TEENA BROWN PULU Minerals and Cucumbers in the Sea: International relations will transform the Tongan state Abstract Constitution law researcher Guy Powles, a Pakeha New Zealander residing in Australia was not optimistic accurate predictions on “the [Tonga] election which is coming up now in November” could be made (Garrett, 2014). “A man would be a fool to try to guess just where the balance will finish up,” he uttered to Jemima Garrett interviewing him for Radio Australia on April 30th 2014 (Garrett, 2014). Picturing the general election seven months away on November 27th 2014, Powles thought devolving the monarch’s executive powers to government by constitutional reform was Tonga’s priority. Whether it would end up an election issue deciding which way the public voted was a different story, and one he was not willing to take a punt on. While Tongans and non-Tongan observers focused attention on guessing who would get into parliament and have a chance at forming a government after votes had been casted in the November election, the trying political conditions the state functioned, floundered, and fell in, were overlooked. It was as if the Tongans and Palangi (white, European) commentators naively thought changing government would alter the internationally dictated circumstances a small island developing state was forced to work under. Teena Brown Pulu has a PhD in anthropology from the University of Waikato. She is a senior lecturer in Pacific development at AUT University. Her first book was published in 2011, Shoot the Messenger: The report on the Nuku’alofa reconstruction project and why the Government of Tonga dumped it. -

Sacred Kingship: Cases from Polynesia Henri J. M. Claessen Leiden University ABSTRACT This article aims at a description and analysis of sacred kingship in Poly- nesia. To this aim two cases – or rather island cultures – are compared. The first one is the island of Tahiti, where several complex polities were found. The most important of which were Papara, Te Porionuu, and Tautira. Their type of rulership was identical, so they will be discussed as one. In these kingdoms a great role was played by the god Oro, whose image and the belonging feather girdles were competed fiercely. The oth- er case is found on the Tonga Islands, far to the west. Here the sacred Tui Tonga ruled, who was allegedly a son of the god Tangaloa and a woman from Tonga. Because of this descent he was highly sacred. In the course of time a new powerful line, the Tui Haa Takalaua developed, and the Tui Tonga lost his political power. In his turn the Takalaua family was over- ruled by the Tui Kanokupolu. The tensions between the three lines led to a fierce civil war, in which the Kanokupolu line was victorious. The king from this line was, however, not sacred, being a Christian. 1. INTRODUCTION Polynesia comprises the islands situated in the Pacific Ocean within the triangle formed by the Hawaiian Islands, Easter Island and New Zealand. The islanders share a common Polynesian culture. This cultural unity was established already in the eighteenth century, by James Cook, who ob- served during his visit of Easter Island in 1774: In Colour, Features, and Languages they [the Easter Islanders] bear such an affinity to the People of the more Western isles that no one will doubt that they have the same Origin (Cook 1969 [1775]: 279, 354–355). -

Melanesian Journal of Theology 23-1 (2007) CHRISTIANITY AND TAUFA‘ĀHAU IN TONGA: 1800-1850 Finau Pila ‘Ahio Revd Dr Finau Pila ‘Ahio serves as Principal of the Sia‘atoutai Theological College in Tonga. INTRODUCTION Near the centre of the Pacific Ocean lies the only island kingdom in the region, and the smallest in the world, Tonga. It is a group of small islands, numbering about 150, with only 36 of them inhabited, and which are scattered between 15º and 23º south latitude, and between 173º and 177º west longitude. The kingdom is divided into three main island groups: Tongatapu, situated to the south, Ha‘apai, an extensive archipelago of small islands in the centre, and Vava‘u, in the north. Tonga lies 1,100 miles northeast of New Zealand, and 420 miles southeast of Fiji. With a total area of 269 square miles, the population is more than 100,000, most of whom are native Polynesians. Tonga is an agricultural country, and most of the inhabited islands are fertile. The climate, however, is semi-tropical, with heavy rainfall and high humidity. Tonga, along with the rest of the Pacific, was completely unknown to Europe until the exploration of the area by the Spaniards and Portuguese during the 16th century. These explorers were seeking land to establish colonies, and to convert the inhabitants to Christianity. By the second decade of the 17th century, more explorers from other parts of Europe came into the area, to discover an unknown southern continent called “Terra Australis Incognita”, between South America and Africa. Among these, the Dutch were the first Europeans to discover Tonga. -

CEDAW Smokescreens: Gender Politics in Contemporary Tonga Helen Lee Tonga remains one of only six countries that have not ratified the Convention on the Elimination of All Forms of Discrimination Against Women (cedaw), which was adopted in 1979 by the United Nations Gen- eral Assembly. In March 2015, the Tongan government made a commit- ment to the United Nations that it would finally ratify cedaw, albeit with some reservations. The prime minister, ‘Akilisi Pōhiva, called it “a historic day for all Tongans . in support of our endeavour to eliminate all forms of discrimination against women and girls” (Matangi Tonga 2015e).1 However, the decision to ratify was met with public protests and peti- tions, and in June, the Privy Council, headed by the king, announced that the proposed ratification was unconstitutional (P Fonua 2015), claiming that under clause 39 of Tonga’s 1875 Constitution, “only the King can lawfully make treaties with foreign states” (Radio New Zealand 2015b). This article asks why so many Tongans, both male and female, are against ratifying cedaw. I argue that their protests conceal much deeper anxieties about gender equality and, more broadly, about democracy and Tonga’s future. In order to understand this resistance to cedaw’s ratification, I explore key issues in Tonga’s contemporary gender politics, including women’s roles in leadership, the economy, and the family, as well as gov- ernment policies addressing gender equality. cedaw in Tonga Most Pacific nations have ratified or acceded to cedaw,2 beginning with New Zealand in 1985 and Sāmoa in 1992. Photo credit: NZ Air Force (taken from http://ocha.smugmug.com/) The situation Severe Tropical Cyclone (TC) Ian formed in the northwest of Tonga and southeast of Fiji waters on 6 January. TC Ian tracked southeast towards the Tongan Island groups of Vava’u (population 15,000) and Ha’apai (population 60161) intensifying to Category 5, with wind speeds of more than 270 mph, before turning on a more southerly track. Tonga Red Cross Society (TRCS) alerted trained emergency response team (ERT) responders to stand by on 6 January 2014. After passing through the Vava’u group TC Ian passed directly over Foa, Lifuka, Kauvai (Ha’ano) and 'Uiha in the Ha’apai group of islands on Saturday, 11 January. Some of the islands within the affected area are low lying and susceptible to sea level rises and storm surge. Storm surges in Kavai (Ha’ano) that accompanied the event were estimated to be around 4-5 metres at their peak. A state of emergency was declared for the divisions of Vava’u and Ha’apai on Saturday morning 11 January. So far only minor damages have been reported in Vava’u. -

Doctor 1 William Doctor Dr. Colley Intercultural Communications 10/13/2020 Tonga The kingdom of Tonga is made up of 169 islands with people of Polynesian descent groups. Most of the Tonga islands are non-inhabited, with a general area of 750 square miles spread over 270000 square miles of the Pacific Ocean. Tonga is home to more than one hundred thousand people, with most of them residing in Tongatapu island. Tonga people speak Tongan and English languages, and they study Wesleyanism religion (Sugden, 344). They are surrounded by territories such as Fiji, Wallis, and Futunan, Samoa, New Zealand, and Caledonia. Tonga was founded in 1845. It became a traditional kingdom monarchy in 1875. It was a British protected state from 1900 to 1970 through a friendship agreement. From 1970 to 2010, the kingdom has never renounced its freedom to foreign states. Despite that, in 2010, the country becomes a constitutional monarchy. Primarily, the type of government in Tonga is the hereditary constitutional monarchy with King Tupou VI, a one-time prime minister as the current head of state. Pohiva Tuʻiʻonetoa is the current prime minister of the state; he took office in October 2019 following the death of ʻAkilisi Pohiva in September of 2019. Doctor 1 Agriculture and fishing are the main economic activities in Tonga. Notably, Tonga has a gross domestic product of 450.4 million US dollars, and the main import is food and beverages, automobiles and machinery while the main exports are fish and agricultural products like Squash, coconuts, bananas, and vanilla beans, limes, and tomatoes (Sutherland, 355). -

Smith PREFACE One of the most conspicious features of Polynesian life and one that has continually drawn comments from explorers, missionaries, travelers, and anthropologists is the dance. These comments have ranged from outright condemnation, to enthusiastic appreciation. Seldom, however, has there been any attempt to understand or interpret dance in the total social context of the culture. Nor has there been any attempt to see dance as the people themselves see it or to delineate the structure of dance itself. Yet dance has the same features as any artifact and can thus be analyzed with regard both to its form and function. Anthropologists are cognizant of the fact that dance serves social functions, for example, Waterman (1962, p. 50) tells us that the role of the dance is the "revalidation and reaffirmation of the aesthetic, religious, and social values shared by a human society . the dance serves as a force for social cohesion and as a means to achieve the cultural continuity without which no human community can persist.” However, this has yet to be scientifically demonstrated for any Pacific Island society. In most general ethnographies dance has been passed off with remarks such as "various movements of the hands were used," or "they performed war dances." In short, systematic study or even satisfactory description of dance in the Pacific has been virtually neglected despite the significance of dance in the social relations of most island cultures. -
