The CLRJ contains articles on topics such as child welfare, juvenile justice, education, immigration, domestic relations, interfamily violence, and international children rights. Each issue also contains case, legislation and news updates, as well as book reviews and descriptions of promising programs and approaches. One issue each year is devoted to articles authored in connection with a topical symposium hosted by Journal editors. In 2013, the CLRJ moved to a free, online format published by Loyola University Chicago School of Law’s Civitas ChildLaw Center, in cooperation with the ABA Center on Children and the Law and the National Association of Counsel for Children. This new format allows for more timely treatment of emerging issues in children’s law and expands access to the CLRJ’s content to a national and international audience. Under this new format, the Children’s Legal Rights Journal is published three times annually. Article Submissions The CLRJ invites submissions of unsolicited manuscripts. Manuscripts should be submitted to: Editor-in-Chief, Children’s Legal Rights Journal, 25 E. Pearson, Chicago, IL 60611. Citations in manuscripts should conform to the most recent version of The Bluebook: A Uniform System of Citation, published by the Harvard Law Review Association. All citation should be contained in footnotes. Please include your name, title and degrees at the top of the first page and your current resume. We also request an abstract of 250 words or less. Manuscripts should be submitted as MS Word files. Completed manuscripts should be submitted electronically at [email protected]. A statement transferring copyright to Loyola will be required for articles that are accepted for publication. Hoffman served as a member of an advisory group to discuss an earlier draft of this paper, and he strongly expressed the view that seeking reform of capital punishment in the political realm is futile.

This publication describes the history of the Shorenstein Center and its programs, both past and present. Our mission is to explore and illuminate the intersection of press, politics and public policy both in theory and in practice. Our political climate has changed dramatically in the wake of the terrorist attacks of September 11, 2001; issues of civil liberty and national security have dominated our political discourse ever since. Globalization, rising tensions between corporate objectives and journalistic ones, and myriad developments in technology are among an ever-evolving set of challenges confronting the news media. These matters present us with a daunting but perhaps never more important task. We thank all of the students, scholars, reporters, donors, conference participants, brown bag lunch speakers, visiting fellows and faculty, and our wonderful staff, all of whom have made this a vibrant, thoughtful and collegial community. The first public corruption scandal occurred in 1869 when a number of Cook County Commissioners accepted bribes to 1 approve a fraudulent contract to paint city hall. During the last several decades, Cook County has been a center of corruption with scandals emerging in many different units of county government. By chronicling the cases we hope to call attention to the need for meaningful reform. When county government such as Cook County Clerk David Orr’s office or Assessor James Houlihan’s office do undertake meaningful reform, others sink back into the mire. Public or political corruption occurs when government officials use their public office for private gain or benefit. In Cook County government this includes outright bribes as well as campaign contributions made by individuals or corporations in exchange for jobs, inflated contracts or political favors. It includes ghost payroll jobs in which individuals get a paycheck but do no work. With an annual budget of more than $3 billion—dishonest public servants find many different ways to profit illegally. The purpose of this report is to summarize the many different forms of corruption and to recommend basic reforms that need to be enacted to clean up Cook County government.
