After almost thirty years in the highest office of the Turkish Republic of Northern Cyprus (TRNC), Denktaş—a resolute opponent of reunification of the divided island—has been succeeded by the prime minister, Mehmet Ali Talat. Does Talat’s rise from head of government to become the leader of his ethnic community give grounds for new hope of reopening negotiations on the island? The rigid line taken by Greek Cypriot President Tassos Papadopoulos suggests not. The change in leadership in the north will not end the impasse in the Cyprus question and the conflict will remain an obstacle on Turkey’s path to European Union membership. WAY Izmir University of Economics [email protected] Abstract Drawing on newsroom studies and a Critical Discourse Analysis of news broadcasts this paper looks at the way Turkish Cypriot radio news in the Turkish Republic of Northern Cyprus is guilty of hampering democratic processes, particularly as regards the resolution of the conflict with the Republic of Cyprus. On the one hand stations appear to support currently popular pro-solution politics but a closer look at the language used shows that each uses lexical and grammatical choices to also communicate threat and suspicion, in each case slightly differently to support their own associated ideologies and interests, which are consistently anti-solution. For all intents and purposes these are news organisations only in terms of the ‘news semiotic’. Employees called journalists work with news agency feeds, write, produce, edit and air news stories for newscasts daily like news in other European states, but what they are in fact doing is reflecting the interests of elites associated with each station, working to the detriment of democratic popular notions of unity throughout Cyprus. CYPRUS 2020 HUMAN RIGHTS REPORT Since 1974 the southern part of Cyprus has been under the control of the government of the Republic of Cyprus. The northern part of Cyprus, administered by Turkish Cypriots, proclaimed itself the “Turkish Republic of Northern Cyprus” in 1983. The United States does not recognize the “Turkish Republic of Northern Cyprus,” nor does any country other than Turkey. A substantial number of Turkish troops remain on the island. A buffer zone, or “Green Line,” patrolled by the UN Peacekeeping Force in Cyprus, separates the two sides. This report is divided into two parts: the Republic of Cyprus, and the area administered by Turkish Cypriots. REPUBLIC OF CYPRUS EXECUTIVE SUMMARY The Republic of Cyprus is a constitutional republic and multiparty presidential democracy. In 2018 voters re-elected President Nicos Anastasiades in free and fair elections. In 2016 voters elected 56 representatives to the 80-seat House of Representatives (Vouli Antiprosopon) in free and fair elections. The remaining seats are designated for Turkish Cypriots and are left vacant. Police enforce the law and combat criminal activity. Police report to the Ministry of Justice and Public Order. The president appoints the chief of police. Civilian authorities maintained effective control over the security forces. Members of the security forces committed some abuses. Significant human rights issues included: serious acts of corruption; crimes involving violence or threats of violence targeting members of national and ethnic minorities; and lack of investigation of and accountability for violence against women. The government took steps to identify, investigate, prosecute, and punish officials who committed human rights abuses. -

Negotiations and Related Issues Summary Cyprus has been divided since 1974. Greek Cypriots, 76% of the population, live in the southern two-thirds of the island and lead the internationally recognized Republic of Cyprus. Turkish Cypriots, 19% of the populace, live in the “Turkish Republic of Northern Cyprus” (TRNC), recognized only by Turkey, with about 36,000 Turkish troops providing security. United Nations peacekeeping forces (UNFICYP) maintain a buffer zone between the two. Since the late 1970s, the U.N., with U.S. support, has promoted negotiations aimed at reuniting the island as a federal, bicommunal, bizonal republic. The U.N. Secretary-General’s April 5, 1992, “Set of Ideas” was a major, but unsuccessful, framework for negotiations for a settlement. Next, both sides accepted U.N. confidence-building measures only in principle and they were not recorded or implemented. The prospect of Cyprus’s European Union (EU) accession and its eventual membership intensified and complicated settlement efforts. On November 11, 2002, Secretary-General Kofi Annan submitted a comprehensive settlement Plan based on Swiss and Belgian government models, but the two sides did not agree on it. After more negotiations, Annan announced on March 11, 2003 that his efforts had failed. Cyprus signed an accession treaty to join the EU on April 16. The December 14, 2003, Turkish Cypriot parliamentary elections produced a new government determined to reach a settlement. -

41ts05.qxd 21/02/2003 09:03 Page 55 View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by Erasmus University Digital Repository 5 The Cyprus Obstacle on Turkey’s Road to Membership in the European Union SEMIN SUVARIEROL Turkish-Greek relations and the Cyprus problem following the Turkish intervention of 1974 have occupied an important place throughout the evolution of the relations between Turkey and the European Union (EU).1 These two issues, often linked, figured among the most difficult to handle. The fact that Greece became a member of the EU in 1981 has complicated matters further, especially for the EU. From that point on, the EU could no longer keep its benevolent neutrality towards its two allies. Consequently, the road towards the amelioration of Turkish–EU relations passed via Athens and Nicosia,2 despite Turkey’s desire to keep the resolution of these issues separate from the question of its accession to the EU. The divided island of Cyprus constitutes one of the “thousands of problems” the current EU enlargement process entails as a whole.3 Each candidate obviously has its own particular problems; yet, even a brief look at the list of candidate countries may indicate that the case of Cyprus is the most exceptional case at present. The paradox is that, at the economic and administrative level, Cyprus is the best candidate. It is the most prosperous among the candidate countries and has all the administrative structures necessary for membership. But which Cyprus? Due to the Cyprus conflict, which has remained unresolved for 39 years, this preoccupying question has framed the Cypriot case as a politically problematic candidacy.
