1-Current situation :

• They were dozens of elderly people, handicapped, children and women sleeping on the basement of unfinished house, when an Israeli jet dropped two bombs on them, destroying the building and crushing at least 62 victims 35 of them were children under the rubbles. Only eight people managed to escape the massacre. "Where is the humanity? Why are these massacres being committed against civilian?" asked Naim Raqa, the head of the Lebanese Civil defense unit in nearby village of Jawaya. Ten years ago Israeli forces slaughtered more than 100 civilians sheltering in a base in , mass death has visited this straggly hill village once again. Meanwhile, Lebanese Prime Minister Mr Fouad Sianora asked US secretary of state Condoleeza Rice on Sunday not to come to until a cease-fire is in place, calling 's deadly strike on the village of Qana "Terrorism at its worst" we will not negotiate until the Israeli war stop shedding the blood of innocent people, he added. • Thousands of angry demonstrators attacked the UN Head quarters in , breaking windows and burning curtains in an outpouring of anger and grief at the Qana massacre. However, it is concerned about the destructive acts." • The UN food agency WFP said it cancelled an aid convoy to on Sunday because it did not have Israeli authorization, but hoped on Monday to reach the village of Qana. Earlier, the UN food program said it had been forced to scrap a six-truck convoy of medicines, flour, canned meat and vegetable oil to the southern Lebanese town of Marjayoun on Sunday, after Israeli forces declined to give their consent. "We are extremely disappointed, and indeed frustrated, that we have been unable to go ahead with this convoy. There are tens of thousands of people in the south who are in desperate need of assistance. Obviously this is a set back," Doudi of WFP said. While aid convoys were being refused passage into the south, international aids continue to arrive by air and sea, a field hospital donated by Saudi Red Crescent arrived in Beirut after receiving clearance for free passage by ICRC. • As thousands of liters of spilled fuel oozes along the shore of Lebanon, gas stations are shutting down as a nation wide shortage hits home. One of the main reasons for the shortage results from the recent Israeli attacks on the Jiyye power plant, which caused a massive spill from five fuel tanks that, has coated more than 80 Km of Lebanese coastline. • Lack of safe drinking water as well as water for shower and washing clothes were reported from most of the displaced centers, "diarrhea is rabidly increasing among the displaced populations", NGO,s said. "As time passes and people have poor access to safe drinking water, the risk for diarrhea outbreak is increasing", the world health organization said. "Access to essential medicines for chronic diseases (including Antiretroviral drugs) is dramatically hampered by the ongoing bombing in south Lebanon", WHO added. 4-Destruction/damages: Israel savage war continued in striking civilian houses and infrastructure. Israel destruction in Lebanon continued for the 19th day, more houses, bridges and roads were hit and totally destroyed. The bombardment concentrated in the towns and villages of the south and Bekaa valley. The cumulative figures of Israel destructions in Lebanon are shown hereinafter.

5- Constraints:

• Lack of food and non-food items needed to serve displaced population. The available quantities presents approximately 50% of the actual needed quantity . • No access to targeted areas due to damaged roads and insecurity. • Targeting communication lines, mobile cellular antennas have led to disturbing all kind of communication between cities and villages. • Israel air and sea siege over Lebanon has blocked bringing international aides. • Many supplies especially basic food items are in extreme shortage, resulting in high increases of prices. • Estimated total losses had reached 4 billion USD up to date. • Targeting factories has drastically stopped all kind of local production for food and non-food items. • Unemployment rate has reached an approximate figure of 75%
