The International Committee for Sports of the Deaf (ICSD) has sent out the nomination form for the election of new positions for the 2013 - 2017 term. I am expressing my interest in being nominated for the position of Member-at-Large with the ICSD Board of Directors.

The reason for my interest is to have the opportunity to be involved in a new governance of the ICSD, pending the members’ approval and support the growth of the organisation. Among my teammates, I had been a victim of the unfortunate cancellation of the 2011 Deaflympics – an experience that I do not wish to see repeated and imposed on any athlete. After recovering from the devastating experience, I am more than determined to be involved with the ICSD, which needs to foster a new change and increase the profile of Deaf Sports in the world.

Sporting Achievements:

I have been involved in competitive sports since 1982 when I joined a youth soccer league in O’Fallon, Illinois, USA. Between 1982 and 1985, I was a student at a Deaf School in St. Louis, Missouri and was living with my American family for three years. My parents were always in support of me in receiving my education and being involved in sports.

Canada became my permanent residence after 8 years of commuting between Edmonton and St. Louis for education. Between 1985 and 1993, I was involved in school competitions in both individual and team sports. Golf, swimming, five-pin bowling, basketball, soccer, and volleyball were the sports I was involved because of my passion.

Notable Achievements 1985 – 1993:

• Bowler of the Month of Alberta; Five-Pin Bowling, November 1985 • Bowler of the Year of Alberta; Five-Pin, 1986 • Regional competitions in Alberta: Top 8 between 1985 and 1991 • Was invited to Zone 5 Swim Meet to compete for spots in Alberta Summer Games in 1991. I made the squad for Zone 5 team. • Won a Gold medal in 200m freestyle at the Regional Finals in 1991

My current job position is Financial Officer at the federal government of Canada, in the department of Transport (www.tc.gc.ca). The department is generally known as “Transport Canada” for English or “Transports Canada” for French. I have begun my tenure with the Transport Canada in 1999 and have worked as a Transportation Analyst with a policy unit before transferring to the Finance and Administration branch that I became an Audit Officer then promoted to Financial Officer.

The current area of my responsibilities as a Financial Officer is supervising a small unit of three employees, which was reduced from six employees due to the budgetary reduction, which led to a workforce adjustment management. I undertook the supervisory role in May 2012 at the beginning of the change and we are still moving forward as a small and efficient unit.

Voluntary experience became constant in my life after I graduated from the University of Alberta in Edmonton. I became involved in the administration of two sport clubs on a provincial level between 2000 and 2003 and then I became involved with the Alberta Deaf Sports Association (www.albertadeafsports.ca) and Canadian Deaf Sports Association (www.assc-cdsa.com) as well as Canadian Deaf Golf Association since 2003. On the international level, I am the current Board Member of the World Deaf Golf Federation (www.worlddeafgolf.com).

The work experience does not only focus in government work experience; I was also involved in various organisations as a volunteer. The volunteer work did allow me to acquire or enhance my skills that provided me some unique perspectives that I could relate to my responsibilities in government. My personal and professional development has benefited from the cross experiences of my activities in both public and non-profit sectors. What skills I have developed or acquired in Transport Canada have been valuable in my volunteer work and those learned or honed in the non-profit sector have supported my role as a Financial Officer in Transport Canada.

World Deaf Golf Federation (WDGF)

Board Member – 2006 to present

• I took the initiative to build the original website from scratch in 2006 and provided support to one of the Board members from 2006 to 2010 in addition my Audiograms and Passports portfolio. In 2010, the WDGF website was overhauled to meet today’s needs including the social media and the demands of being notified of any updates. I volunteered to maintain the

• After creating the first Media Accreditation Package, I negotiated with photographers and media for a free access to the 2012 World Deaf Golf Championships in an exchange of visual media material to build the inventory of the WDGF archives. The approach is cost effective for the non-profit organization like WDGF as the purchase of stock photos and media clips would be very costly.

• In the process of creating a new Communications policy to ensure transparency and accountability of the WDGF with the WDGF email use, media outlets (Golf Digest, PGA, etc.) and social media (Facebook, Twitter, etc.).

• Email correspondence is the only means of communication for our Board to cost restrictions and I have provided my knowledge and expertise in the areas of media and finances for policy interpretation and decision making purposes.

• Initiated the process to develop Internal policies for the management of the WDGF operations. The process is on-going due to the progression of the organization.

• Audiograms and Passports portfolio was brand new for the WDGF in 2006 and I had to ensure the policies between the World Deaf Golf Federation and the International Committee of Sports for the Deaf (ICSD – www.deaflympics.com) are parallel especially for the Audiograms and the Passports.

• I provided advice and interpretation on the policies for Audiograms and Passports as well as enforcing the policies with several National Deaf Golf Federations. As of 2012, the member nations are fully aware of this policy and are cooperating with their National Deaf Sports Federations, which in turn works with the ICSD.

• I participated in the committee on developing the WDGF bylaws and the WDGC Rules of Competitions. I used the Canadian Deaf Sports Association bylaws and the Canadian Deaf Golf Association hosting policy to help initiate the development process.

Project Leader - Long Term Participant and Athlete Development (LTPAD) Committee Chair – 2011 to 2013

• Currently, I am responsible for overseeing the development of the CDSA LTPAD model in compliance with the Sport Canada’s expectations. Over 55 National Sport Organisations have their own LTAD model and booklets (Source: http://canadiansportforlife.ca/resources/ltad-sport-models).

Example model that we are looking at: Paralympic Canada LTAD

Please see Appendix A for a draft version of the project.

• Assurances needed to be made that we meet the minimum financial expectations and follow the budget exactly as provided. Sport Canada provides the financial support for the committee meetings and hire a writer, graphic designer, and translators to finalize the new LPTAD model. As of March 2013, the committee is in the final stage of the project and we are meeting the deadline expectations.

• The other areas of responsibilities included writing an application and provided feedback to receive more funding for the project. The final action is to develop ASL (American Sign Language) and LSQ (Langue de Quebec des signes) versions of the LTPAD model.

Board Member – 2005 to 2007

• I was on the CDSA Board of Directors for two years to ensure the CDSA follows the new governance and the hiring of a first Executive Director.

• The results have impacted the CDSA’s status with Sport Canada in 2013. The CDSA has received more funding than previous years and the policies and procedures are much more established and provided guidelines to improved management of the organization.

• I was on the bylaws committee to develop the bylaws from scratch to reflect the modern governance while respecting the members’ wishes. An example would be keeping the national deaf sports organizations as members prior to 2006. The CDSA bylaws became in effect in October 2006. Policies and procedures followed in the subsequent years.

• Prior to bylaws approval, the CDSA underwent a major overhaul during my tenure on the Board. The transition was difficult but the end result is that the CDSA has a modern administration with an up-to-date website and social media

Alberta Deaf Sports Association (ADSA)

President – 2007 to 2011, 2003 to 2005 Secretary – 2005 to 2006, stepped down due to my position with the CDSA

• As the President starting in 2003, I had to ensure we had accountability and transparency with our members due to unfortunate circumstances in the previous years.

• Financial management was my priority, as we had to ensure that athletes had their fair chance to participate in the National and International events.

• In 2005, we initiated an overhaul in the ADSA’s organizational structure and philosophy. Consultants were hired to help with creating the ADSA’s new Vision, Mission, and Values statements. (see www.albertadeafsports.ca website for statements).

• In 2008, I hired an administrative office staff to provide support with the office tasks and the program expansion. This is the first permanent position in the organizational history.

• Financial support was analyzed in order to ensure the sustainability of the program and the financial portfolio was carefully managed in the first 2 years of my leadership.

• The number of athletes grew to over 70 athletes participating on the national level between 2003 and 2010. The Program expanded to include nine sports, an increase from three sports.

• The growth was possible with a budget of $90,000 per year on the average and the revenue depended on five different sources: fundraising by athletes, volunteer work at the casinos, annual grants from the Provincial government, membership fees, and donations.

President – 2003 to 2006 Stepped down due to my position with the CDSA

• The CDGA website was overhauled and the hosting policy was created to ensure the accountability and transparency of the organization. www.deafgolf.ca The current website and the CDGA hosting policy are active under the current Board of Directors.

• Handicap cards – a measurement of a golfer’s ability to have low scores at a golf course – was introduced to the golfers and was added as an eligibility requirement to participate in the World Deaf Golf Championships.

• I provided support to the Treasurer to ensure the organization has a clear budget and introduced the concept of the audited financial report for the members’ approval. The practice of audited financial reports is still in practice under the current CDGA Board.

Croatian Deaf handball team has achieved significant success on international Cups Kiel, Rome, Bucharest, Bielefeld (Germany), Washington (USA). In years 2001., 2002. and 2006., we received the highest awards in Croatia. We received the award of the Croatian Olympic Committee (COC) three times and Francis Bučar national award as the most successful team in Croatia.

In addition, we received the highest award of the Croatian Sports Federation of Disabled Persons (CDSA‐ CPC) several times since 1994. to 2005. in Zagreb, as a player and team captain and president of CDSA from 1999. till now.

With the new sports act in the Republic of Croatia 09.06.2006. NN71/06, CDSA became equal with the Croatian Paralympic Committee and the Croatian Olympic Committee in all aspects of sports activities and funding.

All these results are official of the organization's CISS ‐ IDC, EDSO and ICSC ‐ Chess (International Association of the Deaf), without friendly matches, tournaments and other competitions.

A summary of why I am re-standing for ICSD President:

As we are embarking on the nominations for the 2013-2017 ICSD Executive Board membership at the forthcoming elections at ICSD Congress in Sofia, Bulgaria in July this year, I wish to be put on record my accomplishments as 8th President of the prestigious International Committee of Sport for the Deaf.

Ever since I became elected President in 2009 together with the Board I have managed, supervised & overseen significant actions, restructure & changes within ICSD notably:

• ICSDs first ever Strategic Plan 2010-2013 which I wrote the full components of the strategic objectives and I was commended by International Olympic Committee • Proposed initial strategic overtones for 2013-2017 which was recently approved in principle by ICSD Board • Managed to gain approval of ICSD members move Deaf Sport Reform to ICSD Governance Review following Acceptance of DSAs proposal from Rome Congress 2011 into governance consultation • Oversaw ill-fated Slovakia 2011 Winter Deaflympics; its cancellation/aftermath & continuing liaison with the Slovakian Judicial Authorities for proposed reimbursement; • Supervising the business plan objectives with ICSD finances deficit reduction over the last two years via tight and robust budget • Relocation of US office base in Frederick, Maryland to virtual office setting in Brighton, UK • Scrutinised Hungary’s proposal before acceptance of Bulgarian Government’s offer to host Sofia Summer Deaflympics 2013 in place of cancelled Athens within short space of time; • Re-ignited successful relations with the international sport movement notably International Olympic Committee, Sport Accord & International Sport Federations • Developed positive intentions with World Federation of the Deaf which led to re-writing of Memorandum of Understanding Agreement • Observed successful input of 2 new Regional Confederation Presidents from PANAMDES & APDSC • Advocated successful decision by IOC to recognise Deaflympic name & its formal status on paper • Influenced decision by IOC to increase annual grant by 100% to include additional activities for Sofia 2013 and preparations for anti-doping stance • oversee overwhelming 27 successful World Championships in 2012 & 2013 with no cancellations • Led successful appointment of new Chairs & Commission members for Legal, Technical (Sport) & Athletes • Overseeing the changes of protocol for Deaflympic/WC regulations by ICSD Technical Commission • Promoting Deaflympic Movement ethos at last 3 Sport Accord Conventions • Gave paper on ICSD & Deaflympic Movement at UNCPRD plenary session on Sport at United Nations (via video online) • Currently overseeing preparations for the upcoming Sofia 2013 Deaflympics & ICSD Congress

I take immense pride that since 2011 I oversaw the success of our own World Deaf Sport Championships 27 of them without a single cancellation which ultimately made it possible for athletes to achieve their own aspirations and gain attention from the International Sport Federations.

My greatest achievement has been able to see the phenomenal rise in our Deaf athletes’ profile and visibility not only through World Championships but also the attention of the International Olympic Committee who have been greatly encouraged by our progress to date and this has also enhanced our own credibility further especially with their recent formal written recognition of the Deaflympics name and continuing financial grant support which has increased 100% for 2013.

It is my considered intention that I would like to see ICSD Board (5 plus 4 regional confederations) and Commissions serve in its full capacity and that continuity is also an important stepping stone for ICSDs strategic & governing aspirations.

Needless to say ICSD is still very much in process of re-building its governance in order to become a robust but prominent international sport federation, and along with our strategic vision, I believe the next four years will be the deciding factor for the governing federation in terms of equality, diversity, visibility, recognition and effective promotion for athletes, members and the Deaflympic Movement itself.

With the right strategy, and continuing careful diplomatic relations I believe ICSD & Deaflympics will play pivotal part in the future negotiations for comprehensive harmony and partnership consolidation with fellow members of the international sporting movement by 2020.

My heartfelt thanks go to the ICSD Board, Regional Confederations, Commissions and Member Countries for the unswerving support and commitment you have provided me over the last four years and I sincerely hope to be able to count upon fullest support of ICSD members once again as I formally bid my Presidential candidacy for the second term in 2013-2017.

Titles: Honoured World-Class Master of Sports in Track-and-Field Athletics (2005); Honoured Athlete of Kazakh Deaf Society (2005); Master of Sports of the Republic of Kazakhstan (chess); Winner of “Samgau” prize as the Best Athlete 2010 among disabled in Kazakhstan. Honoured Coach of the Republic of Kazakhstan in Track-and-Field Athletics (2013). State award: Medal «20 years of Kazakhstan Independence» for exceptional achievements in sports for deaf and disabled (2012). Education: 1990 - 1994 – Belorussian Academy of Sports and Tourism, holds Master degree in therapeutic physical training; Tutor in Physical Culture & Sports, World-Class Masseur. Judo ‐ two‐time silver medalist of European Championships for juniors and youth among the hearing; champion of the Soviet Union among the hearing; champion of Europe among the hearing; gold medalist of international tournaments among the hearing held in Germany, Poland (two times), Spain, Great Britain (two times), Italy, Japan and Hungary; candidate for the Soviet Union Olympic team for the 21st Olympic Summer Games in Montreal, Canada, in 1976; 2. Sambo ‐ champion of the Soviet Union for juniors among the hearing (at the age of 15); three‐time champion of the Soviet Union among the hearing; 3. Thanks to his initiative and lobbying efforts, a new state legislation ‐ the Sports Law decree ‐ was accepted and enacted by the State Duma (Russian Parliament), which enables the deaf sports in the Russian Federation to receive equal status, including funding, along with the hearing athletes who participate at the Olympic and Paralympic Games;

Thanks to his excellent and close relationship with the governmental, sports and Olympic authorities in the Russian Federation, in the last few years, including this year he was able to organize, equip and transport large number of teams and athletes in many different sports to the 21st Summer Deaflympics held in Taiwan (306 persons), World and European Championships (for example, this past February, March and April of 2013 Russia, unlike the other countries‐nation members of the ICSD, took part in all five different World Championships of every winter sports event such as snowboard, curling, alpine skiing, cross country skiing and ice hockey).

This is the third consecutive – and last – attempt for Dr. Rukhledev to put his candidacy for the ICSD Presidency in interests of achievement of high‐quality and further lifting of authority and development of World Deaf Sport movement: in 2005 he lost his bid to become the ICSD President in Australia, while in 2009 he again lost in Taiwan.
