Area : Key constraints SA Themes for which constraints exist Colu1 The St Columb Major Conservation Area extends through the centre of Colu1. Historic Five grade II listed buildings are spread throughout the area, and two grade Environment, II*buildings are located in the west of the area. Water, Soil A linear flood zone 3b and 2 cuts east-west through Colu1, as well as numerous 1 in 30 and 1 in 100 year surface water flood risk zones. The area is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Colu2 A linear 1 in 30 and 1 in 100 year surface water flood risk zone is located on the Water, Soil western boundary of Colu2. The area is covered entirely by grade 3 agricultural land. Colu3 There are four grade II listed buildings located within Colu3: two in the south Historic east of the site area, and two at the western boundary. Environment, There is a linear 1 in 30 year surface water flood risk zone located on the Water, Soil eastern boundary of the area. There is also a flood zone 2 and a 1 in 30 year surface water flood risk zone located along the southern boundary. The area is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Colu4 Colu4 is covered by grade 3 agricultural land. It is uncertain whether this Soil comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Colu5 Two grade II listed structures (Bosworgey House and milestone located next to Historic the A3059) and a scheduled monument (medieval wayside cross) are present in Environment, Colu5. Soil Colu5 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Colu6 The north eastern corner of Colu6 extends into the St Columb Major Historic Conservation Area. Within this section of Colu6 there are two scheduled Environment, monuments, seven grade II listed buildings and one grade I listed building. The Water, Soil grade I building is the Church of St Columba (circa 1926). There are east-west and north-south linear 1 in 30 and 1 in 100 year flood risk zones located throughout the area. Colu6 is covered entirely by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a).

There are three grade II listed buildings in the area, Environment, two close to the eastern boundary and one on the southern boundary. There is Landscape, a large 1 in 30 year surface water flood zone, and additionally a fluvial flood Water, zone 3a present in the south east corner of the area. Biodiversity, Soil Whilst the West Cornwall Bryophytes SSSI is located approximately 730m to the north east of Day1’s boundary, the area is located within the SSSI’s IRZ relating to residential development of 100 units or more. Day1 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Day2 Day2 lies entirely within the Gwennap Mining District of the Cornwall and West Historic Devon World Heritage Site. There is a small 1 in 30 year flood risk zone at the Environment, southern boundary of Day2. Landscape, Whilst the West Cornwall Bryophytes SSSI is located approximately 1,000m to Biodiversity, Soil, the north east of Day2’s boundary, the area is located within the SSSI’s IRZ Water relating to residential development of 100 units or more. Day2 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Day3 Day3 lies wholly within the Gwennap Mining District of the Cornwall and West Historic Devon World Heritage Site, and there is a 1 in 30 year flood risk zone located in Environment, the south western part of the area. The north eastern boundary encroaches Landscape, slightly into the St Day Conservation Area. Water, Whilst the West Cornwall Bryophytes SSSI is located approximately 1,100m to Biodiversity, Soil the north east of Day3’s boundary, the area is located within the SSSI’s IRZ relating to residential development of 100 units or more. Day3 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Day4 The eastern half of Day4 is within the Gwennap Mining District of the Cornwall Historic and West Devon World Heritage Site. There is a linear, south west–north east 1 Environment, in 30 year surface water flood risk zone located near the northern boundary of Landscape, Day4. Water, Whilst the West Cornwall Bryophytes SSSI is located approximately 1,500m to Biodiversity, Soil the north east of Day4’s boundary, the area is located within the SSSI’s IRZ relating to residential development of 100 units or more. There is one grade II listed building in the north east Environment, corner of the area. Landscape, There is a flood zone 3a located along the north western site boundary. In Water, addition, a 1 in 100 year and 1 in 30 year surface water flood risk zone extends Biodiversity, Soil down the length of this boundary. Day6 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Whilst the West Cornwall Bryophytes SSSI is located approximately 930m to the north east of Day6’s boundary, the area is located within the SSSI’s IRZ relating to residential development of 100 units or more. Day7 Day7 lies entirely within the Gwennap Mining District of the Cornwall and West Landscape, Devon World Heritage Site. Historic The Wheal Gorland SSSI (designated for geodiversity) is situated 10m north of Environment, the north eastern corner of Day7. As such an IRZ related to this SSSI covers the Minerals and area, with all planning applications within 40m of this SSSI considered a risk. Geodiversity, In addition the West Cornwall Bryophytes SSSI is located approximately 640m Water, to the east of Day7’s boundary, and the area is located within the SSSI’s IRZ Biodiversity, Soil relating to residential development of 100 units or more. Almost all of Day7 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Day8 Day8 lies wholly within the Gwennap Mining District of the Cornwall and West Historic Devon World Heritage Site. The western site boundary borders the St Day Environment, Conservation Area. Landscape, The West Cornwall Bryophytes SSSI is located approximately 360m to the east Biodiversity, Soil of Day8’s boundary, and the area is located within the SSSI’s IRZ relating to residential development of 100 units or more. A small area next to the western boundary is also classified as grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a).

Area St Dennis: Key constraints SA Themes for which constraints exist Denn1 The Church of St Dennis is located in the centre of Denn1 and is a grade II* Historic listed building. There are also six features within the church grounds which are Environment, designated as grade II listed structure, and a standing cross which has been Biodiversity, Soil designated as a scheduled monument. The Goss and Tregoss Moors SSSI is located approximately 530m to the north of Denn1, and the area is located within the SSSI’s IRZ relating to residential developments of 100 units or more. The area covered by the SSSI is also internationally designated as the and Goss & Tregoss Moors SAC. Denn1 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). Denn2 The Goss and Tregoss Moors SSSI is located approximately 545m to the north Biodiversity, Soil of Denn2, and the area is located within the SSSI’s IRZ relating to residential developments of 100 units or more. Area St Dennis: Key constraints SA Themes for which constraints exist Denn6 The western boundary of Denn6 encroaches onto the Goss and Tregoss Moors Biodiversity, Soil, SSSI/ Breney Common and Goss & Tregoss Moors SAC. In terms of the IRZs Water present, within 75m of the SSSI all planning applications are considered a risk, and within 225m of the SSSI residential developments of more than 10 units are considered a risk. There is a significant area of Deciduous Woodland BAP Priority Habitat in the south western part of Denn6. The majority of Denn6 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). A 1 in 30 and 1 in 100 year surface water flood risk zone cuts through the centre of Denn6 and a smaller 1 in 30 year surface water flood risk zone is present on the north eastern boundary of the area. Denn7 One grade II listed building is present in the area, near the southern boundary Historic of Denn7. There is a 1 in 30 year surface water flood risk zone present along Environment, the south western boundary. Denn7 is covered by grade 3 agricultural land. It is Water, Soil, uncertain whether this comprises land classified as the best and most versatile Biodiversity agricultural land (i.e. grade 3a). The closest part of the Goss and Tregoss Moors SSSI is located approximately 340m to the south of Denn7, and the area is located within the SSSI’s IRZ relating to residential developments of 100 units or more. Area St Just: Key constraints SA Themes for which constraints exist Just1 The whole of Just1 is within the West Penwith section of the Cornwall AONB Landscape, and within the St Just Mining District of the Cornwall and West Devon Mining Historic Landscape World Heritage Site. The southern boundary of Just1 overlaps with Environment, the St Just Conservation Area. Soil, Biodiversity, The north eastern half of the site area is covered by grade 3 agricultural land, Minerals and while the south western half is mostly covered by grade 3a (the best and most Geodiversity versatile). The Lower Bostraze and Leswidden SSSI is located 1,000m to the east of Just1, and the Aire Point to Carrick Du SSSI is located 1,400m to the west. Just1 is within the IRZs for these SSSIs, relating to residential development of 100 units or more. Just2 The whole of Just2 is within the West Penwith section of the Cornwall AONB Landscape, and is part of the St Just Mining District of the Cornwall and West Devon Mining Historic Landscape World Heritage Site. Just3 The whole of Just3 is within the West Penwith section of the Cornwall AONB Landscape, and is within the St Just Mining District of the Cornwall and West Devon Mining Historic Landscape World Heritage Site. Environment, The northern boundary of Just3 overlaps with the St Just Conservation Area Soil, Biodiversity, and there is a grade II listed building at the north east corner of the area (a Minerals and guide stone at the junction of the A3071 and B3306). Geodiversity The Lower Bostraze and Leswidden SSSI is located 1,100m to the east of Just3, and the Aire Point to Carrick Du SSSI is located 1,100m to the west. Just3 is located within the IRZs for these SSSIs, relating to residential development of 100 units or more. The north east of Just3 is covered by land classified as grade3a (the best and most versatile) agricultural land. The remainder of Just3 is covered by grade 3 land. Just4 The whole of Just4 is within the West Penwith section of the Cornwall AONB Landscape, and is part of the St Just Mining District of the Cornwall and West Devon Mining Historic Landscape World Heritage Site. Environment, The majority of Just4 is covered by grade3a (the best and most versatile) Soil, Biodiversity, agricultural land; the remainder is covered by grade 3 agricultural land. The eastern boundary of Just6 overlaps with Environment, the St Just Conservation Area. Soil, Biodiversity, There is a small north-south 1 in 100 year surface water flood risk zone located Minerals and in the centre of the area. Geodiversity, The Aire Point to Carrick Du SSSI (designated for biodiversity and geodiversity) Water is located 525m to the south west of Just 6, and the area is within the IRZ for the SSSI relating to residential proposals of 100 units or more. The northern half of Just6 is covered by grade 3a (the best and most versatile) agricultural land, the southern half is covered by grade 3. Just7 The whole of Just7 is within the West Penwith section of the Cornwall AONB Landscape, and is part of the St Just Mining District of the Cornwall and West Devon Mining Historic Landscape World Heritage Site. Environment, The Aire Point to Carrick Du SSSI (designated for biodiversity and geodiversity) Soil, Biodiversity, is located 545m to the south west of Just 7, and the area is within the IRZ for Minerals and the SSSI relating to residential proposals of 100 units or more. Geodiversity The majority of Just7 is covered by grade3a (the best and most versatile) agricultural land. The remainder at the western boundary is covered by grade 3 agricultural land. Just8 The whole of Just8 is within the West Penwith section of the Cornwall AONB Landscape, and is part of the St Just Mining District of the Cornwall and West Devon Mining Historic Landscape World Heritage Site. Area St Merryn/Shop: Key constraints SA Themes for which constraints exist MeSh1 MeSh1 is located entirely within the to section of Landscape, the Cornwall AONB. Biodiversity, Whilst the Trevose Head and Constantine Bay SSSI (designated for Minerals and biodiversity and geodiversity) is located approximately 1,260m to the north west Geodiversity, of MeSH1, the area is located within the SSSI’s IRZ relating to residential Water, Soil developments of 100 units or more. There is an east-west 1 in 30 and 1 in 100 year surface water flood risk zone in the south east of the area and a fluvial flood zone 3a intersecting the western boundary. MeSh1 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). MeSh2 Whilst the Trevose Head and Constantine Bay SSSI (designated for Biodiversity, biodiversity and geodiversity) is located approximately 1,700m to the north west Minerals and of MeSh2, the northern part of the area is located within the SSSI’s IRZ relating Geodiversity, to residential developments of 100 units or more. Water, Soil MeSh2 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). There is a small 1 in 30 year surface water flood zone in the north east corner of the area, and another linear 1 in 30 year surface water flood risk zone running along the southern boundary. MeSh3 Whilst the Trevose Head and Constantine Bay SSSI (designated for Water, biodiversity and geodiversity) is located approximately 1,440m to the north west Biodiversity, of MeSh3, the area is located within the SSSI’s IRZ relating to residential Minerals and developments of 100 units or more. Geodiversity, MeSh3 is covered by grade 3 agricultural land. It is uncertain whether this Soil comprises land classified as the best and most versatile agricultural land (i.e. grade 3a). There are small isolated pockets of 1 in 30 year surface water flood risk zones in the north of MeSh3, and there are linear 1 in 30 and 1 in 100 year flood risk zones running along the south western boundary. MeSh4 MeSh4 Is located entirely within the Trevose Head to Stepper Point section of Landscape, the Cornwall AONB. There is a linear 1 in 30 year flood risk zone located along Water, the south western boundary. The Trevose Head and Constantine Bay SSSI Biodiversity, (designated for biodiversity and geodiversity) is located 1,070m to the north Minerals and east and MeSh4 is located within an IRZ of this SSSI. As such, any residential Geodiversity, proposals of 100 units or more are considered a risk. Soil MeSh4 is covered by grade 3 agricultural land. It is uncertain whether this comprises land classified as the best and most versatile agricultural land (i.e. grade 3a).

Area St Stephen: Key constraints SA Themes for which constraints exist Step1 The grade II listed St Stephen Cemetery War Memorial is located in the south Historic west corner of Step1. Environment, There is a large flood zone 3b and 3a present in the south east of Step1. In Water, addition there are also linear 1 in 30 year surface water flood risk zones present Biodiversity, Soil in the same area. The Clay Pits SSSI/SAC is located 730m north of Step1. Additionally, the Crowhill Valley SSSI is located 1,800m south of Step1. The area is located within the IRZs of these two SSSIs relating to residential development of 100 units or more. Deciduous Woodland BAP Priority Habitat is located in the south east of Step1. The majority of Step1 is covered by grade 3a (the best and most versatile) agricultural land. Step2 The Chapel Mill, which is a grade II* listed building, is located on the southern Historic boundary of Step2. Environment, There is a large north west - south east flood zone 3a, 3b and 2 present in the Water, area, along with a smaller 1 in 30 and 1 in 100 year surface water flood risk Biodiversity, Soil zone. The SSSI/SAC is located 1,520m north of Step2, with the area located within an IRZ for this SSSI relating to residential development of 100 units or more. The north eastern half of Step2 is covered by grade 3a (the best and most versatile) agricultural land, with the south western half covered by land classified as grade 3 agricultural land. Step3 There is Deciduous Woodland BAP Priority Habitat present close to the eastern Water, boundary of Step3. In addition, there is a north - south trending flood zone 3a, Biodiversity, Soil 3b and 2, along with a smaller 1 in 30 and 1 in 100 year surface water flood risk zone in the same area. The northern section of Step3 near to Gwindra Road is within an IRZ for The St Austell Clay Pits SSSI/SAC, as well as an IRZ for the Crowhill Valley SSSI. 4.1 Introduction

4.1.1 To support the analysis of the key constraints present around each settlement in Cornwall, a further characterisation has been undertaken of the key sites which are potentially available for development.

4.1.2 In this context the constraints present at each of the larger SHLAA sites (i.e. those which have been assessed to have a capacity of more than 100 units) have been identified.

4.2 Approach

4.2.1 The analysis has considered each SHLAA site’s proximity to key environmental constraints present locally. This includes the sites’ proximity to AONBs, the World Heritage Site, Conservation Areas and BAP Priority Habitats.

4.2.2 The likely impact of development on nearby SSSIs has also been considered. As such the analysis has identified the SHLAA sites which are located within SSSI Impact Risk Zones relating to residential development.

4.3 Findings of the SHLAA analysis

4.3.1 A total of 162 SHLAA sites were considered across the following settlements:
