Essential as those are, people in the Northeast found out this winter that security from crime is only a small portion of overall preparedness. Ultimately, every homes needs some depth in back-up contingencies in order to meet today's challenges. Let me ask you a few questions to illustrate: HOW SECURE IS YOUR PRESENT HOME? 1. Without electricity, how would you keep your house from freezing? Do you have some type of wood burning heater? What about hot water? 2. If you have gas, what type of contingency would you rely on in case of an earthquake where gas mains were put out of commission for a month or two? Do you have back-up cooking facilities? Can you heat hot water without gas? What if you lose both electricity and gas? 3. What about lights? If there is a major power outage lasting for more than a week, would you be willing to rely on batteries or candles for a long period? 4. What about water supplies. Do you have extra tanks of potable water at your disposal should the public supplies be cut off or contaminated. In a long term outage, would you know how to collect and filter water from your roof system, or build a rain water collection cistern? 5. Department of Social Science Education, Faculty of Education, Ekiti State University, Ado-Ekiti, Nigeria ABSTRACT: Education is a prerequisite for youths to attain quality job, adequate and acceptable achievement. Every political dispensation is expected to provide good and quality education in any state or country. However, it appears that this is not to be, especially in most African countries. Leaders who should focus on quality education of the masses seemed to attach little or no importance to education and this could have great consequences for administration of tertiary institutions. The number of times these institutions were closed down seemed to spell doom for the tertiary and university education sector. It is on the basis of this that this study examined how university administration fared during various political dispensations in Nigeria at any point in time. The study found out that politics had not impacted much on administration of universities in Nigeria. It was therefore recommended that the administration of universities or tertiary institutions should be given the adequate attention and support that they deserve from government at all times. It was also recommended that heads of universities and tertiary institutions should be neutral and stay clear of partisan politics before and during their appointments.

    Nigeria Page 1 of 27 Nigeria Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003 Nigeria is a federal republic composed of 36 states and a capital territory, with an elected president and a bicameral legislature. In May 1999, President Olusegun Obasanjo of the Peoples Democratic Party (PDP) was inaugurated to a 4-year term after winning elections in February 1999 that were marred by fraud and irregularities perpetrated by all contesting parties. However, most observers agreed the elections reflected the will of the majority of voters. These elections marked the end of 16 years of military-led regimes. The Constitution provides for an independent judiciary. Although the judicial branch remained susceptible to executive and legislative branch pressures, the performance of the Supreme Court and decisions at the federal appellate level were indicative of growing independence. State and local judiciary were influenced by political leaders and suffered from corruption and inefficiency more so than the federal court system. The Federal Nigeria Police Force (NPF) was tasked with law enforcement. The Constitution prohibits local and state police forces. Internal security was the duty of the State Security Service (SSS). "Rapid Response Teams," staffed by police, remained intact in most states, but these teams had a reduced role and a less menacing presence than in previous years. In response to increased incidents of armed robbery and other violent crime, the National Police instituted an aggressive anti-crime campaign dubbed Operation Fire for Fire, which was responsible for human rights abuses. The police were unable to control ethno-religious violence on numerous occasions during the year, and the Government continued its reliance on the army to quell many instances of communal violence.

    COUNTRY REPORT Nigeria At a glance: 2001-02 OVERVIEW President Obasanjo’s administration faces the difficult task of uniting a nation divided by regional rivalries, ethnic conflicts and religious tension. Sectarian political campaigning in the run-up to elections in 2003 is likely to accentuate these divisions and further undermine the ability of the state to take decisive steps to tackle the myriad problems arresting national progress, including corruption, mismanagement and decaying infrastructure. The economy will continue to be propelled by the oil sector: strong world oil prices will keep real GDP growth strong. However, the non-oil sector of the economy will remain stagnant in the absence of much-needed reforms. The EIU forecasts that the rate of real GDP growth will rise from 2.8% in 2000 to 3.5% in 2001 and 3.9% in 2002. Although inflation will rise over the outlook period, it will not accelerate out of control. With oil prices buoyant in 2001-02, the current account will remain in surplus. Key changes from last month Political outlook • On January 24th the president sacked his cabinet. At the end of January a new one had not been appointed. Although it will contain new faces it is unlikely to signal a change in policy. Latest reports indicate that at least ten existing ministers will be dropped. Economic policy outlook • Economic policy is expected to be unchanged. However, there are signs of increasing strains with the IMF, which could affect the debt rescheduling deal reached with the Paris Club in December 2000. Economic forecast • The EIU has revised our oil forecasts.

Expectedly, its politics becomes a research interest for political observers, policy makers and scholars alike. However, the 2014 governorship poll and 2015 general elections in the state present some socio-political paradoxes, contradictions and nuances that need an analytical examination. What could have propelled a state rich in human capital to prefer the choice of “stomach infrastructure” over sustainable development? What could have precipitated the rejection of a manifesto-driven candidature in preference for “I will put smile on your faces” sloganeering? This study interrogates the philosophical and socio-political underpinnings that may have shaped the political behavior of Ekiti people within the context of its larger Yoruba nation in particular and Nigeria in general. It also examines the nexus between performance in government -as a political investment - and electoral rewards by the voters. It employs the concept of prebendalism to further examine the interplay between politics of the belly and voting behaviour in an electoral contest.
