On April I, 2019, the Maga 'hcigan Guahan Lourdes A. Leon Guerrero reappointed Commissioner Priscilla T. Tuncap as a Commissioner of the Civil Service Commission Board. As Executive Director, I am here to support the reappointment of Ms. Tuncap to continue serving as a Commissioner.

Ms. Tuncap has an extensive history working as a Commissioner of the Civil Service Commission going as far back as twenty four (24) years. In March 1995, Ms. Tuncap was first appointed as Acting Commissioner to the Civil Service Commission Board. Mr. Vicente P. Perez, Chairperson of CSC Board, submitted a written endorsement of Ms. Tuncap dated April 27, 1995. In part, Chairperson Perez wrote, "Ms. Tuncap has shown herself to be both perceptive and insightful in addressing complex matters brought to the Commission. In summary, Ms. Priscilla T. Tuncap has my personnel confidence that she will prove to be a truly outstanding Civil Service Commissioner with her years of experience and service to the Honorable Tina Muna Barnes Speaker, 35th Guam Legislature Re: Testimony in Support of the Reconfirmation of Priscilla T. Commission. Therefore, I strongly encourage the Legislature to make this possible by confirming her appointment to the Civil Service Commission." Ms. Tuncap was subsequently confirmed and has been serving for about 4 consecutive six-year terms successfully fulfilling her obligations in the adjudication of Civil Service Commission appeals and complaints. It is noteworthy to affirm that Chairman Perez's perception of Commissioner Tuncap is of great regard.

Ms. Tuncap has about 25 years of fiscal experience working her way up the career hierarchy starting as a Bank Teller at Bank of America; Payroll Clerk, Department of Finance, Government of Guam; Payroll Supervisor, University of Guam; Budget Certifying Officer, Guam Memorial Hospital Authority, and as Chief Fiscal Officer, Guam Legislature.

Based on Ms. Tuncap's approximately 24 years of public service, and given her commitment as the longest serving Commissioner of the Civil Service Commission, I wholeheartedly support her reconfinnation.

I am honored to testify in this historical legendary legislative building.

It is with great pleasure that I submit this written testimony on behalf of Mrs. Priscilla Tuncap in her reappointment to the Civil Service Commission Board.

As the Chairman of the Civil Service Commission, I have had the opportunity to work with Commissioner Tuncap from July 2003 to the present time. I believe her to be just and a compassionate individual. She impressed me with her commitment to her duties and responsibilities that she fulfills with the utmost enthusiasm in spite of the long and tedious hours required of being a CSC Commission. With her past experience of over 25 years of financial experience in both public and private sectors, as well as, the longest CSC Commissioner that we have today, has been a plus to the CSC.

Mrs. Tuncap is truly a fine representative of the community in her capacity as member of the Civil Service Commission. Therefore I, as well as other Commissioners of CSC wholeheartedly endorse her reappointment. Thank you and Si Yu'os Ma'ase!

Mr. Luis Baza: Thank you Madam Speaker and again Senator Moylan for giving me the opportunity to provide testimony to you know our commissioner Priscilla Tuncap commissioner Tuncap when i started in 2003 and to the present time. she was there already soi consider Mrs. Tuncap the my mother of Civil Service Commission she's the she's been there for a long time she's got passion she deliberates with facts she reveals her packets and whether it's you know what whether we all agree or disagree with her she deliberates based on her own conscience and that's the very important aspect of commission Tuncap she's got tenure. I know her personally when I was a baby in Human Resources at Guam Memorial Hospital Authority and I remember madam Speaker your mother put me in HR so that's where I started Human Resources and commissioner Tuncap was our budget. budget officer certifying budget officer Guam Memorial Hospital Authority. Well respected lady you know I mean she worked with my sister and I used to say you know that that lady smart she knows what she's doing you know so we went from there when we have cases that deals with payroll or on numbers huh I look at her because I know that she's our job matter expert for numbers as well so I'm very happy again that Governor Lou Leon Guerrero and Lieutenant Governor and Josh Tenorio reappointed her again to come back to us because she still got a lot of energy to give to us and she still needs we need her there we need her to provide that tenure knowledge she's known all these cases before us it's a good fit for us to have her with us so I myself and the other commissioners wholeheartedly support Commissioner Tuncap to come back and pray that this her reappointment will be done as soon as possible thank you very much and Si Yu 'os ma 'ase.
