VORTEX2 Orientation and Safety Pamphlet Every crewmember should read. Check with your PI to determine if you must sign. 08 May 2009 VORTEX2 Safety and Etiquette, General Schedule and Overview VORTEX2 is a large government funded project. Several universities, government laboratories, and private organizations are participating. VORTEX2 will have a high profile in the areas where it operates and will receive extensive media coverage. It is important that all crew behave safely and are perceived as behaving safely. It is important that they behave and are perceived as behaving in fashions that reflect well on VORTEX2, its sponsors, and all of the participating organizations. This pamphlet provides a short overview of VORTEX2 organization, daily routine, safety and etiquette. A detailed operations plan is posted at www.vortex2.org. I. Project organization and management VORTEX2 is managed by a Steering Committee. The Steering Committee consists of: Howie Bluestein, University of Oklahoma David Dowell, National Center for Atmospheric Research Don Burgess, Cooperative Institute for Mesoscale Meteorological Studies Paul Markowski, Penn State University Erik Rasmussen, Rasmussen Systems Yvette Richardson, Penn State University Lou Wicker, National Severe Storms Laboratory Joshua Wurman, Center for Severe Weather Research Issues related to overall VORTEX2 management should be addressed to one or more of the Steering Committee. Individual components of VORTEX2 are led by various PI’s. We are all employees or volunteers under the supervision of our PI’s, employers, and sponsors. A list of names and home institutions of these PI’s, as well as the list of instruments and their PI’s are at www.vortex2.org . Most issues related to VORTEX2 can be addressed by the PI in charge of your instrument/vehicle/group. On any individual day there is a Mission Scientist who will be empowered to make decisions if a consensus of the Steering Committee cannot be reached for any reason, is impractical or timeliness is critical. The Mission Scientist task rotates through the Steering Committee according to the following schedule (which may change, but changes will be announced): 10–13 May 2009 Erik Rasmussen 14–17 May 2009 Howie Bluestein 18–21 May 2009 Josh Wurman 22–25 May 2009 Paul Markowski 26–29 May 2009 Yvette Richardson 30 May–2 June 2009 David Dowell 3–6 June 2009 Don Burgess 7–10 June 2009 Erik Rasmussen 11–13 June Lou Wicker Read the operations plan. It has much more detail concerning many of the issues summarized briefly here. The operations plan is maintained at www.vortex2.org . Official VORTEX2 announcements will be posted at the official VORTEX2 web site, www.vortex2.org. This is where you’ll find the VORTEX2 Operations Plan, Scientific Program Overview, and Experimental Design Overview. NCAR and NSSL also maintain VORTEX2 information sites which contain valuable and interesting content, at www.eol.ucar.edu/projects/vortex2 and www.nssl.noaa.gov/vortex2. NCAR will also maintain the VORTEX2 data catalogue. Daily mission summaries, hotel information, and the Plan of the Day will be posted at the NCAR site. The daily Plan Of the Day (POD) will be posted at: catalog.eol.ucar.edu/vortex2_2009/ Ling Chan, the VORTEX2 Logistics Coordinator will be arranging crew lodging every night and assisting with other coordination activities. Hotel assignments will be posted at catalog.eol.ucar.edu/vortex2_2009/ II. Daily Schedule in the Field VORTEX2 is a completely mobile and nomadic project. It has no home base. We will be staying in different hotels in different towns every night, arriving and departing at different times depending on mission end times and ferry times. Since weather and geography dictate our schedule, it will vary from day to day. The following is a nominal daily schedule. A. 0900-1000 PI’s meet to discuss project-impacting issues and draft a Plan Of the Day or POD. This meeting is private. Input that might affect the POD, concerning the forecast, instrument readiness, crew issues, etc. should be communicated to one or more PI’s before 0900. This meeting will be led/facilitated by a rotating Mission Scientist B. 1000-1030 The draft POD and weather briefing will be presented to the VORTEX2 community. The Day1 and Day2 plans will be posted at the password protected area of the EOL VORTEX2 site. C. 1100 Typical departure time from hotel. This will vary from day to day. D. 2100 Typical end of mission. This will vary from day to day E. 2200 Typical arrival time at hotel During the day, the Steering Committee, with input from various PI’s, will make decisions related to target choice, mission parameters, etc, and these will typically be communicated to VORTEX2 by the FC or Field Coordination vehicle crewed by Steering Committee members David Dowell and Erik Rasmussen. Individual PI’s will direct the crews, instruments and vehicles in their charge. The evolving target area will be posted at the password protected area of the EOL VORTEX2 site. It is the PIs’ and crew’s jobs to get to the assigned target locations by the assigned times. Food, restroom, and fueling breaks should be scheduled in a manner to allow sufficient time to get to the updated target destinations at the designated times. Early in the afternoon, the Steering Committee, with input from various PI’s, will make a decision concerning where VORTEX2 will spend the night. The Vortex Operations Center (VOC) will communicate the final decision to the Logistics Coordinator, Ling Chan, who will purchase hotel rooms for all crew. Hotel information will be posted at the password protected area of catalog.eol.ucar.edu/vortex2_2009/. Unless crew explicitly opt out of these hotel arrangements by 1100 CDT each day by e- mailing [email protected] , hotel rooms will be purchased and billed. E-mails should contain the words “OPT OUT OF VORTEX2 HOTEL ROOM” in the subject line. Crew members are personally liable for hotel costs if your home institution does not provide reimbursement for any reason (i.e. a crew member goes home, but fails to opt out of the hotel purchase.) If you cannot make it to your assigned hotel room due to a breakdown, accident, getting lost, or any other reason, contact Ling Chan ([email protected] 720-304-9100) as quickly as reasonable. If she can cancel the room without paying, she will. If she cannot, your home institution or you will still be responsible for paying for the room. III. Safety No tornado, no data set, no arrival time at a hotel is worth injury. More than100 people will be participating in one way or the other in VORTEX2. VORTEX2 vehicles will drive about 10,000 miles this spring. That’s over 1,000,000 person-miles on the road. VORTEX2 will operate and ferry through regions experiencing severe weather including heavy rain, hail, lightning, and high winds, not to mention tornadoes. Given these conditions and the large size of VORTEX2, particular attention to safety will be the highest priority of VORTEX2. Common sense behavior will go a long way towards keeping you and the rest of VORTEX2 safe. If it doesn’t feel safe, don’t do it. If it doesn’t feel polite, don’t do it. The following is an abbreviated list of obvious do’s and don’ts. It is not exhaustive. A. Drive within the speed limit. B. Drive within a reasonable speed given the weather, road and traffic conditions. Hydroplaning on puddles, reduced visibility in rain and hail and dust, cross winds, stalled vehicles, animals, and perhaps downed power lines and other debris in the road are considerable risks and may require reduced driving speeds or even pulling over and waiting until conditions improve. Know your personal limitations. C. Be extraordinarily wary of other drivers, particularly in severe weather conditions. Many drivers are not proficient in severe conditions. Many, including storm chasers, are distracted by the severe weather and might not be paying enough attention to safety themselves. D. Be extraordinarily alert for storm chasers stopped in the road. E. Be extraordinarily alert for storm chasers or other people on the road. F. Be especially wary of dirt, gravel, and other types of unimproved roads, which can quickly become slick muddy roads. The probability of getting stuck on a muddy road, or worse yet sliding into a ditch, may be greater than the probability of getting a better dataset as a result of having taken such a road. Check with your PI about policies concerning unimproved roads and use good judgement. G. Be extraordinarily alert for unusual behavior by VORTEX2 radar trucks, balloon launchers, mobile mesonets, tornado pod deployers, sticknet deployers, etc. These vehicles may stop or maneuver unexpectedly. These vehicles may have long braking distances. H. Park safely and off the road, not blocking or partially blocking lanes I. Don’t drive after consuming alcohol or any substance that might impair driving, judgment, coordination, or reaction times. J. Do not provide alcohol to anyone under 21 years old. Some VORTEX2 crew may be under 21. K. Get enough rest and sleep. Don’t drive if you are sleepy. Use a relief driver or stop. L. Individual groups will have policies related to driving to restaurants, bars, clubs or parties. But, as a general rule, if you drive to a situation where alcohol may be ingested, have a designated sober driver. M. Watch for traffic when you leave your vehicle. Other drivers may be watching the weather and not the road. N. Wear reflective or bright clothing when outside your vehicle. Individual PI’s may have rules for their teams. O. Emergency vehicles always have the right of way.
