Section II: Schedule of Requirements Esourcing Reference: RFQ/2016/1061 UNOPS eSourcing v2017.1 Section II: Schedule of Requirements eSourcing reference: RFQ/2016/1061 Bidder is requested to provide transportation to quality controller teams for Outlet survey in three operational stratification domains across the country: targeting elimination, transitional and burden reduction areas. See below table of destination of each team. The data collection will take place in October 2017 and it is expected to take place for a minimum of 25 days but can go on for up to 35 days. 8 vehicles will be hired to do this task. 1. Expense: Bidder will have to cover all expense related to transportation during the field work: - Per diem, lodging and meal and other expense on drivers - Gasoline or fuel - Ferry or boat fee when needed - In case the vehicle get stuck in a mud or some points due to accessibility condition, the expense of pulling or pushing the vehicle to get out of the stuck is under bidder responsibility. - Maintenance and fixing expense - Other unexpected expense related to vehicle and transportation 2. Vehicle Specification and required task: Since the areas of data collection are in remote areas, each vehicle needs to fulfil the following conditions: - A driver with at least 5 years driving experience - -An off road vehicle - Four Wheel Drive - Vehicle is well functioning - Manual transmission - All vehicles customized to use gas are not accepted. - Safety items: seatbelts (must have one for each passenger—including jump seats), rear view mirrors, windshield wipers, front and rear-window defogging, functioning window controls, functioning door latches, parking brake, 1 spare tires, tire jack, all working interior and exterior lights, first aid kit, and a working horn. - Air Conditioner has to be well functioning - All tires (include spare one) have to be in well condition - Passenger and third party liability insurance The bidder is required to transport quality controller to do the following tasks: - Village map reviewing: Quality controller will check the map drawn by supervisor to make sure it is well located all potential outlets to sell antimalarial. To do this job vehicles need to be used for patrol throughout each village. - Back check interview: The quality controller will do the back check as daily basis by going back to the previous visited village or commune. - Accompany the data collection team during data collection within selected area. - Eye witness with the interviewers. 1 UNOPS eSourcing v2017.1 3. General The CMAA is seeking suitably qualified CMAA‐accredited operators to conduct Battambang Land Release Project as per Statement of Work (SOW) attached in Annex‐III. 2.     Cambodia: Comfrel’s Report on Irregularities in Voter List Revision and Voter Registration During the process of voter list revision and voter registration for 2007, lasting from September 15 to October 20, 2007, COMFREL has deployed around 200 observers to observe in 400 communes/sangkats across 24 provinces/cities.1 In general, COMFREL observes that both the political and security environment have been improved, although some voters used to or have felt concerns about insecurity, as in previous pre-national election periods. COMFREL highly appreciates the efforts of the National Election Committee (NEC) and officials at all levels, especially village and commune authorities, who have been carrying out voter list revision and voter registration. In some communes, clerks and councils have worked together to create mobile registration working groups to register voters in villages. However, COMFREL observes that the speed of voter registration this year is slower than that of last year. According to NEC temporary results, dated September 28, 2007, by September 26, 2007, in 1,608 communes/sangkats across 24 provinces/cities, the number of newly registered voters was 233,776, which represents 34% of the NEC estimate of 682,459. For the same period in 2006, the rate of voter registration was 47% (273,477 of an estimated 577,205 new voters to be registered). Meanwhile, COMFREL has doubts about the NEC’s unclear estimation on the number of voters to be registered, as the NEC made a wrong estimation number of new voters to be registered in 2006 (estimating around 570,000 new voters while in reality the number had increased to 1.2 million).
