No historical event is inevitable. Individuals and groups operate within a particular historical moment, and the choices they make ultimately define the age. In 1908, the Young Turk revolution brought great hope for many people living in the Ottoman Empire. The reintroduction of the constitution, with its promises of equal rights, seemed to offer opportunities to people who had been left behind in the old system. The Young Turk vision of a strong central gov- ernment promised an alternative to the corruption and disorder of the sultan’s regime. Many hoped the violence that had come to characterize the sultan’s reign would now end. For the Armenians, the constitution and its guaranteed equality seemed to offer many of the reforms they had long desired. But there were still unresolved tensions. What role would Muslims have in this new order? Were they going to quietly accept the loss of their special status in this new regime? What would happen to supporters of the sultan? What about the members of groups that suffered under the old regime? Could they trust the Young Turks?     Chapter 3 Ground Survey Chapter 3 Ground Survey 3.1 Drilling, Laboratory Tests The outline of the lithologic structure in Yerevan can be understood by the geological maps and the collected drilling database, which contains 5,094 logs; however, the data concerning the S wave velocity for the amplification analysis and the soil properties for the liquefaction analysis are not enough. To collect these data, 10 drillings were newly conducted in Yerevan and several tests were conducted using these boreholes. The quantities of the tests are shown in Table 3.1-1. The geologic condition of Yerevan was estimated as follows from the existing information. The rock layer may be shallow in the northern area and the soft soils cover the southern area. Therefore, the selected newly boring points locate in the south of Yerevan city (Figure 3.1-1). The surface soils of each drilling points are shown in Table 3.1-1. The drilling logs are shown in Data Book. Chapter 9: Denialism in an Age of Human Rights Hegemony Denialism can be effective, especially when powerful and influential actors repress dark chapters of history that the populace already seeks to avoid. Yet, denial of mass atrocity and genocide in the context of human rights hegemony is likely to fail. In fact, denialists have to expect counterproductive consequences. Their “successes” turn out to be Pyrrhic victories. To argue this point, I briefly return to central insights from the two preceding chapters. There I examined epistemic conflicts in the context of legal and political decision-making processes. Both chapters taught us important lessons about the social forces at work, the entrepreneurs of knowledge and carrier groups, the effect that rules of the game have on fights carried out in specific social fields, the limits of those rules when players improvise, and the weight of national contexts in which fields are nested. Yet, focusing on concrete processes of decision-making alone leaves out something important. It does not speak to situations in which problems never become issues in the first place, in which they do not enter public consciousness and are absent from the realm of deliberation and decision-making. Scholarly debates of the 1960s and 1970s about community power structures can teach us important lessons about such blank spots. They initially involved two camps, with a conflict theoretical model, inspired by C. Wright Mills, on one side of the divide. Its followers used a reputational approach to measure power, asking experts or members of local elites about the amount of power held by different actors in the community.
