Airport Avoca (Scranton) Luzerne Williamsport Regional Airport Williamsport Lycoming The Pennsylvania Air Service Committee (PASC) consists of all commercial air service airports in Pennsylvania and the Pennsylvania Dept. of Transportation Bureau of Aviation. PASC recognizes the need to provide continued and reliable air service to Pittsburgh International Airport (PIT) from November 8, 2011 PENNSYLVANIA AIR SERVICE COMMITTEE / ACAA REQUEST FOR QUALIFICATIONS PIT Connector Regional Air Service Plan throughout Pennsylvania. As a result, the PASC has decided to secure the services of a planning and aviation consultant to develop a New Regional Air Service Plan that can be used as a marketing tool in recruiting airlines to provide air service to PIT from each of the other non-large hub PA commercial service airports. The developed plan will focus on the route plan, schedule plan, pricing model, traffic and revenue forecast, operating cost forecast, interline baggage transfer agreements, and estimated financial support requirements needed to make the PIT Connector a viable option for interested airlines. The New Regional Air Service Plan must be developed in cooperation with the PASC, PIT, and each of the connecting airports. In addition, the plan must include how the PIT Connector addresses the expansion of the Marcellus Shale industry in Pennsylvania, including, as a minimum, seeking input from the Marcellus Shale Coalition. Due to the uncertainty of the future of the current federal Essential Air Service (EAS) program, the final New Regional Air Service Plan must be independent of the EAS program. The final plan must include recommendations for providing air service to each of the participating airports. At a minimum, interested consulting firms shall include the following documents as part of the Statement of Qualifications, in order of importance: 1. Project Manager experience on similar projects and qualifications 2. Key staff experience on similar projects and qualifications 3. References from clients 4. Consulting firm qualifications 5. Statement of project understanding 6. Letter of Interest with contact information 7. DBE participation, encouraged but not required Proposals and interviews will be requested from two or three short-listed firms. Five (5) hard copies and one (1) electronic copy of the Statement of Qualifications must be received by no later than 2:00 PM EST on Tuesday, December 13, 2011, by: John R.
