This invitation was extended during a conversation with the Governor at a reception for our congressional delegation in connection with the Annual Meeting of the U.S. Charrber of Commerce in Washington just this past Monday evening. In the short period of time since his inauguration in January, the Governor has launched an aggressive program to tell the world that Coloracb is "open for business", He is dedicated to getting Colorado's ecooomy back on track. Our former governor of 12 years was general 1y perceived as anti -business and earned his first election by convincing the people of Colorado to deny the winter olvmoics for Denver even after ~nver had been selected by the International Olympic Committee. At this point in the new governor's administration, we, in the business community, are quite optimistic and very supportive. My role this evening is to address you as a representative of the £Ql.Qr:_ado Association of Commerce _and Industry, our State Chamber of Commerce, rather than as a venture capitalist. -

On 4 March 1944 the Alaskan newspaper the Nome Nugget published an editorial written by sixteen-year-old local Inupiat Alberta Schenck. In her letter she publically voiced how many Alaska Natives felt in their homelands amid the employment of racial prejudice against them. “To whom it may concern: this is a long story but will have to make it as brief as possible,” she began, addressing the tensions “between natives, breeds, and whites.” In the editorial forum of the Nome Nugget the young Schenck implemented a discussion concerning discrimination toward Indigenous people, as made apparent in her use of racist language in distinguishing herself and members of her fellow Indigenous community as “natives” and “breeds.”1 An unexpected activist, Schenck worked as an usher at the Alaska Dream Theater in Nome where she took tickets and assisted patrons in locating their seats. At her job she was also responsible for maintaining the lines of segregation between seating for White patrons on the main floor and Native patrons in the balcony. -

The Council reports biennially on its dual constitutional responsibilities of nominating candidates for judicial vacancies and of making reports and recommendations to the supreme court and legislature. The report also covers the statutory mandate to evaluate judges standing for retention and applicants for the Public Defender. This report includes a brief narrative section that summarizes Council activities during 1991 and 1992, and a series of appendices. The appendices include a current listing of statutory and constitutional law affecting the Judicial Council, a log of judicial applicants, nominees and appointees, a log of all sitting judges and their retention election dates, and summaries of Council procedures for judicial selection and retention evaluation. These attempts have met with unfavorable public opinion. To date, the strength of public opposition has prevailed, and all private prison proposals have been defeated. But the state needs prison beds, and a lack of them means that state prisoners are being sent to other states.1 In 2004, the issue was addressed with the passage of Senate Bill 65, which authorized construction of a 1,500-bed prison in Matanuska-Susitna Borough. But it is not a private prison. Construction began in August 2008, but none of the design or construction of the facility is being performed by the private-prison interests that have been involved in the push for privatization of prisons since the early 1990s. Instead the facility’s construction will be controlled by the Mat-Su Borough and operated by the state of Alaska.2 BACKGROUND Starting in the 1990s, five donors formed a variety of partnerships in an effort to promote the private prison idea in Alaska: . -

The facts indicate that Bill Allen and/or VECO Corporation are making illegal expenditures on behalf of Lisa Murkowski for U.S. Senate, through the "Voice of the Times" daily advertisements. These contributions are either a corporate contribution, barred by 2 U.S.C. 8 441b(a), or an independent expenditure required to be reported by 2 U.S.C. 8 434(c). FACTS Until 1992, there were two newspapers serving Anchorage, Alaska: the Anchorage Daily News and the Anchorage Times. In 1992, the Anchorage Times ceased publishing as a separate newspaper. As part of a business arrangement, the Daily News agreed to publish the "Voice of the Times" on the op-ed page every day as "an alternative editorial voice." Bill J.
