RESULTS What drives the rapid advancement of animal husbandry in the West Kazakhstan region is the availability of vast and highly productive grazing land. The region contains 12 administrative districts. The pasture area totals 10,144.1 thousand ha, or 73.3% of the region. So far in 2013, at least 142 administrative fines have been imposed on 116 named individuals, some of whom have been fined up to five times, according to a list compiled by Forum 18 News Service. Fines have mostly been equivalent to either one or two months' average salary. Such fines, including fines for refusal to pay such unjust penalties, have been imposed on Protestants, Jehovah's Witnesses, Hare Krishna devotees and Muslims. In addition, nine fines were imposed on commercial booksellers and other traders. If people refuse to pay such fines - imposed against Kazakhstan's international human rights obligations - they can also be banned from leaving the country. The list of documented fines is incomplete as state authorities refuse to make information public. Fines for the "offence" of exercising a human right without state permission are still being imposed. At least 142 administrative fines have been handed down in Kazakhstan so far in 2013 on 116 named individuals (some of them up to five times) to punish them for exercising the right to freedom of religion, according to a list compiled by Forum 18 News Service.

Growing here are 350 vascular plant species belonging to 222 genera and 56 families. Taxonomic, biomorphological and geographical analysis has revelaed the steppe nature of the flora. According to the biomorphological analysis, the main place is occupied by herbaceous polycarpic plants characteristic of temperate floras. The geographical analysis revealed the dominance of Eurasian and European species, as well as the participation of local and narrow-localized species. The specificity of adven- tive species is revealed. Rare and endangered species listed in the Red Data Book of Kazakhstan and the Green Book of the West Kazakhstan Region were identified in the studied flora. This article examines the environmental problems of the oil and gas sector in the Republic of Kazakhstan. The authors emphasize that for many decades the oil fields of Kazakhstan have developed mainly a raw material management system with extremely high technogenic loads on the environment. It is noted that for Kazakstani economy, oil and gas production and especially their export play a key role in generating income and growth within the gross product. At the same time, the authors point out that the impact of the oil and gas field on the environment in recent years has been characterized by its intensity, diversity and significant scale. The issue of developing new hydrocarbon raw materials deposits is considered, which is accompanied by geological exploration, drilling and construction works, laying of pipelines and roads. The authors come to the conclusion that a strong anthropogenic impact on all components of the environment causes an active change in the chemical and physicochemical properties of the soil, disrupts the hydrological regime of territories, leads to impoverishment and changes in the species composition, structure and productivity of phytocenoses, a reduction in the spatial distribution and number of animal populations.

It reflects the aesthetic ideals of the people, their way of life, and social equivalents. Changing under the influence of new economic and political conditions of life, the clothing of nomads steadfastly retains a number of ancient features in forms, details of cut and jewelry, the identification of which is material for studying the specific history of the ancient Kazakh people and its culture. The article considers traditional Kazakh clothing from the collection of the Central State Museum of the Republic of Kazakhstan as one of the basic components of the subsistence (life support) system of the ethnic group. The issues of the composition, history of formation and geography of acquisition of the collections of traditional Kazakh clothes of the ethnographic fund of the Central State Museum (CSM RK) are considered, since the problem of constant replenishment of the funds of ethnographic collections in domestic museums is an urgent scientific and scientific-practical problem The authors developed a typology of clothing in accordance with seasonal, age and gender, an- thromorphic principles, and socio-symbolic and regional features.
