Sri Lanka’s national road network is administered by the Road Development Authority while other roads are administering by the Provincial Councils and local government authorities. Almost all rural roads are under these Provincial Councils and local government authorities. However, the condition of this rural road network is very poor and as a result it does not provide sufficient road accessibility for the rural people in the country. Furthermore, the existing poor road condition has become a major cause for the poor livelihood condition of the people. Therefore, road infrastructure is one of the prioritized components for sustainable development of Sri Lanka. 2. The Government of Sri Lanka has requested financing from the World Bank to undertake a Provincial Project to upgrade and rehabilitate the dilapidated provincial road infrastructure. Provincial roads are the key connectors between the rural and the national networks. The proposed project for improvement of provincial roads in the Uva province and the Ampara district in the Eastern Province, Sri Lanka is being prepared to provide road users with improved sustainable road transport by enhancing quality, durability, and efficiency, of the provincial road network, which would be the key to economic and social development in rural Sri Lanka. 3. Both provinces are predominantly rural and land is the main asset of the people.

Liyanage1 and Ananda Mallawatantri2 1Department of Chemistry, University of Kelaniya, Kelaniya, Sri Lanka 2United Nations Development Programme, Colombo, Sri Lanka Introduction Indiscriminate use of agrochemicals poses a major environmental threat to surface and groundwater. Intensive vegetable cultivation on the steep slopes of up-country hills requires extremely high levels of pesticides (insecticides and fungicides) and fertilizers to maintain high yields and profitability. Farmers do not necessarily follow the doses and frequencies recommended in the instructions but apply higher doses more frequently, as they believe that this will increase yields. The implications of these decisions are not considered by farmers due to the lack of information and understanding of the environmental pathways of chemicals after application. In addition, the methods available to account for the variability of soils, climate and other factors influencing the risk of pesticide use are complex. Potato cultivation in Nuwara Eliya, Bandarawela and Welimada Sri Lanka is a good example of the effects of excessive pesticide use. In these areas precipitation exceeds 1,830mm per annum and crops are affected by a number of diseases and insect attacks, such as late blight caused by Phytopthora infestance. The prevailing misty conditions also promote fungal growth requiring famers to use contact and systemic fungicides for prevention. Lack of understanding of pesticide pathways and the desire to ensure that the disease is under control often lead to overdoses and higher frequency application of pesticides.

Jayawardane Department of Industrial Management University of Moratuwa, Moratuwa, Sri Lanka. Abstract World Health Organization (WHO) confirmed of a novel coronavirus on the 12th January 2020, as the cause of a respiratory illness in a cluster of people in Wuhan City, China. Even though the fatality ratio for coronavirus disease 2019 (COVID-19) is comparatively lower than SARS, the transmission is greater. Therefore, Sri Lankan government requested the general public to practice proper hygiene methods and self- quarantine methods to safeguard from this disease. Quarantine Law in Sri Lanka is governed by the Quarantine and Prevention of Disease Ordinance No 3 of 1897. Defence Forces of Sri Lanka played many roles in the fight against COVID-19 and this research is an overview of the contribution they have made towards battling the COVID-19 successfully. The purpose of this research is to identify the effectiveness of the measures taken by the Sri Lankan government and the tri forces to stop COVID-19 spreading, which will provide an example for other countries to follow on how to prepare, detect, and respond to similar outbreaks, which in turn will contribute towards Nations Branding. This research is a qualitative study mainly undertaken with content analysis of the information extracted from secondary data such as publications of the local and foreign governments, research reports from Centres for Disease Control and Prevention (CDC) and World Health Organization (WHO), magazines, newspapers, TV programmes and websites.

They are exclusively distributed in undisturbed habitats, and some have high ornamental value. Azmy National Aquatic Resources Research & Development Agency (NARA), Colombo 15, Sri Lanka *Corresponding author (E mail: [email protected]) Abstract Uma Oya, which has the highest watershed of the Upper Mahaweli discharges into Rantambe reservoir. Uma Oya may have been polluted as it drains a large portion of agricultural lands. A preliminary study was conducted from April to October, 2007 sampling six randomly selected sites to determine the status of water quality of Uma Oya as baseline data. pH, water temperature, dissolved oxygen, electrical conductivity and turbidity were measured in situ, whereas the processed water samples were brought to the laboratory to determine using standard methods, nitrate- N, nitrite-N, ammoniacal-N, ortho-phosphate, total suspended solids and chlorophyll-a content. Many water quality parameters were within the tolerance limits for fish and other aquatic life. However, the Chlorophyll-a (19.93±10.4 µg/L) was slightly higher than the standard guidelines perhaps due to epilithic algae washed off from bed rocks under high water flow. Total suspended solids (17.87±17.96 mg/l) and turbidity (37.84±59.88) were higher than the standard limits for fish and aquatic life, indicating high suspended solids transported by Uma Oya water. Further studies are required in relation to the cultivation pattern of the water shed to get a clear picture about Uma Oya.
