The study interrogates the incessant antagonism and confrontation between the executive and legislative arms of government in the selected states within the ambit of the socio-cultural milieu and institutional contexts peculiar to them. It also examined the implications of the constant acrimonious executive-legislative relation on democratic stability of the states and political stability of Nigeria. Through empirical fieldwork research through interviews, coupled with primary and secondary data from archival materials, public documents and extant literature, the study reviewed and reaffirmed the primacy of the legislature in the Nigeria’s presidential system. With the use of descriptive method and content analysis, the study established the peculiarities of the elites’ behaviour toward the exercise of power in relation to the crisis of confidence that usually engendered constant frictions in the executive-legislative relations in the selected states. The study discovered that the particularistic nature of the political elites in the states and the varying roles and degrees of interventions by political parties, determined the intensity of the executive- legislative feuds. The study revealed the implications of the acrimonious executive-legislative relations on democratic stability of the selected states, and, by extension, Nigeria. The study concluded that eliminating friction between the executive and the legislature is somewhat difficult, if not completely impossible, given the realities of power separation and checks mechanisms built into the nation’s constitution. The study found that determined commitment of the political elites across the executive-legislative divide would be necessary to stem the tide of political instability arising from the tension generated by the conflict between the two arms of government. For democratic stability to be sustained, the arms of government should operate within the limit of their constitutional powers while the judiciary is strengthened and insulated from the vagaries of politics. Generally, the drafters of the constitution usual make statutory provisions to formalize the structures of these interactions. However, in practice, precedents and habits often fill in the gaps to create the political context for the daily routine operations of the government.1 In other words, the constitution defines the interface between the executive and the legislature in the conduct of governmental affairs. Nevertheless, the nature and the context of power sharing determine the relative influence, that each of the branches of government has, over public policy (Lijphart, 1991; Aminu, 2006). There are studies on executive-legislative relationships in democratic settings. This is predominant in presidential systems, given the independent nature of the two branches of government (Obiyan, 2013). Presidentialism operates on the principles and application of the doctrines of separation of powers and checks and balances (Nweke, 2013). Heyhood (1997, p.297) has noted that separating the power of the legislature

The purpose of this study was to determine the principals’ management of schools facilities as correlate of students’ academic achievement in senior secondary schools in Adamawa state, one hypothesis guided the study. The study adopted descriptive survey design; the area of the study was Adamawa state. The population of the study comprised 337 principals and 5128 teachers and 134,346 in all the senior secondary schools within the five education zones of Adamawa State. The sample size of 166 principals, 365 teachers and 531 senior secondary school students which were statistically determined using Taro Yamane formula for finite population. The instrument was questionnaire named “principals’ management of school facilities questionnaire” (PMSFQ) designed by the researcher and pro forma to elicit students’ academic achievement. The instruments were validated by 4 validators. The reliability coefficient of 0.82 was obtained using cronbach’s alpha method. The null hypothesis was answered using linear regression analysis. The hypothesis tested at 0.05 level of significance was rejected. In conclusion it was reveal that principals’ management of schools facilities have contributed to students’ academic achievement in senior secondary schools of Adamawa state.

The issue of compliance with these constitutional requirements is a cause for concern as most of the impeachment proceedings conducted so far in Nigeria had been challenged in court for noncompliance. The question is, could this role played by the Nigerian courts ensure compliance? The objective of this paper is, therefore, to determine whether the courts could ensure compliance with the constitutional requirement for impeachment. In order to achieve the objective of this paper, doctrinal methodology is used whereby relevant materials were analyzed and conclusion made. The result showed that the role played by the courts cannot ensure compliance with the constitutional requirements because the courts only intervene after the conclusion of the exercise due to disrespect to court orders from the legislature. This is largely due to lack of specific role conferred on the courts in impeachment proceedings.

The paper, in explaining the adverse effects of electoral fraud and violence on sustainable development and national security, identified political godfathers as the main orchestrators, masterminds and beneficiaries of electoral corruption in Nigeria. Through the application of the descriptive method of data analysis, the study investigates how godfathers, in a bid to achieve their inordinate political and pecuniary interests, flout all known electoral laws, subvert democratic institutions and governance and as a result threaten national development and security. The paper therefore concludes that, to effectively address the undemocratic practice of electoral corruption, which is a threat to sustainable development and national security, there is need for the strengthening of the legal framework and democratic structures in Nigeria.

Every revolving point seems to revise the level of co-operation between the two ethnic groups in the present day Wukari Local Government Area of Taraba State. This recounting trend gives the imprint that the two ethnic groups never enjoyed peaceful interaction. However, this assumption has been studied and proved to be wrong. An in-depth assessment of the available sources about the Jukun-Tiv interact ion and collaboration shows that the phenomenon has not always been dominated by crises. There are strong socio -economic and cultural bonds that bind the two ethnic groups together. Thus, much of the inter-communal crises that have categorized the relationship between the two ethnic groups developed during the colonial era, which are attributed to factors such as issue of boundary demarcation, competition over land usage and ownership, fear of political domination, chieftaincy and rulership, indigenes-settlers question, and struggle for political positions and economic resources among others. This paper by employing the conflict trap theory argues that the promotion of the interest of conflict entrepreneurs account for the persistent crisis between the two ethic groups.

MUHAMMADUIEGA The General Murtala Mohammed Administration created Gongola State in February 1976 along with six other states. The state had Lt. Col. Muhammadu Jega (now Major General Rtd.) as its fust Military Governor. To all Gongolans, the creation marked the beginning of social, economic and political challenges leading to general development. Carved out of the defunct North-Eastem State (comprising former Bauchi, Adamawa, Borno and Sardauna Provinces) and part of Benue-Plateau State (i.e. the former Wukari Division), Gongola State had a land mass of 102,068 sq kilometers which made it the second latgest state in the Federation. It is located within latitude 11" South and longitude 9%"West and 14" East with a projected population of 4.6 million people (1983). Gongola State shared comnon borders with Plateau and Benue sates. Seven administrative divisions comprising Adamawa, Numan, Mubi, Wukari; Ganye, Jalingo and Sardauna made up the state at its inception. At the initial stage, the st2te capital, Yola, and all the seven adrninistrative headquarters had few or no modern infrastructutal faciiities. Mosi facilities therefore had to be developed from scratch in all parts of the sate. To this end, a Task Fotce Committee was esablished undet the chaitmanship of Alhaji Abubakar Abdullahi @aban Larai) to scout for both of6ce and residential iccommodation for the more than 5,000 civil servants deployed to the state. Department of Social Science Education, Faculty of Education, Ekiti State University, Ado-Ekiti, Nigeria ABSTRACT: Education is a prerequisite for youths to attain quality job, adequate and acceptable achievement. Every political dispensation is expected to provide good and quality education in any state or country. However, it appears that this is not to be, especially in most African countries. Leaders who should focus on quality education of the masses seemed to attach little or no importance to education and this could have great consequences for administration of tertiary institutions. The number of times these institutions were closed down seemed to spell doom for the tertiary and university education sector. It is on the basis of this that this study examined how university administration fared during various political dispensations in Nigeria at any point in time. The study found out that politics had not impacted much on administration of universities in Nigeria. It was therefore recommended that the administration of universities or tertiary institutions should be given the adequate attention and support that they deserve from government at all times. It was also recommended that heads of universities and tertiary institutions should be neutral and stay clear of partisan politics before and during their appointments.
