Bince PROVINCIAL RESOLUTION NO. 292-2018 ENDORSING TIIE BALINCAGUIN RI!'ER WATERSHED - STISTAINABLE INTEGRATED AREA DEVELOPMENT (srAD) ACTTON PLAN TO THE REGIONAL DEVELOPMENT COUNCIL FOR CONSIDERATION AND POSSIBLE FUNDING WHEREAS, Balincaguin River Watershed, the largest watershed in Western Pangasinan with an area of 38,033 hectares covering portions of the municipalities of Mabini, lnfanta, Burgos, Agno, Sual, Bugallon, Dasol and Labrador, has an axial length of44 kilometers from its farthest headwaters in the Municipality of Bugallon to its sea outlet in Agno, Pangasinan; WHER.EAS, the watershed has three (3) major sub-watersheds which are the Balite River Sub-watershed, the North Balincaguin River Sub-watershed and the South Balincaguin River Sub-watershed; WHEREAS, the watershed was selected as the pilot site for the implementation ol Sustainable Integrated Area Development (SIAD) Strategy; WHEREAS, the Program encourages an integrated approach in managing watersheds through participation of stakeholders including govemment institutions, civil society organizations and private sector in the planning and implementation of desi red i nterventions; WHEREAS, the Project was preliminarily devised to provide sustainable livelihood to the displaced workers from the closure of the mining companies rn the area and the rehabilitation ofthe damaged sites; . 2F Capitol Bldg., Ljngayen.     PANGASINAN HISTORY Pangasinan was among the earliest political and administrative units in the Philippines. It was officially conquered and colonized by D. Martin de Goiti in 1571. On April 5, 1572, Pangasinan was made an encomienda by the Spanish royal crown to receive instructions on the Catholic faith, which means that Pangasinan was organized under one leadership and has identity before the Spanish royal court. Eight years later, in 1580, Pangasinan was organized into a political unit under an alkalde mayor who at that time has authority as head of the province or provincial government with judicial function indicating that Pangasinan has become a province. To commemorate the day when Pangasinan became an encomienda and the year it became a province, Pangasinan celebrates April 5, 1580 as the official founding day of the Province of Pangasinan. At that time, its territorial jurisdiction included the Province of Zambales and parts of La Union and Tarlac. By the middle of the 19th century however, the northern towns of Agoo to Bacnotan were separated from the province and became parts of La Union. The provincial territory was further diminished in 1875 with the annexation of Paniqui and other towns south of it to Tarlac. Pangasinan, derived its name from the word “panag asinan” , which means “where salt is made”, owing to the rich and fine salt beds which were the prior source of livelihood of the province’s coastal towns. GEOGRAPHY Pangasinan territory covers a land area of 536,818 hectares which constitutes almost one-half (41.8 %) of the total land area of the region and 1.8 % of the total Philippine area.

    DEPARTMENT OF JUSTICE Office of the Provincial Prosecutor Lingayen, Pangasinan CITIZEN’S CHARTER I. Mandate: The Department of Justice (DOJ) derives its mandate primarily from the Administrative Code of 1987 (Executive Order No. 292). It carries out this mandate through the Department Proper and the Department's attached agencies under the direct control and supervision of the Secretary of Justice. Under Executive Order (EO) 292, the DOJ is the government's principal law agency. As such, the DOJ serves as the government's prosecution arm and administers the government's criminal justice system by investigating crimes, prosecuting offenders and overseeing the correctional system. The DOJ, through its offices and constituent/attached agencies, is also the government's legal counsel and representative in litigations and proceedings requiring the services of a lawyer; implements the Philippines' laws on the admission and stay of aliens within its territory; and provides free legal services to indigent and other qualified citizens.
