Tulagan, Jr. PROVINCIAL RESOLUTION NO. 125-2013 FAVORABLY ENDORSING THE DEVELOPMENT OF 10,651.09 HECTARES ON THE MUNICIPALITIES OF AGUILAR, BUGALLON, DASOL, MABINI AND INFANTA, ALL IN THE PROVINCE OF PANGASINAN, FOR BAMBOO PLANTATION UNDER THE PUBLIC PRIVATE PARTICIPATION (PPP) ON THE NATIONAL CONVERGENCE INITIATIVE IN SUPPORT TO THE NATIONAL GREENING PROGRAM, TO BE IMPLEMENTED BY THE CS FIRST GREEN AGRI- INDUSTRY DEVELOPMENT, INC. OF BAYAMBANG, PANGASINAN WHEREAS, it is embodied in the Philippine Development Plan (PDP) 2011-2016 that the government seeks to address low growth, weak job generation and persistent high inequality which are the immediate reasons for the failure of inclusive growth in the country; WHEREAS, in pursuance to the PDP goal, the government shall pursue a) massive investment by removing barriers that stall investment which will develop the country’s physical infrastructure; b) implement programs that will promote transparent and responsive governance characterized by an important performance of the regulatory function of the government; c) develop human capital; d) create stable quality and productive employment for wage earners and self-employed; and e) direct poverty relief; 2F Capitol Bldg., Lingayen, Pangasinan 2401 * Tel/Fax (+6375) 5424040 * e-mail address: [email protected] Republic of the Philippines PROVINCE OF PANGASINAN Lingayen www.pangasinan.gov.ph OFFICE OF THE SANGGUNIANG PANLALAWIGAN SECRETARY Provincial Resolution No. 125-2013 Page 2 WHEREAS, the provincial government is committed to promote industrialization based on agricultural development through industries that make full and efficient use of human and natural resources competitive in both local and foreign market; WHEREAS, the planting and use of bamboo will significantly contribute to the mitigation of climate change and disaster management, considering its carbon capture capability and cheaper reforestation cost. Further, bamboo can easily be transformed into cash crops for farmers and community based forest management agreement holders who engage in its cultivation, thereby alleviating poverty; WHEREAS, EO 26, Series of 2011, otherwise known as the National Greening Program (NGP) will harmonize all tree planting and greening activities, identified bamboo as the preferred species for propagation in areas available for development under NGP; WHEREAS, the CS First Green Agri-Industry Development, Inc., manifested its interest to develop the whole area of 10,651.09 hectares for bamboo plantation allocating P182,000,000.00 as its initial budget for the purpose; WHEREFORE, on motion of SP Members Napoleon C. Fontelera, Jr., Teofilo G. Humilde, Jr., Von Mark R. Mendoza, Raul P. Sison, Angel G. Baniqued and Generoso D. Cruz, Zambales - Two (2) were injured, namely: Willjo Balaran, 3 y/o of Lower Kalaklan and Perla Balaran 49 y/o of the same brgy - One (1) missing namely, Asley Dualo Mosallina in Bagong Silang, Balanga City Actions Taken: • Olongapo City CDCC Rescue Team advised the residents to evacuate immediately to safer grounds • All school buildings in Olongapo City are being prepared as evacuation centers. The Philippines is one of the world’s 17 mega-biodiverse countries which collectively claim two-thirds of the earth’s biological diversity within its boundaries. Thus, the country has high potential for the development of its own alternative medicines specifically those plant derived sources. One of its largest provinces is Pangasinan wherein its people is considered as the ninth largest Filipino ethnic group. Furthermore, it is labelled as one melting pots of mixed-cultures in the country. Its western part has two towns having their distinct dialect-Bolinao which are found in the towns of Anda and Bolinao only. They were claimed initially to be highly superstitious and worshiped the spirits of their ancestors.
