    CENTER FOR THE STUDY OF FIREARMS & PUBLIC POLICY A PROJECT OF SECOND AMENDMENT FOUNDATION The Center for the Study of Firearms and Public Policy was established in 1988 by the Second Amendment Foundation. Its primary purpose was to publish The Journal on Firearms and Public Policy The goal of this project was to expand the audience who had access to legal, economic, historical and other scholarly research about the Second Amendment. This year’s publication is the 25th Journal on Firearms and Public Policy. Dr. Edward F. Leddy, who was one of the prime movers behind the Journal served as editor for the first four issues. In 1993, Julianne Versnel assumed the role of editor for one year before becoming its Publisher. David B. Kopel, J.D. became its editor in 1994. In 2011, Dr. Gary Mauser became the editor. It has been the Second Amendment Foundation’s privilege to distribute over 100,000 print copies of the Journal on Firearms and Public Policy as well as offer significant access to them electronically over the years. This project report was written in 2018 based on extensive research compiled by project intern Tom Andrews. Copyright 2019, Texas Ranger Hall of Fame and Museum, Waco, TX. All rights reserved. Remington Model 8F presented to Frank Hamer Provenance Original records state that the rifle was given to Frank Hamer by the Remington Arms Co. in 1922. The company presented the rifle to Hamer after an agent for the company witnessed his sharp shooting skills at the end of the Mexia occupation in which the Rangers shut down a gambling and bootlegging syndicate. Remington sent the rifle to Petmecky’s Sporting Goods Store in Austin. The rifle is said to have become Hamer’s favorite deer hunting rifle. While there are numerous claims in various media that this is the Remington Model 8 rifle Hamer carried during the Bonnie and Clyde ambush, the details conflict greatly. In From the Guns of Frank Hamer, it is claimed that Hamer owned an engraved Model 8, which must have been this one, he purchased another Model 8 in .35 Remington from an Austin sporting goods store. He also contacted another company to acquire a 20 round capacity magazine for it. This description matches another weapon in the Museum collection, but it is a Model 81, the successor to the Model 8.

    Detail study of bullet being fired from gun DETAIL STUDY OF BULLET BEING FIRED FROM GUN Recoil of a Gun When a bullet is fired from a gun, the gases produced in the barrel exert a tremendous force on the bullet (action force). As a result, the bullet moves forward with a great velocity called the muzzle velocity. The bullet at the same time exerts an equal force on the gun in the opposite direction (reaction force). Due to this the gun moves backwards. This backward motion of the gun is called the recoil of the gun. The velocity with which the gun moves backwards is called the recoil velocity. Recoil of Gun Let 'M' be the mass of the gun and m that of the bullet. Before firing both are at rest. After firing let 'V' be the velocity of the gun and 'v' that of the bullet. By law of conservation of linear momentum, Initial momentum of gun and bullet = final momentum of gun and bullet. The initial momentum of the gun and the bullet is equal to zero since they are initially at rest.     Testimony of Ashley Hlebinsky United States Senate Subcommittee on the Constitution, Committee on the Judiciary Stop Gun Violence: Ghost Guns May 11, 2021 Chairman Blumenthal, Ranking Member Cruz, and distinguished Members of the Committee: My name is Ashley Hlebinsky, and I am honored to testify today about the long history of firearms made by private individuals both in Europe and America, the role of serial number identification throughout history as well as touch on current discussions on today’s home-built firearms. I will also discuss the proposal set forth by the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) on May 7, 2021 and their claims that 50+ year old definitions are outdated and in need of revision, despite the fact that many of the technologies cited, such as striker fired (also historically known as a linear hammer) operating systems and split receivers have been around for over a century and were common in America since their inception.1 The technologies were known and available when these definitions were initially outlined, and for whatever reason they were previously disregarded. I have spent the last fifteen years immersed in the study of firearms history, technology, and culture. I earned both a Bachelor’s and a Master’s Degree in American History from the University of Delaware and much of my work since then has surrounded the macro-history of firearms and how their developments have affected industry, culture and society for centuries. I have been fortunate to work in some of the largest collections in the United States, beginning my career as a researcher and fellow in the Smithsonian Institution’s National Firearms Collection housed in the National Museum of American History.
