0926 MINUTES of the Meeting of 26 September 2013, from 10.00 To EUROPEAN PARLIAMENT 2009 - 2014 Delegation to the EU-Chile Joint Parliamentary Committee D-CL_PV(2013)0926 MINUTES of the meeting of 26 September 2013, from 10.00 to 11.30, Brussels The meeting opened at 10.00 on Thursday, 26 September 2013, with António Correia de Campos (Chair) in the chair. 1. Adoption of draft agenda (PE 502.992v01-00) The agenda was adopted as shown in these minutes. 2. Approval of minutes of the meeting of 26 March 2013 (PE 502.991v01-00) The minutes of the meeting of 26 March 2013 were approved. 3. Chair’s announcements The Chair informed Members that parliamentary and presidential elections would be held in Chile on 17 November 2013, with nine presidential candidates. For the first time, these elections would be governed by the new law on automatic registration and voluntary voting. The XIth Association Committee meeting would be held on 4 October 2013, and attendees would evaluate the 10 years of implementation of the EU-Chile Association Agreement. 4. Approval of the calendar of activities for the first half of 2014 The draft calendar of activities for the first half of 2014 was approved. Exchange of views with Carlos Appelgren Balbontín, Chilean Ambassador to the EU, on the electoral process in Chile The Chilean Ambassador to the EU, Carlos Appelgren Balbontín, began by recalling that the Chilean presidential elections, as well as the elections to the Senate and Chamber of Deputies, would be held on 17 November 2013. 20 senators from the two-member districts would be elected to serve an 8-year term, and 120 deputies would be elected for a 4-year mandate. Regional councillors would be directly elected for the first time. These would be the first presidential and legislative elections to be governed by the law on automatic registration and voluntary voting, and the first elections with direct and binding primary results. The citizens would choose the new Chilean President from nine candidates – an unprecedented number of candidates in Chilean presidential elections. The Ambassador then spoke about the candidates selected in the first round by the two largest blocs, the New Majority coalition and the Alliance for Chile coalition. The former president of Chile, Ms Michelle Bachelet, had been selected as the New Majority candidate and Mr Pablo Longueira had been the only candidate for the Alliance for Chile. After Mr Longueira had withdrawn from the elections for medical reasons, Ms Evelyn Matthei had been selected as the Alliance candidate. The other presidential candidates were: Marco Enríquez Ominami (Progressive Party); Marcel Claude (Humanist Party); Ricardo Israel (Regionalist Party of the Independents); Alfredo Sfeir (Green Ecologist Party); Roxana Miranda (Equality Party), as well as two independent candidates, Franco Parisi and Tomás Jocelyn-Holt. The main topics which featured in debates and in the candidates' election manifestoes included reform of the political system and constitutional reform, voting abroad and reforming the binominal system, the right to education, decentralisation, public health, therapeutic abortion, tax reform, minimum wage, the pension system, policies in support of SMEs, sustainable energy policy, public safety, gender equality, violence against women, public transport, etc. The following spoke: José Ignacio Salafranca Sánchez-Neyra, who expressed his gratitude for the support provided by the Chilean authorities at the EuroLat Assembly in January 2013 in Santiago de Chile. 6. Exchange of views on the XIth Meeting of the EU-Chile Association Committee to be held on 2-3 October, with: Carlos Appelgren Balbontín, Chilean Ambassador to the EU Manfredo Fanti, Head of Unit, EEAS On the subject of the XIth Association Committee meeting, Ambassador Appelgren pointed out that 2013 was the 10th anniversary of the EU-Chile Association Agreement, and therefore PE502.993v01-00 2/7 PV\1004991EN.doc EN the main aim of the meeting would be to evaluate the implementation of the Agreement. Chile would present a proposal for modernising the Agreement without changing the text. The Agreement had played a significant role in promoting social development, commerce, investment and social inclusion. Commercial exchanges had increased by a yearly average of 12.5%. The Agreement had also enabled considerable growth in investment: over a quarter of foreign investment in Chile came from Europe, mainly in the electricity, gas, water and communications sectors. Furthermore, 13% of Chile's foreign investment was destined for Europe, especially in the mining and service sectors. Mr Manfredo Fanti, Head of Unit in the EEAS, welcomed the Chilean initiative to modernise the Association Agreement. He was also pleased about the framework agreement that was to be signed in the coming months, which would facilitate Chile's participation in EU security operations. The framework agreement demonstrated the mutual trust that existed between the two parties. 7. Other business None. 8. Date and place of next meeting The next ordinary meeting of the delegation would take place on 9 January 2014, from 10.00 to 11.30, in Brussels. The meeting closed at 12.30. The electoral geography of European radical left parties since 1990 Petar Nikolaev Bankov, BA, MSc Submitted in the fulfilment of the requirements for the Degree of Doctor of Philosophy School of Social and Political Sciences College of Social Sciences University of Glasgow January 2020 Abstract European radical left parties (RLPs) are on the rise across Europe. Since 1990 they became an integral part of the party systems across the continent and enjoy an increased level of government participation and policy clout. The main source for this improved position is their increasing electoral support in the past three decades, underpinned by a diversity of electoral geographies. Understood as the patterns of territorial distribution of electoral support across electoral units, the electoral geographies are important, as they indicate the effects of the socio-economic and political changes in Europe on these parties. This thesis studies the sources of the electoral geographies of European RLPs since 1990. The existing literature on these parties highlighted the importance of their electoral geographies for understanding their electoral and governmental experiences. Yet, to this date, it lacks systematic research on these territorial distributions of electoral support in their own right. Such research is important also for the general literature on the spatial distribution of electoral performance. Following a theoretical discussion that focuses on the causes of partisanship; voter discontent with the political establishment, we formulate four hypoth- economic vote; eses. We view support for alternative presidential candidates as a function of socio-demographic ideological detachment, declining political engagement, the economic vote, shifts; Chile and socio-demographic shifts in the electorate. We use three pre-electoral Centro de Estudios Públicos surveys to present probit models and predicted probabilities. Our findings suggest that a distinct segment of Chilean voters is behind the rise of alternative presidential candidates. Younger and more edu- cated voters who identify less with the traditional left-right ideological scale and political parties and suffer from economic anxiety –viewing the economy as performing well nationally while remaining pessimistic about their financial prospects– comprise this subgroup. Este conglomerado político no sólo se transformó en el principal partido de Chile tras las elecciones parlamentarias del 2001, sino que le faltaron pocos votos para colocar a uno de sus hombres en la presidencia de la República, en las elecciones del año 1999 y en la segunda vuelta de 2000. Analistas aseguran que existen pocos partidos exitosos en el mundo que nacieron al amparo de una dictadura, la UDI es uno de ellos. La elección presidencial para el período 2014-2018 se realizó el 17 de noviembre de 2013, en conjunto con las elecciones de diputados y senadores y las primeras elecciones de consejeros regionales. La elección fue la segunda —después de las municipales de 2012— con el mecanismo de inscripción automática de votantes y voto voluntario, lo que contribuyó a que analistas de los diversos sectores de la política chilena temieran una merma sustantiva del número de votantes y en la legitimidad de las nuevas autoridades, lo que puede inducir a una menor capacidad institucional para canalizar y solucionar los conflictos que se susciten en las diversas esferas de la política y de la sociedad. Asimismo, fue la primera elección en la que las coaliciones y partidos pudieron someterse al sistema de primarias voluntarias, vinculantes y organizadas por el Servicio Electoral luego de la aprobación de la ley respectiva en octubre de 2012. 2. La elección presidencial fue disputada por nueve candidatos, una cifra inédita en la historia electoral de Chile, lo que sugiere que de modo creciente algunos grupos de la sociedad chilena han iniciado la búsqueda del camino propio para validar políticamente sus intereses o visiones específicas de los problemas del país, en tanto perciben que las instancias de representación más tradicionales (agrupadas en las coaliciones dominantes) ya no están siendo capaces de canalizar sus aspiraciones e idearios de la forma que les permitía su identificación con los conglomerados resultantes del SI y el NO, y de los partidos que los componían, como ocurría en las elecciones precedentes que siguieron al finalizar la dictadura cívico-militar del 73.
