Implementation Status Overview The progress towards meeting the development objective by the closing date is Moderately Unsatisfactory and the implementation progress remain Unsatisfactory. Progress was made in the disbursement rate, which increased from 27 percent to 37.14 percent compared to the supervision mission, held in April, 2012. However, But it is still lagging 33 months behind the planned disbursement schedule. The key performance indicators of the four subprojects under operation are met or closely met in terms of reduced coal, electricity and water consumption, TSP emission reduction, and sulfur removal . But for the project as a whole, the key performance indicator achievement rates are ranging from less than 30 percent to about 86 percent. The restructuring of the project moves very slow.
