AUTHOR'S PREFACE This history has been appearing serially through the Lindsaj "Watchman-Warder" for the past eleven months and is now issued in book form for the first time. The occasion for its preparation is, of course, the one hundredth anniversary of the opening up of Victoria county. Its chief purposes are four in number: — (1) to place on record the local details of pioneer life that are fast passing into oblivion; (2) to instruct the present generation of school-children in the ori- gins and development of the social system in which they live; (3) to show that the form which our county's development has taken has been largely determined by physiographical, racial, social, and economic forces; and (4) to demonstrate how we may, after a scien- tific study of these forces, plan for the evolution of a higher eco- nomic and social order. The difficulties of the work have been prodigious. A Victoria County Historical Society, formed twenty years ago for a similar purpose, found the field so sterile that it disbanded, leaving no re- cords behind. Under such circumstances, I have had to dig deep. -

The data upon which the analysis rests was collected through participant observation as well as qualitative interviews and surveys. The first chapter consists of a brief overview of traditional foodways in Newfoundland and Labrador, as well as a summary of the current state of the tourism industry. As well, the methodology which underpins the study is presented. Chapter two examines the historical origins of culinary tourism and the development of the idea in the Canadian context. The chapter ends with a description of Newfoundland and Labrador's current culinary marketing campaign, "A Taste of Newfoundland and Labrador." With particular attention to folklore scholarship, the course of academic attention to foodways and tourism, both separately and in tandem, is documented in chapter three. The second part of the thesis consists of three case studies. Chapter four examines the uses of seal flipper pie in hegemonic discourse about the province and its culture. Fried foods, specifically fried fish, potatoes and cod tongues, provide the starting point for a discussion of changing attitudes toward food, health and the obligations of citizenry in chapter five. -

Cunningham Tourism Development Officer Attention: City of Kawartha Lakes Tourism Partner In the attached document, you will find a Strategic Tourism Plan for City of Kawartha Lakes as prepared by Jill Vandal of the Tourism Company as well as the Premier-ranked Tourist Destinations Project Final Report. The content of this Final Report was the background for the development and research for the Strategic Tourism Plan. In her report, consultant Jill Vandal of the Tourism Company identifies 28 recommendations and indicates three highest priorities for the City of Kawartha Lakes in the short term: • Nurturing of a shared commitment and actions to protect, improve and enhance quality of water and adjacent lands and area lakes, rivers and waterways; • Development and implementation of a three year tourism marketing strategy to shift from generic messaging to market-specific messaging and tactics with the updating and maintenance of a dedicated comprehensive tourism website as a critical element of that strategy; and • Renewed commitment and investment into quality, appearance, cleanliness and infrastructure of communities. Bobcaygeon is situated in the City of Kawartha Lakes. Enbridge Gas has a Municipal Franchise Agreement (MFA) with the City of Kawartha Lakes but will require a Certificate of Public Convenience and Necessity (Certificate) in order to construct natural gas works to and in Bobcaygeon. Scugog Island is situated in the Regional Municipality of Durham, in the Township of Scugog. Enbridge Gas has a MFA and Certificate for the Township of Scugog. The letter seeks the OEB’s guidance regarding any requirements for a competitive process that should be engaged prior to filing the applications. -
