Our own investigations of these reports, conducted during a series of fact-finding missions to Yugoslavia over several years, indicate that many of these reports are well founded. We call upon you to investigate the abuses enumerated in this letter and to punish those responsible for them. We call upon you to take immediate measures to ensure that such violations of human rights do not occur again. The abuses described in this letter include violations of the laws of war in the Croatian conflict, including the summary execution of civilians; the indiscriminate and disproportionate use of force against civilian targets; the torture and mistreatment of detainees; disappearances and the taking of hostages; the forced displacement and resettlement of civilian populations; and the killing of journalists covering the war. In addition to violations connected with the armed conflict in Croatia, Helsinki Watch has also documented restrictions on the press and on free expression in Serbia and the harassment and repression of opposition political figures and people who have spoken out against the war. Finally, we object to the continuing persecution of the Albanian population of Kosovo.

Kako je u međuvremenu, od prvog izdanja do danas, objavljeno nekoliko monografija i manjih studija u znanstvenim časopisima u kojima se donose novi rezultati znanstvenih istraživanja o NDH, trebalo je povećati opseg knjige. Tako je u dogovoru s nakladnikom prvobitni tekst mjestimično proširen i dopunjen. Proširenje i dopune teksta omogućila su temeljitija i shvatljivija objašnjenja nekih pojedinčanih događanja, koja daju potpuniju sliku osnovne problematike. Kao i u prvom izdanju, zadržana je struktura teksta i obrada bez bilježaka kako bi se postigla veća preglednost i bolje praćenje sadržaja.

The report on the work activities of the Ombudsman is a regular annual report that is submitted to the Croatian Parliament by the Ombudsman for the previous year. This is the seventh report that the Ombudsman, Mr. Ante Klarić, has submitted during his term in office. Each year in the governing bodies and at the plenary session of the Croatian Parliament there was an extensive discussion – not only regarding the Ombudsman’s annual report itself, but also regarding the evaluations he presented and general issues of promotion and protection of human rights in the Republic of Croatia. In lieu of the Report on the work activities for the year of 2003, the Croatian Parliament held an extensive discussion, after which by the majority of votes (74 in favor, 1 against and 2 abstaining) a conclusion was reached by which the Report on the work activities of the Ombudsman for the year of 2002 was taken note of. In accordance with the proposal of the Committee for Family, Youth and Sports, the following conclusions were reached (by the majority of votes; 48 in favor, 8 against and 26 abstaining): (1) The Government of the Republic of Croatia commits itself to - as soon as possible - review and improve the life conditions within departments of institutions for minors at which the freedom of movement in the Republic of Croatia is limited. (2) Within an appropriate amount of time it is necessary to ensure additional funding in order to enable efficient functioning of the Ombudsman of the Republic of Croatia.

    £YUGOSLAVIA @Torture and deliberate and arbitrary killings in war zones Introduction Amnesty International deplores the enormous suffering and destruction brought about by armed conflict in Yugoslavia, primarily in Croatia and in border areas of Bosnia-Hercegovina. As a human rights organization with a limited mandate Amnesty International is specifically concerned about reports from war zones of extrajudicial executions and other deliberate and arbitrary killings of unarmed civilians or captured or wounded members of armed forces by police, military or paramilitary forces and of the torture or ill-treatment of people detained in connection with the fighting. The available information indicates that all sides in the conflict have committed atrocities. Amnesty International repeats its earlier appeals to all parties in the conflict in Yugoslavia to treat prisoners in their custody humanely and to protect them and non-combatants who come under their control. It has called on them to ensure that international humanitarian and human rights principles are observed throughout the country. Amnesty International has also called for the protection of non-combatants from all acts of reprisal and violence. Amnesty International seeks to be impartial in its work for the promotion of human rights. It believes that all human rights violations are to be deplored and cannot be weighed up one against another. Abuses committed by one party cannot be considered to exonerate those responsible for abuses committed by another party. International law International human rights standards (such as the International Covenant on Civil and Political Rights to which Yugoslavia is a party) provide that the right to life and the right to be free from torture are non-derogable rights which must always be protected.
