Pakistan, India agree to restore LoC ceasefire In a rare positive development, Pakistan and India agreed on May 29, 2018 to restore ceasefire on the Line of Control (LoC) and Working Boundary (WB) whose violation has left over 100 dead during the last nearly a year and half on the Pakistani side. The agreement was reached during a hotline conversation between the Directors General of Military Operations of Pakistani and Indian armies. The conversation between Maj Gen Sahir Shamshad Mirza and Lt Gen Anil Chauhan was held on a Pakistani initiative. It was unprecedented for both sides to issue almost identical statements on the conversation, whichunlike before did not accuse the other of wrongdoing. It could have easily been made a joint statement had it not been for the difference in their terminology like Working Boundary versus International Border and some other minor details that the respective sides decided to put in. From the timing of the conversation, which was stated by India to be 18:00hrs and the immediaterelease of press statements afterwards, which normally does not happen and takes at least a few hours, it looked that the agreement had been reached earlier and the two commanders spoke only to formally commit to the understanding. 2. Cabinet approves five-year internal security policy Just two days before the expiry of its five-year term, the government on May 29, 2018 took several important decisions, including approval of the National Internal Security Policy (NISP) 2018-23 to address terrorism, extremism and other crimes effectively. The policy was approved at a meeting of the federal cabinet chaired by Prime Minister Shahid Khaqan Abbasi. The NISP is based on six approaches reorlent, reimage, reconcile, redistribute, recognise and regional. The NISP 2018-23 was a continuation of the previous policy which was announced in 2013. 120 actions had been recommended in the policy to improve the internal security situation in the country. The six approaches, provided a detailed implementation plan as to how security forces Downloaded from www.csstimes.pk | 1 Day by Day Current Affairs (May 30, 2018) | MCQs for CSS, PMS, NTS could overcome the menace of terrorism, extremism and street crimes, besides their own capacity building. Under a separate decision, the meeting approved issuance of Charter Class-II license (domestic) to a new airline called K-2 Airways (pvt) Limited. 3. Govt unveils food security policy, terms it most vital after defence Just two days before the end of their five-year term, the government unveiled the National Food Security Policy calling it the second most important issue after the national security policy. The government`s official policy was announced by Minister for Food Security and Research Sikandar Hayat Bosan on May 29, 2018, who claimed that the food security policy was interlinked with the national water policy and national zero hunger programme. The policy not only focuses on the development of crops and enhancing farm produce but also addresses the issue of food wastage which accounts for one-third of the food produced in the country. Discussing the water shortage issue, the minister said it was a national failure and criticised the lack of a unified approach among the provinces and the centre. 4. The government made the announcement of Mr Baig`s appointment after President Mamnoon Hussain approved the summary of Mr Baig`s appointment sent to him by Prime Minister Shahid Khaqan Abbasi. The post had been vacant since removal of Absar Alam, the previous chairman of Pemra, on the order of the Lahore High Court in December last year. In April this year, the Supreme Court had ordered the government to hire a competent person to head the electronic media regulatory body. • January 2018 NEWS COVERAGE PERIOD from JANUARY 29TH to FEBRUARY 4TH 2017 EFFECTIVENESS of NEW TRADE POLICY Dawn, the Business and Finance Weekly, January 29Th, 2018
The Globalization Bulletin Trade liberalization January 2018 NEWS COVERAGE PERIOD FROM JANUARY 29TH TO FEBRUARY 4TH 2017 EFFECTIVENESS OF NEW TRADE POLICY Dawn, The Business and Finance Weekly, January 29th, 2018 Nasir Jamal The government plans to share the draft of Pakistan’s first 5-year trade policy — Strategic Trade Policy Framework (STPF) 2018/2023 — with the business community by the end of next month, a senior commerce ministry official told a consultative session with businessmen in Lahore last week. The new trade policy, just like the three previous, similar 3-year strategic frameworks, will primarily focus on boosting the country’s flagging exports. Trade officials conceded that none of the previous strategic frameworks had come even close to meeting their targets because of wide implementation gaps, but expressed the hope the new trade policy will meet the goals being set to increase the shipments. “We can push our exports above $36 billion in the next five years,” insisted Nauman Aslam, director general trade policy at the Ministry of Commerce. The present STPF 2015/2018 had set an ambitious export target of $35bn that was to be met by improving export competitiveness, transitioning a ‘factor-driven’ economy to ‘efficiency-driven’ and ‘innovation-driven’, and increasing the share in regional trade. However, exports have declined by just below 16 per cent to $20.4bn in 2016/2017 from $23.6bn in 2014/2015. Exports have consistently been on the decrease from their peak of $25bn reached in 2011/2012. Mr Aslam’s optimism is based on an average monthly recovery of 11-12pc in exports since the beginning of the present fiscal after a consistent drop during the last three years.

  • January 2017 NEWS COVERAGE PERIOD from JANUARY 23RD to JANUARY 29TH 2017 WAPDA CANCELS RS5.4BN CONTRACTS for DASU PROJECT Dawn, January 23Rd, 2017
The Globalization Bulletin Water January 2017 NEWS COVERAGE PERIOD FROM JANUARY 23RD TO JANUARY 29TH 2017 WAPDA CANCELS RS5.4BN CONTRACTS FOR DASU PROJECT Dawn, January 23rd, 2017 Khaleeq Kiani ISLAMABAD: Even before the formal launch of $4.5 billion Dasu hydropower project, the Water and Power Development Authority (Wapda) has terminated two of its key contracts with a Chinese firm, citing ‘fundamental breaches’ of the agreement. Moving swiftly, Wapda has not only encashed the performance guarantees of the two contracts awarded to China Railway First Group (CRFG) in November 2015 — worth Rs5.4bn — but also ordered the contractor to vacate the project area immediately, while calling for fresh tenders to make up for lost time. The World Bank is the major financier of the 4,320MW Dasu project. The project’s terminated contracts include the ‘construction of colony and infrastructure’ worth Rs4.806bn and ‘resettlement of village Choochang and construction of Shatial Museum’ worth Rs572 million. The completion of these two components was considered crucial to the start of construction work at the main project site. CRFG project director Fan Lingang told Dawn: “The termination of the contract is un-contractual, illegal and fiercely unfair.” He claimed it was Wapda’s responsibility to complete the land acquisition process and hand over the required area to the contractor, adding that all Dasu contracts were suffering due to its default. In reply to a set of questions sent to Wapda chairman retired Lt Gen Muzammil Hussain, the authority said it had “provided the partial possession of the site to the contractor M/s CRFG in line with the Contract Discussion Agreement/Conditions of the Contracts”.

January 2016 NEWS COVERAGE PERIOD JANUARY 25TH TO JANUARY 31ST, 2016 PLAN FOR MAKING AGRICULTURE SECTOR ABLE TO MITIGATE IMPACTS OF NATURAL DISASTERS Dawn, January 25th, 2016 ISLAMABAD: The Food and Agriculture Organisation (FAO) of United Nations and the National Disaster Management Authority (NDMA) have finalised an institutional assessment for the integration of disaster risk management and the agriculture sector of Pakistan in an attempt to make the agriculture sector capable of preventing and mitigating the impacts of natural disasters. According to FAO officials in Pakistan, the assessment will serve as a key tool to further develop the capacity of the agriculture sector institutions to mainstream the disaster risk management with a special focus on disaster reduction in their planning and action, and to prepare and respond to emergencies. As a result of interviews with all important stakeholders at federal and provincial levels, including members of vulnerable communities, disaster management officials at provincial, regional and district levels, members of civil society organisations and government officials responsible for the agriculture sector, strengths and weaknesses, as well as needs of disaster risk management systems of all relevant institutions have been identified. The FAO and NDMA after a series of workshops with these stakeholders across the country finalised findings and recommendations of the assessment. The NDMA will work with all stakeholders to implement recommendations of the assessment study. Each year Pakistan is struck by a multitude of natural disasters, such as floods, earthquakes, droughts, landslides and avalanches. Agriculture is one of the sectors most affected by these phenomena. With a 21 per cent share of the national GDP and a 45 per cent share of Pakistan’s total workforce, it is crucial that the agricultural sector is able to prevent and mitigate the impact of disasters.
