I hope you enjoy reading it and that it keeps you informed of what is going on in the community and the future plans of your Parish Council. The Christmas celebrations are over and it is now time for the Parish Council to start work once again to provide services residents can be proud of. I am pleased to confirm that due to sound financial management there will be no increase in the Parish Precept this year. Thank you to everyone who attended my Civic Service in December last year, I am very grateful for your help in making it an enjoyable afternoon. It should be an exciting year to come with several projects coming to fruition. I have previously reported that the Parish Council have been inundated with compliments for last year’s floral displays and we intend to continue to provide the display this year. The flower arrangements were exceptional last year. In man’s Report response to this success the Council are looking into the installation of a central flower bed at the ASDA Traffic roundabout which will be maintained year-round. This will provide a much-needed display of colour to the environment. Look out Chair for this later in the year. However much there is to look forward to, not everything goes to plan all the time and I must apologise that due to a technical fault on the timers the Christmas Lights were not to the quality we expected and we are taking steps to ensure this doesn’t happen this year. Also, late last year the Parish Council received notice from the owner of the Cromford Road Car Park terminating our lease on the site. It is with regret that the Parish Council no longer have access to the site and cannot provide a public car park. May I say Councillors and staff are looking forward to serving residents from our 4 new office location at Langley Mill Business Centre on Amber Drive which we will move into towards the end of January. A new year and a new start! Chairman’s Report Chairman’s The Parish Council actively encourages members of the public to attend our meetings and to contact us to tell us what you think. My fellow Councillors and I are committed to improving Aldercar and Langley Mill and serving you. Help us to help you by talking to us. Remember - It is Your Parish Council. Finally, may I wish you and your families a prosperous and peaceful new year in our fantastic community. Cllr M. Fowkes Chairman NO MORE PARKING AT PARLIAMENT SQUARE Park Car The Parish Council is no longer the lease holder for the Parliament Square car park on Cromford Road. This was not a Parish Council decision, the lease having been rescinded by the landowner. The Parish Council understands the need for parking in the Cromford Road area and had previously been paying £4,000 per annum for the lease to ensure the provision was delivered.     December 2019 As we approach the Christmas break, students are continuing to work hard in lessons. Year 11 students have just completed their first round of mock exams and will receive their results on their Mock Results Day on Tuesday 7th January 2020. In addition, we look forward to discussing their results with parents on Monday 13th January 2020 at the Year 11 Parents’ Evening. Our Year 13 students have also completed their mock exams and will receive their results in one to one interviews with Miss Murray (Head of Post-16). Many Year 13 students are currently in the process of applying for University and are anxiously waiting for their offers to come in. I have been very impressed with how well our Year 7 students have settled in to life at Aldercar High School. They have quite clearly risen to the many challenges that their first term at Secondary School has thrown at them. To celebrate the end of the Autumn Term, on Friday 20th December we will be: having Christmas dinner (at a cost of £2.40); giving students the opportunity to wear Christmas colours or a Christmas jumper for non-uniform day (for a donation of £1); finishing the term at 1.45pm (if your child needs to stay on the school site until 2.45pm, please contact pupil reception by Thursday 19th December and we will arrange for them to be supervised). We look forward to welcoming all students back to school on Monday 6th January, at 8:20am. With regards to staffing, we are saying farewell to Mrs Wolverson who is our Catering Manager.

Purpose of the Report The purpose of this report is to enable Members to determine an application to amend the Definitive Map and Statement by adding a Public Footpath between Johnson Drive - Parish of Heanor and Loscoe and Restricted Byway No. 12 – Parish of Aldercar and Langley Mill. 2. Information and Analysis 2.1 Judith Wooley (“the Applicant”) submitted an application to Derbyshire County Council (“the Council”) dated 25 May 2012, to add a public footpath to the Definitive Map and Statement, in the Parishes of ‘Heanor and Loscoe’ and ‘Aldercar and Langley Mill’. The application is accompanied by 20 user evidence forms (UEFs) (one form was submitted by a married couple but was only signed by the husband and the evidence shall be treated as that of one individual). 2.2 A plan showing the claimed route is attached (Appendix 1). 2.3 The claimed route is approximately 470 metres long. User Evidence 2.4 One of the users refers to an incident circa 2005 when she was ‘kicked to the ground’ while using the route. She also recalls the route being diverted by some landowners who diverted water from the brook onto the footpath circa 2007. The Applicant recalls it being diverted/blocked due to ‘house building and opencast’, but does not give dates or details: it may be she is referring to the building of Johnson Drive circa 1980 as the claimed route itself is unaffected by any building in the vicinity.

Policy background The school system has changed significantly over the last five years, with changes to Government funding of Post-16 education in particular being a considerable challenge. Not all the change is recent; Academies, UTCs and Studio Schools for instance were all around in various stages of development prior to 2010. The current school sector, however, is designed to give parents greater choice and schools greater freedom. Currently there exists: • Over 2,000 Academies now open in England • 291 Free Schools now open and 141 in the pipeline – DfE target 500 by 2020 • 34 Studio Schools now open with one in the pipeline • 45 UTCs open. In addition, since September 2013, GFE has been able to offer full time provision to 14-16yrs olds which adds more competition into the education system. 3. Definitions for these new types of organisations • Academies – Primary and Secondary Schools who are no longer part of the Local Authority are directly funded by the EFA and have additional responsibilities. • University Technical Colleges – Offering provision to students aged 14-19yrs, specialising in technical / vocational studies. Provision is full time, combining practical and academic studies which are delivered in work related context. A UTC has a maximum of 600 students.
