A University College was established, in association with the Uni versity of Melbourne, in 1929, but was housed in temporary quarters off the university site. No further university development took place until towards the end of the 1939-45 war, when a group of people with academic interests, who were concerned in other connections with shaping the post-war development of Australia, came together and gave explicit form to proposals made over many previous years for a University in Canberra. It was from these deliberations that there emerged the bill which, on its enactment by the Commonwealth Parliament in August 1946, became the Australian National University Act.
