NINTH SENATE ASSEMBLY SET. the 9Th National Assembly Will See a New Nomenclature of Senators at the Red Chambers When They Are I NINTH SENATE ASSEMBLY SET. The 9th National Assembly will see a new nomenclature of Senators at the Red Chambers when they are inaugurated on 8th June, 2019. They filed forward at the International Conference Centre Abuja on Thursday, 14th March to collect their Certificate of Returns (COR) from the Independent National Electoral Commission (INEC) that moderated the elections. A very good number of the outgoing 8th NASS members had lost in the party primaries and were not in line for a shot to their seats in the 9th Assembly. The February 23rd and March 9th supplementary elections had the following victors who have collected their COR and are warming up for their swearing in. The remaining sixty-seven of the 109 serving senators, representing 61.5% that secured return tickets from their parties, may not scale the final hurdle of return bid on the day of the Presidential and National Assembly elections. “Those who will be missing include the former governor of Plateau State, Joshua Dariye, because he is currently serving a 14-year jail term. Others are: Gbenga Ashafa (APC, Lagos East), Lanre Tejuoso (APC, Ogun Central), Fatima Raji Rasaki (APC, Ekiti Central), Sola Adeyeye (APC, Osun Central) and Babajide Omoworare (APC, Osun East). Others are: Gilbert Nnaji (PDP, Enugu East), Emmanuel Paulker (PDP, Bayelsa Central), Ben Murray Bruce (PDP Bayelsa West), Fosta Ogola (PDP, Bayelsa South), Ahmed Abubakar (APC Adamawa South), Rafiu Ibrahim (PDP, Kwara South), Aliyu Sabi Abdullahi (APC, Niger North) and David Umoru (APC Niger East) Also among those not returning to Senate in 2019 are: Senators Ahmed Sani Yerima (APC, Zamfara East), Bukkar Abba Ibrahim (APC, Yobe East), Abu Ibrahim (APC, Katsina South), Abubakar Kyari (APC, Borno North), Buruji Kashamu (PDP, Ogun East), and Kaka Gabbai (APC, Borno Central). Others are: Jonah Jang (PDP, Plateau North), Jeremiah 7 Useni (PDP, Plateau South), David Mark (PDP, Benue South), Philip Gyunka (PDP, Nasarawa North), Sam Anyanwu (PDP, Imo East), Abdulaziz Murtala Nyako (APC Adamawa Central) and Usman Bayero Nafada (PDP Gombe North). Also in the category are: Kabiru Marafa (APC, Zamfara Central), Shaaba Lafiagi (PDP, Kwara North), Ademola Adeleke (PDP, Osun West), Sonny Ogborji (APC, Ebonyi South), John Enoh (APC, Cross Rivers Central), Gbolahan Dada (APC, Ogun West) and Hope Uzodinma (APC, Imo West). Senators Enoh, Ogborji, Nyako and Useni are now governorship candidates in Cross River, Ebonyi, Adamawa and Plateau states respectively. In Bayelsa, Commissioner for Works and Infrastructure, Lawrence Ewhrudjakpo, denied Senator Ogola (Bayelsa West) the PDP return ticket. Ewhrudjakpo, who is Governor Seriake Dickson’s ally, polled 247 votes to defeat Senator Ogola who polled two votes at the PDP primaries. Also Senator Bruce, popularly called ‘common sense’ withdrew from the race few hours to the exercise. Those who lost their ticket to other contestants include : Senator Gilbert Nnaji who lost the PDP ticket to former Governor Chimaroke Nnamani for Enugu East senatorial district and the Chairman, Senate Committee on Rule and Business, Baba Kaka Garbai, lost the Borno Central ticket to Governor Kashim Shettima .Senator Fatima Rasaki who recently defected from PDP to APC, lost the Ekiti Central senatorial district ticket to the Director General of Fayemi Campaign Organization and former member of the House of Representatives, Opeyemi Bamidele. Senator Lafiagi who contested for the PDP gubernatorial ticket but lost in Kwara state, was replaced by Alhaji Abubakar Sanni, Deputy Chairman of the old PDP. In Kwara South, Senator Rafiu Ibrahim stepped down his ambition to accommodate the emergence of Governor Abdulfattai Ahmed. In Osun State, the three senators, Senate Chief Whip, Prof. Sola Adeyeye, Babajide Omoworare and Senator Ademola Adeleke, lost their return tickets. While Prof. Sola Adeyeye, lost the return ticket for Osun Central to Basiru Ajibola, Babajide Omoworare (Osun East) lost to Hon. Ajibola Famurewa. However, Senator Ademola Adeleke (PDP) is not returning to the Senate because he still in Court pursuing his governorship ambition in court. In Lagos, Senator Ashafa lost his return ticket to a member of Lagos State House of Assembly, Hon. Bayo Osinowo. General Jeremiah Useni has secured the PDP governorship ticket in Plateau, hence he is not returning to Upper Chamber. However, former Governor Jonah Jang, who lost out in the PDP presidential ticket will not be returning to the senate in 2019. The two APC senators, Lanre Tejuoso (Ogun Central) and Gbolahan Dada (Ogun West) have been replaced at the legislative primary election by their party with Governor Ibikunle Amosun and 8 his Chief of Staff, Chief Tolu Odebiyi respectively.

Dhikru Adewale Yagboyaju, PhD Dhikru Adewale Yagboyaju is a senior lecturer in the Department of Political Science at the University of Ibadan, Nigeria email: [email protected] ABSTRACT The relationship between elections and the vitality of a democratic society is clear. Elections have proven to be the best means of strengthening the mandate of a performing administration or removing a non-performing one. This paper argues, however, that the outcomes of several elections in Nigeria’s Fourth Republic have proved contrary to the common trend in most advanced democratic systems, in which electoral outcomes are based on performance. While in some cases, especially in political party primaries, candidates with little or no democratic credentials have emerged during general elections, in other instances administrations with relatively high records of infrastructural development have been voted out. This study traces the most probable causes of this paradox to Nigeria’s money politics and a possible misinterpretation of the concept of development. It is essentially a literature-based study, descriptive but also analytical. The paper concludes that the country will have to contend with the politics of underdevelopment for as long as immediate and pecuniary benefits constitute the expectation of the generality of followers.
