Song Richardson∗∗ INTRODUCTION Since Darren Wilson shot and killed Michael Brown in 2014,1 the problem of police violence against African Americans has been a rela- tively salient feature of nationwide discussions about race. Across the ideological spectrum, people have had to engage the question of whether, especially in the context of policing, it’s fair to say that black lives are undervalued. While there is both a racial and a political divide with respect to how Americans have thus far answered that question, the emergence of Black Lives Matter movements2 has made it virtually im- possible to be a bystander in the debate. Separate from whether racialized policing against African Americans is, in fact, a social phenomenon, is the contestable question about solu- tions: Assuming that African Americans are indeed the victims of over- policing, meaning that by some metric they end up having more inter- actions with the police and more violent encounters than is normatively warranted, what can we do about it? And here, the answers range from abolishing police officers altogether, to training them, to diversifying po- lice departments. It is on the last of these proposed solutions — the diversification of police departments — that we focus in this essay. The central question we ask is: What are the dynamics that might shape how African American police officers police other African Americans? Rethinking the role of the federalist ideas in the construction of Europe (A historical survey) Éva Bóka, Historian, PhD, invited lecturer, Corvinus University of Budapest Abstract The idea of a peaceful world federation, based on the personal principle and the principle of autonomy (subsidiarity), has a long history. It developed in opposition to the sovereign states that pursued centralisation and power policy world wide. The European federation was envisaged as regional part of the peaceful world federation. European social organization was characterised by the dichotomy of sovereignty versus autonomy, and the European federalist visions developed in opposition to sovereignty. Thanks to these federalist visions international law and the international legal thinking gradually developed. The consctuction of Europe belongs to this history. This historical survey concentrates on the role of the personal principle and of subsidiarity in the federalist visions of Europe and in the development of democratic international law and human rights. Introduction Following the classical idea and model of peaceful world federation, social organization starts with the persons and their communities. The different communities (family, local community, province, state, federation of states, federation of federations of states) created by the association policy of persons could be imagined as concentric circles around the persons in the centre of their worlds. Constitutional state law, international law, and human rights create the harmony between the persons and these circles of associations. The idea of a peaceful world federation based on the personal and the autonomy principles is present in the works of all representatives of federalism among whom we find Aristotle, Althusius, Grotius, Suarez, Vattel, Saint-Pierre, Penn, Locke, Montesquieu, Rousseau, Voltaire, Tocqueville, Proudhon, Eötvös, Renner, Coudenhove-Kalergi, Rougemont, Brugmans, Monnet, Spinelli, Hallstein, Tindemans, or Delors. -

TANKED: CANADIAN THINK TANKS AND THE DAILY PRESS A report prepared by George Fetherling for the Sheldon Chumir Foundation for Ethics in Leadership, June 2007 1 Uncritical ears In an uncharacteristic move one day in March 2007, the National Post (and some other Canwest newspapers) ran a news story based on a report by the Canadian Centre for Policy Alternatives, a progressive think tank it described as “an independent research institute based in Toronto.” The report was an unsurprising one that deplored the growing disparity in incomes between haves and have-nots. It was, however, given good display, taking up 16 column inches atop one of the news pages in section A of the Post . That same morning, John Ibbitson dealt with the issue in his Globe and Mail column. “Most think tanks in Canada are a waste of time,” he wrote. “Those on the right twist and distort data to prove the country is overtaxed and underproducing. Those on the left use the same data to prove that society is increasingly unequal and unjust.” Put another way, think tanks are perfect illustrations of what Jane Jacobs, in her book Systems of Survival , called our present society’s two ethical systems: the commercial moral syndrome and the guardian moral syndrome. The real question, I believe, is whether Canadian newspapers are outsourcing the news when they run material from ideologically driven think tanks that pop up at an alarming rate. Are the papers not, in this era of deteriorating circulation and declining budgets, backing away from a part of their responsibility? Where think tanks are concerned, are newspapers in danger of becoming printed blogs or mere public bulletin boards, giving space to anyone who sounds sane and is not committing libel? At the very least, are they not grinding other people’s axes along with their own? To be sure, much is thought, taught and written about the increased corporate concentration of Canada’s news media, but too little attention is given to the corresponding concentration of news itself. -

Brussels-Bruges Report 2008
INTERNATIONAL FORUM ON DIPLOMATIC TRAINING 36th Meeting of Deans and Directors of Diplomatic Academies and Institutes of International Relations College of Europe Brussels and Bruges 24 – 26 September 2008 The 36th Meeting of Deans and Directors returned to Europe with fond memories of the remarkable Meeting at Maputo in 2007. The co-chairs opened the meeting with renewed thanks and congratulations to the host institutions in Mozambique and South Africa. The College of Europe had organised a similarly innovative programme, commencing in the magnificent Egmont Palace in Brussels, and concluding in the calm beauty of the College in Bruges. In addition to being mounted in two centres, the programme offered for the first time the opportunity to pursue more than one theme, in a series of parallel workshops on current practical aspects of diplomacy. Paul Demaret, Rector of the College of Europe, welcomed Members to the meeting, observing that in troubled times it was more than ever the task of diplomacy to keep channels of communication open. The training of diplomats was central to that mission. Ambassador Jiři Gruša, Director of the Diplomatic Academy of Vienna, noted that diplomacy required an intimate alignment of expert knowledge and human skills, combining efficacy with ethics, economics with cultural awareness. Diplomatic academies harnessed old virtues – wisdom, balance, courage, moderation – to meet new challenges. The Forum had a special contribution to make, a global network of partners helping to forge common understanding and foster non-totalitarian mentality. Professor Casimir Yost brought greetings from one of the founding fathers of the Forum, Dean Peter Krogh, who on this occasion had shown once again strategic vision in putting domestic diplomacy ahead of international diplomacy.
