of Connecticut, through the Connecticut Department of Transportation (CTDOT), is constructing a new universal interlocking along the Metro North New Haven Railroad Line (NHL) east of the East Norwalk Station in Norwalk, Connecticut. CTDOT is constructing a new universal interlocking along the New Haven Line (NHL) east of the East Norwalk Station in Norwalk, Connecticut (CP-243; State Project No. 0301-081). Construction of a new universal interlocking at CP-243 and system upgrades from the South Norwalk Station to east of the Saugatuck River in Westport will improve operations along the NHL, including the ability of the Metro-North system to accommodate Express-Local train overtakes and limited headways between trains. The CP-243 project will help facilitate the construction of rail infrastructure projects on the NHL, particularly related to track outages, while maintaining rail service through the area. The new interlocking will include track realignment and crossovers and new track switches from approximately Strawberry Hill Avenue to the Norwalk-Westport town line [corresponding to Milepost (MP) 43.0-43.5]. New signals will be installed from the South Norwalk Station (including CP-241) in South Norwalk to approximately 500 feet east of the Saugatuck River in Westport, for a distance of approximately 3.5 miles and will include signal houses (two, each at approximately 10’ x 20’).

The Parking Authority can issue bonds and therefore it would help if the revenues from the stations could be channeled through the authority, building a stronger revenue stream. This cannot be done under the current agreement, which requires that the revenues be allocated to individual station accounts. If CDOT would allow for a broader interpretation of the rules regarding revenue accounting, then the City would be in a better position to build more parking for both rail and non-rail use, and for building mixed use lots as well that could benefit both the rail customers and community. The Authority could still maintain separate line item accounts suitable for CDOT review. The City also thinks that the Merritt Seven station arrangements need to be looked at and considered in the long range planning for rail service. The station was privately built by the developer of Merritt Seven, and maintained by the developer with CDOT assistance. The city has no role there. Parking is free. The long-term vision for Norwalk calls for a station to be located in the East Avenue/Wall Street area, and another for Reed-Putnam; both would be on the Danbury branch.
