Introduction In recent decades, there has been increasing interest in the House of Romanov. An almost total absence of information on the life and activities of the members of this dy- nasty during the Soviet period led to an explosion of interest in this theme after the col- lapse of the USSR. In the post-Soviet period, a stream of literature about the Romanov dynasty looded society, focusing on the architects of that time as creators of particular architectural monuments. As a result, during the translation of collective knowledge, information about the role of the monarchs in creating the architectural heritage of St. Petersburg is practically absent. The present article offers an unusual way of looking at St Petersburg. This is the irst in the series of articles entitled “Architectural Chronicle of St Petersburg”, devoted to deining the contribution each monarch made to the development of the city. The aspects relating to the formation of social memory in society and its implications for the future have been suficiently studied in the historical and philosophical sense, therefore, the author of the paper has considered any scientiic insights unnecessary. On the basis of numerous archival and published materials and data, project ideas and the real history of the formation and development of the historical center of Saint-Petersburg on the Gorodskoy Island (in 1703- 1720), Vasilyevsky Island (in 1721-1730) and on the Admiralteyskaya side (since the 1730s) are considered as stages of gradual crystallization of various spatial concepts of the capital’s development. The structure of the city center that changed over time is revealed. The results of the study: a fairly clear correspondence is shown between the stages of development of spatial and structural ideas and the transfer of the capital’s center to new territories, depending on changes in the state’s prestigious landmarks. 1 Introduction The center of any city is the main administrative, functional, and compositional unit of all urban life. And it largely determines the international and regional significance of the city itself. Especially-the center of such a historical city as Saint-Petersburg. Many researchers from different countries are studying the features of the foundation and development of the centers of historical cities. PETERSBURG In May 1703, after the surrender of Nyenschantz, Tsar Peter the Great decided to build a fortress at the mouth of the Neva River on Zayachy Island. The laying of a land fortress according to Peter the Great’s plan took place on 16 (27) May 1703, in the Tsar’s presence. This date is considered to be the day of St. Petesburg’s birth. By October 1703, a fortress called Sankt-Peters-Burch (from the Dutch Sankt-Peters Burch, the fortress of St. Peter), was erected under the supervision of A.D. Menshikov by soldiers. On 29 June 1703, a church dedicated to apostles Peter and Paul was laid in the fortress (hence the name Peter and Paul Fortress), and the name St. Petersburg spread to the city that began to form, made up primarily of settlements inhabited by soldiers and peasants engaged in construction. In 1704, the construction of the Main Admiralty and the Admiralty Fortress began, as did resettlement of working people to St. Petersburg for permanent residence. Nevertheless, many people globally are still unable to access safe, adequate, and affordable housing. In the case of Saint Petersburg, the city is facing a significant housing shortage, and many housing facilities are of low quality. The metropolis experienced a transition from a Soviet public housing model to a more privatised one, although this process has not laid out satisfactory results. Accordingly, this thesis analyses the housing situation in the former Leningrad. Firstly, it introduces the analytical framework: the United Nations (UN) Sustainable Development Goal (SDG) 11, which considers sustainable cities and communities, and the Target 11.1 “Safe and affordable housing,” together with the places of study, which are Saint Petersburg and Russia. Secondly, a historical section evaluates housing from late tsarist Russia, to the Soviet Union, and post-Soviet Russia.
